OLD BUSINESS
1. Consideration of Historic Depiction Program (HDP) for J. F. Shea Therapeutic
Riding Center (AC) 03-08, a request for approval of an etched granite
photographic depiction located at 26284 Oso Road (APNs 121-07-19, -32 & -34).
(Applicant: Dana Butler-Moburg, Shea Center) Teri Delcamp made the staff
presentation and recommendation that the Commission conditionally approve the
proposed HDP. Some of the text edits that had been requested by the CHC
when the concept for the HDP was considered previously in 2007 still need to be
made. Staff supports the material and proposed location for the HDP as it is
substantially consistent with the prior concept and meets the Council Policy
criteria.
Public Input:
Katie West, artist for the NDP, and the applicant were available and responded to
questions. Dana Butler-Moburg requested one text change to reflect the correct
name for J.F. Shea Co., Inc.

Commission Discussion:
Commissioner Tryon concurred with the prior text revisions and the applicant's
current requests.
Commissioner Porter said she likes the photographs better now than the ones
submitted with the original concept in 2007. She requested a text change to
remove the phrase "on March 20, 1953" in the second paragraph before the
quote from the Capistrano Dispatch. She also suggested re -arrangement of the
photograph and text layout so that it will read more in book format. Ms. West took
notes based on clarifications of where the text paragraphs should go.
Commission Action:
After due consideration, Vice -Chair Siegel moved, and Commissioner Tryon
seconded, adoption of a resolution approving the HDP with the noted
corrections to the text and the layout, subject to Resolution No. 10-2-23-1
subject to revised conditions to require text refinements and changes to the
layout. The motion was approved unanimously by a vote of 4-0.
Annual Reorganization of Commission: Selection of Commission Chair and Vice -
Chair -
Chair Banda opened the nominations for Chair. It was moved and seconded to
nominate Commissioner Siegel as Chair. The motion was approved unanimously
by a vote of 4-0.
Chair Siegel opened the nominations for Vice -Chair. It was moved and seconded
to nominate Commissioner Porter as Vice -Chair. The motion was approved
unanimously by a vote of 4-0.

COMM ISSIONISTAFF COMMENTS
Chair Siegel updated the CHC regarding the San Juan Capistrano 50th Birthday
Celebration Committee plans. She also encouraged a visit to the Leck House
Museum to view the Historical Society's tribute to Commander Bill Hardy on the
occasion of his 90th birthday; the City Council will also honor him at their March 2
meeting.
Commissioner Banda announced that the Juaneho Band of Mission Indians
(JBMI) held the first annual Tribal Summit at UC Irvine in January attended by
500 plus guests and children. The JBMI is anticipating a final decision by the

Office of Federal Acknowledgment on their petitions to be a federally -recognized
tribe in June 2010.
