This memorandum summarizes the actions taken by the Cultural Heritage Commission
at their Tuesday, April 27 meeting. No action is required unless the City Council wishes
to hold special review of an item.

OLD BUSINESS
Consideration of Revisions to Blas Aouilar Adobe Reoair Proiect. CIP No. 07403
(formerly No. 455), 31806 El Camino Real. Project Manager Teri Delcamp made
the staff report regarding the informational item presenting revised project plans
to preserve rather than partially restore the City -owned Blas Aguilar Adobe. The
purpose is to bring closure and follow-up on prior input from the CHC which did
not support the partial restoration as it would have eliminated storage and
functional space which is critical to the Blas Aguilar Foundation's operation of the
museum and to the Community Services Department for City-wide events in HTC
Park.

Vice -Chair Porter requested that the holes in the plaster, made by Gil Sanchez in
his previous investigations about 20 years ago, remain rather than being repaired
and plastered over. The walking tour guides and museum volunteers use all of
those areas in their talks to groups and individual visitors. Vice -Chair Porter also
asked if any unexpended funds from the CIP project could be spent on other
items that might be desirable like removing the cement from the interior floor, etc.
Staff responded that unexpended funds go back to the account that funds the
CIP, which in this case is the Parks and Recreation fund for park needs. Those
types of items might be the subject of a future year CIP project request but is not
part of the current structural repair project scope. In response to Commissioner
Tryon's question about when construction would start, staff anticipates late
summer or early fall.

Vice -Chair Porter mentioned that we are getting a number of walking tours scheduled in
town reserved by other community's historical societies, and they are very impressed
with what we have and do in San Juan Capistrano.
Chair Siegel announced that the Regency Theater will be opening soon. She
successfully obtained copies of, and has arranged with the theater operator to show,
two silent films with scenes that were shot in San Juan Capistrano. One is "The Two
Brothers" and 17 minute 1910 D.W. Griffith short film starring Mary Pickford. The other
is the 85 minute 1920 film "For the Soul of Rafael" which was based on a book, but did
not represent the local citizens well so was banned from being shown in San Juan
Capistrano at the time. She also said that she attended two recent workshops put on by
the City with Los Rios residents about the Proposition 84 grant application for Phase 2
of Los Rios Park.
Staff announced that the Montanez Adobe is nearing completion and should be open by
summer with some enhanced period acquisitions. The construction Notice of
Completion will be going to City Council in May. The native plantings around the Adobe
will be done with donations and volunteers provided by Goin Native on May 10. Staff is
working on. a business case as requested by Council for the long-term public use of the
Roger Williams/Swanner House, also the subject of a Proposition 84 grant with the rest
of the Northwest Open Space Phase 1 Park area. Lastly, Vice -Chair Porter and Teri
Delcamp will be attending the annual California Preservation Foundation training
conference in May.
