The meeting of the Planning Commission was called to order by Chairman
Cardoza at 7:00 p.m., followed by the Pledge of Allegiance to the Flag.

APRIL 11, 2006.
Commissioner Ratcliffe moved approval, seconded by Commissioner Neely, of
the Consent Calendar. The motion passed by a vote of 5-0.

EFFORT (CARE) A REQUEST FOR APPROVAL OF A ONE YEAR TIME
EXTENSION OF A PREVIOUSLY APPROVED ARCHITECTURAL CONTROL,
FOR AN ANIMAL ADOPTION CENTER LOCATED AT 30311 CAMINO
CAPISTRANO, GENERALLY LOCATED 1,500 FEET NORTH OF JUNIPERO
SERRA ROAD AND 60 FEET WEST OF CAMINO CAPISTRANO (APN 121-
050-01) (APPLICANT: CAPISTRANO ANIMAL RESCUE EFFORT)

Staff presentation & recommendation
Ms. Bogh presented the staff report as a request for approval of a one year time
extension of a previously approved Architectural Control, for establishment of an
animal adoption center located at 30311 Camino Capistrano.
Ms. Bogh said that staff recommends a one-year extension and suggested that
page 2 of the resolution be modified to indicate that the extension would be in
effect from August 9, 2006 through August 9, 2007.

Phil Schwartze, 31682 EI Camino Real, Vice President, CARE, said that he
would be happy to answer any questions.

Commissioner Questions and Comments
Chairman Cardoza asked how many extensions are permitted. Ms. Bogh said
that on an AC approval the Code allows extensions of up to 12 months at a time,
but it doesn't limit the number of 12 -month extensions that can be granted.
Motion
Vice Chairman Cohen moved, seconded by Commissioner Drey, to adopt
Resolution No. 06-05-09-1 approving an extension of time to Architectural
Control 01-04, with the condition that page 2 of the resolution be modified to
indicate that the extension would be in effect from August 9, 2006 through
August 9, 2007, for an animal adoption center on a 33,000 square foot portion of
the City's Northwest Open Space property located at 30311 Camino Capistrano
(Capistrano Animal Rescue Effort).
AYES: Commissioners Drey, Neely and Ratcliffe, Vice Chairman Cohen,
and Chairman Cardoza.
NOES: None
ABSENT: None
ABSTAIN: None
The motion passed by a vote of 5-0.

ADJOURNMENT
There being no further business before the Commission, the meeting was
adjourned at 7:05 p.m.
