1. CALL TO ORDER:
The Chairman called the meeting to order at 6:30 p.m.

Commission approved the subject minutes as submitted by a 3-0-0 vote.

E. NEW BUSINESS:
1 Consideration of Tree Removal Permit (TRP) 13-080, DID Reservoir (Verizon
Wir6less)° a request to remove two Eucalyptus trees on a site previously approved
for installation of a faux mono-eucalyptus tree housing an unmanned
telecommunications facility located east of the intersection of Paseo Peregrino and
Calle Andalucia (Assessor Parcel Number 675-321-03)(Proiect Manager Nick Taylor,
Associate Planner).
Adoption of Motion
Commissioner Chaffee made a motion, seconded by Commissioner (Gardiner),
approving the removal of the two Eucalyptus trees at the subject property. The
motion passed by a 3-0 vote.
AYES: Vice-Chair Tim Neely, Commissioners Ian Gardiner and Evan
Chaffee.
NOES: None

F. PUBLIC HEARINGS:
1. Continued Consideration of Architectural Control (AC) 13-016 (Modification to AC
96-05); a request for approval of a revised building color palette and landscaping
and confirmation of the Environmental Administrator's determination that the project
is categorically exempt from the California Environmental Quality Act (Class 1:
Existing Facilities) for an existing restaurant located at 31780 Del Obispo Street,
generally located 300 feet south of Ortega Highway (APN 668-241-27) (Applicant:
Del Taco, LLQ(Project Manager: Laura Stokes, Housing/Redevelopment
Coordinator)(TO BE CONTINUED TO THE JANUARY 14, 2014 MEETING). The
Commission unanimously approved a motion continuing the subject item to the
January 14, 2014 meeting.
2. Consideration of General Plan Amendment 13-006, and Rezone 13-004, Les Gilmer
Property;An Ordinance Amending the General Plan Land Use Designation and the
Zoning District Designation of an Existing 1.0 Acre Parcel located at 29582 Spotted
Bull Lane (Assessor Parcel Number: 650-011-27) (Project Manager: Laura Stokes,
Housing Coordinator).

PLAN LAND USE MAP DESIGNATION AND THE OFFICIAL ZONING MAP
DESIGNATION FOR THE 1.0 ACRE SITE LOCATED AT 29582 SPOTTED BULL
LANE(ASSESSOR PARCEL NUMBER: 650-011-27). Commissioner Neely made a
motion, seconded by Commissioner Chaffee, to adopt a resolution recommending
City Council approval of General Plan Amendment (GPA) 13-006, and Rezone(RZ)
13-004 for the Les Gilmer Property. The motion passed by a 3-0 vote.

3. Consideration of a Mitigated Negative Declaration and General Plan Amendment
13-005;An Amendment to the General Plan Housing Element for the 2014 through

PC RESOLUTION NO. 13-12-10-02, A RESOLUTION OF THE PLANNING,
COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
RECOMMENDING CITY COUNCIL APPROVAL OF A MITIGATED NEGATIVE
DECLARATION AND GENERAL PLAN AMENDMENT(GPA 12-005),AMENDING
THE HOUSING ELEMENT OF THE GENERAL PLAN. Commissioner Neely made
a motion, seconded by Commissioner Chaffee, to adopt a recommending City
Council approval of a Mitigated Negative Declaration and General PlanAmendment
(GPA) 13-005. The motion passed by a 3-0 vote.

Chaffee.

4. Consideration of a Mitigated Negative Declaration, General Plan Amendment 13-
003, Code Amendment 13-001, and Rezone 13-002; Amending the General Plan
Land Use Designation and Zoning District Designation of an Undeveloped 4.4 Acre
at the Northwest Corner of Camino Capistrano and Junipero Serra Road (Assessor
Parcel Number(APN): 121-050-21, The Groves), an Undeveloped 9.0 Acre Site at the
Terminus of Paseo Tirador(APN: 666-131-09/14/15,Ventanas), and an Undeveloped
9.49 Acre Site at the Northeast Corner of Camino Las Ramblas and Via California

THE LAND USE MAP, LAND USE DESIGNATION, ZONING MAP, AND ZONING
DESIGNATION FOR THE 4.4 ACRE SOUTHERNMOST PORTION OF APN: 121-
050-50, 9.0 ACRE EASTERN AND SOUTHERN PORTION OF APN: 666-131-

Mr. Miller briefed the Planning Commission on the Draft Updates of the Housing Element of
the General Plan will be circulated and will be scheduled for review for the December 10,
2013 Planning Commission meeting.
