CULTURAL HERITAGE COMMISSION
REGULAR MEETING
A. ORGANIZATION:
1. CALL TO ORDER:
Vice -Chair DeHaan called the Regular Meeting of the Cultural Heritage
Commission of the City of San Juan Capistrano to order at 4:35 p.m. in the City
Council Chamber.
2. ROLL CALL:
Commissioners Present: Rhonda DeHaan, Vice -Chair
Mechelle Lawrence -Adams
Christie Smead
Nathan Banda
Commissioners Absent: Lorie Porter, Chair
STAFF PRESENT: Charlie View, Development Services Director
Sergio Klotz, AICP, Assistant Director
Nick Taylor, Associate Planner
B. ORAL COMMUNICATIONS: None.
C. CONSENT CALENDAR:
1. Approved the Draft June 23, 2015, Meeting Minutes Approved by a 4-0 vote.
D. UNFINISHED BUSINESS:
1. Continued Consideration of the Cultural Heritaqe Commission Bvlaws (Proiect
Manager: Nick Taylor, Associate Planner).
Mr. Taylor presented draft Bylaws.
Adoption of Motion
Commissioner Banda made a motion, seconded by Commissioner Smead, to
approve the Cultural Heritage Commission Bylaws. The motion passed by a 4-0
vote.

AYES: Vice -Chair DeHaan, Commissioners Lawrence -Adams, Banda and
Smead.
NOES: None
ABSTAIN: None
2. Continued Consideration of Establishment of Cultural Heritage Commission's
2015-2016 Goals (Project Manager Nick Taylor Associate Planner).
Adoption of Motion
Commissioner Banda made a motion, seconded by Commissioner Smead, to
selecting Commission Goals and directed staff to bring back the final list at the
next meeting. The motion passed by a 4-0 vote.
AYES: Vice -Chair DeHaan, Commissioners Lawrence -Adams, Banda and
Smead.
NOES: None
ABSTAIN: None
Adoption of Motion
Commissioner Banda made a motion, seconded by Vice -Chair DeHaan, to
prioritizing the previously selected Commission Goals. The motion passed by a
4-0 vote.
AYES: Vice -Chair DeHaan, Commissioners Lawrence -Adams, Banda and
Smead.
NOES: None
ABSTAIN: None
E. NEW BUSNESS: None
F. PUBLIC HEARINGS: None
G. COMMITTEE/STAFF COMMENTS: Commissioner Banda provided updates
regarding the Northwest Open Space. Commissioner Lawrence -Adams provided
updates on the Mission San Juan Capistrano, a valet program, and trolley. Vice -
Chair DeHaan commented on Jan Siegel's article about Historic Town Center
Park, and inquired about Los Rios photographers and permitting, the condition of
the Pryor Adobe, and the Hummingbird House restaurant.

Mr. View updated the Commission on the SDG&E SOCRE project Draft EIR and
organization changes.
H. ADJOURNMENT:
There being no further business Vice -Chair DeHaan adjourned the meeting at 5:37
p.m. to Tuesday, August 25, 2015, at 4:30 p.m. in the City Council Chamber.
