CULTURAL HERITAGE COMMISSION
REGULAR MEETING
A. ORGANIZATION:
1. CALL TO ORDER:
Chair Lawrence -Adams called the Regular Meeting of the Cultural Heritage
Commission of the City of San Juan Capistrano to order at 4:35 p.m. in the City
Council Chamber.
2. ROLL CALL:
Commissioners Present: Mechelle Lawrence Adams, Chair
William Bonney
Rhonda DeHaan
Donna Friess
Lorie Porter
STAFF PRESENT: Joel Rojas, Development Services Director
Sergio Klotz, Assistant Development Servicas Director
B. ORAL COMMUNICATIONS: None.
C. CONSENT CALENDAR:
1. Draft February 28, 2016 Cultural Heritage Commission Minutes.
Approved, as presented, by a 3-0-2 vote, with Commissioners
Bonney and Friess abstaining.
D. PUBLIC HEARINGS:
None.
E. UNFINISHED BUSINESS:
None.
F. NEW BUSNESS:
1. Reorganization of the Cultural Heritage Commission: Selection of
Chairperson and Vice Chairperson (Project Manager: Sergio Klotz).

Adoption of Motion
Commissioner Friess made a motion, seconded by Commissioner
Bonney, to select Commissioner Lawrence Adams as Chair. The motion
passed by a 5-0 vote.
AYES: Commissioners Lawrence Adams, Bonney, DeHaan, Friess
and Porter.
NOES: None
ABSTAIN: None
Selection of Vice -Chair.
Adoption of Motion
Commissioner Lawrence Adams made a motion, seconded by
Commissioner Porter, to select Commissioner DeHaan as Vice -Chair.
The motion passed by a 5-0 vote.
AYES: Commissioners Lawrence Adams, Bonney, DeHaan, Friess
and Porter.
NOES: None
ABSTAIN: None
2. Consideration of establishment of Cultural Heritage Commission's 2017-
2018 Goals (Project Manager: Sergio Klotz).
Sergio Klotz made the staff presentation and responded to questions.
Commissioner Friess made a motion, seconded by Commissioner
DeHaan, to modify the goals as discussed and continue the Item to the
May 23, 2017 meeting. The motion passed by a 5-0 vote.
AYES: Commissioners Lawrence Adams, Bonney, DeHaan, Friess
and Porter.
NOES: None
ABSTAIN: None
3. Verbal discussion to consider forwarding a letter from the Cultural
Heritage Commission to City Council requesting consideration of
CHC Action Minutes 3 April 25, 2017
allocating funds in the City's budget for the next fiscal year to sponsor or
participate in a variety of historic and cultural events and activities
including an annual Historic Preservation Week celebration for 2018
(Commissioners DeHaan and Porter).
The Commission agreed that the sub -committee of Commissioners
DeHaan and Porter should work with Staff to come up with a proposed
event for next year's Historic Preservation Week for discussion by the
entire Cultural Heritage Commission at a future meeting.
G. COMMISSION/STAFF COMMENTS:
The Commission requested a presentation on the Mills Act for the May 23,
2017 meeting and that an invitation letter be sent to eligible property
owners of historic structures.
H. ADJOURNMENT:
There being no further business, Chair Lawrence Adams adjourned the meeting
at 6:02 p.m. to Tuesday, May 23, 2017, at 4:30 p.m. in the City Council Chamber.
