CALL TO ORDER: Chair Lawrence -Adams called the Regular Meeting of the Cultural Heritage Commission of the City of San Juan Capistrano to order at 4:33 p.m. in the City Council Chamber. 2. ROLL CALL: Commissioners Present: Mechelle Lawrence -Adams, Chair Nathan Banda, Vice -Chair Rhonda DeHaan Lone Porter Christie Smead — Arrived at 5:18 pm STAFF PRESENT: Joel Rojas, Development Services Director Sergio Klotz, Assistant Development Services Director Charlie View, Project Manager David Contreras, Senior Planner B. ORAL COMMUNICATIONS: E-mail from Tom Ostensen, City resident. C. CONSENT CALENDAR: 1. Draft January 24, 2016 Cultural Heritage Commission Minutes. Approved, as presented, by a 4-0 vote. D. PUBLIC HEARINGS: None. E. "UNFINISHED BUSINESS: — At the request of staff, the Chairman revised the agenda. F. NEW BUSNESS: 1. Consideration to recognize National Historic Preservation Month (Project Manager: Sergio Klotz). CHC Action Minutes 2 February 28, 2017 Sergio Klotz, Project Manager, made the staff presentation and responded to questions. Adoption of Motion Chair Lawrence Adams made a motion, seconded by Commissioner Banda, to nominate Lorie Porter and Rhonda DeHaan to an Ad-hoc Subcommittee for Historic Preservation week for the City. The motion passed by a 4-0 vote. Adoption of Motion Commissioner DeHaan made a motion, seconded by Commissioner Porter, to adopt a resolution recommending that the City Council issue a proclamation in recognition of May 2017 being National Historic Preservation Month and support of City electronic communication. The motion passed by a 4-0 vote. **E. UNFINISHED BUSINESS 1. Continued Consideration of Appointing an Ad-hoc Subcommittee to Assist with Preparing an Updated Application for the Determination of Eligibility of the San Diego Gas and Electric San Juan Capistrano Substation for the National Register of Historic Places (Project Manager: Charlie View). Charlie View, Project Manager, made the staff presentation and responded to questions. The Cultural Heritage Commission provided comments, feedback and unanimously agreed not to appoint an Ad-hoc Subcommittee of two Commission Members to assist with updating the application to the National Register of Historic Places for the San Diego Gas and Electric Company San Juan Capistrano Substation. **F. NEW BUSNESS: 2. Consideration of a Worksession to Introduce Code Amendment (CA) 16- 003, Architectural Control (AC) 16-029, Site Plan Review (SPR) 16-007, Grading Plan Modification (GPM) 16-014, Tree Removal Permit (TRP) 16- 047, Floodplain Land Use Permit (FP) 16-003, Sign Program Permit (SP) 16-037; "River Street, San Juan Capistrano", Review of Development Plans for the Proposed Commercial and Office Development Project Located on the Ito Nursery Property at 31825 Los Rios Street (Assessor Parcel Numbers 121-160-22, 28, 49) (Applicant: Dan Almquist and Frontier Real Estate Investments) (Project Manager: David Contreras, Senior Planner). Dan Almquist, Applicant — provided a presentation and responded to questions. Chair Lawrence -Adams opened the Public Comments, and Steve Behmerwohld, Michael Laux and Jeff Vasquez provided public comments. The Cultural Heritage Commission provided comments and feedback to the applicant about the proposed site plan, building design and landscape, input on the project's compatibility with immediately adjacent historic buildings and Los Rios Street Historic District; and input on the proposed changes to the Los Rios Specific Plan. ADJOURNMENT: There being no further business, Chair Lawrence -Adams adjourned the meeting at 5:39 p.m. to Tuesday, March 28, 2017, at 4:30 p.m. in the City Council Chamber.
