PLANNING COMMISSION
REGULAR MEETING
A. ORGANIZATION:
1. CALL TO ORDER:
The Planning Commission Secretary called the meeting to order at 6:30 p.m.
2. ROLL CALL:

The Chair led the Pledge of Allegiance.

C. CONSENT CALENDAR:
Approved the revised Draft July 28, 2015, Meeting Minutes by a 5-0 vote.

E. NEW BUSINESS:
1. Continued Consideration of Speed Humps on Saddleridge Drive from Hillside
Terrace to Silver Creek Drive (Project Manager: George Alvarez, Contract
City Engineer/Traffic Engineer),
George Alvarez made the staff presentation and responded to questions.
• Public Comments: Nancy Ellin, City Resident; Paul Granalda, City
Resident; Brian Montgomery, City Resident; Michelle Montgomery,
City Resident.
Adoption of Motion
Commissioner Speros made a motion, seconded by Vice -Chair Williams
recommending approval to City Council the installation of Speed Humps on
Saddleridge Drive from Hillside Terrace to Silver Creek Drive. The motion
passed by a 4-0 vote.
AYES: Chair Cohen, Vice -Chair Williams, Commissioners Nelson, and
Speros.
NOES: None
ABSTAIN: None
Commissioner Shown recused and removed himself from the Chamber
because he resides within 500 feet of the project.
2. Consideration of Approval of Initial Study/ Mitigated Negative Declaration for
the Interstate 5/ La Novia Avenue/ Valle Road Intersection Improvements in
support of the City Engineer's decision for the intersection design (Project
Manager: George Alvarez, Contract City Engineer(rraffic Engineer).
George Alvarez made the staff presentation and responded to questions
Gary Warkentin, Consultant—RBF Consulting a Michael Baker International
Company, provided presentation and responded to questions.
Alan Ashimine, CEQA Consultant - RBF Consulting, a Michael Baker
International Company, responded to CEQA questions.
Adoption of Motion
Vice -Chair Williams made a motion, seconded by Commissioner Speros to
continue this item to the September S, 2015, Planning Commission meeting.
The motion passed by a 5-0 vote.

ABSTAIN: None
3. Consideration of Architectural Control (AC)15-011 and Sign Permit (SP)15-
010; review of plans for a proposed exterior building and sign program
modifications to the Imperio Kia facility located at 33611 Camino Capistrano
(Assessor Parcel Number 121-240-19 and 121-254-41)(Applicant: Jamie
Poladian, Carlile CoatsworthArchitects)(Project Manager: David Contreras,
Senior Planner).
Sergio Klotz made the staff presentation and responded to questions.
Jamie Poladian, Applicant — Carlile Coatsworth Architects, provided
presentation and responded to questions.
Adoption of Resolution
Commissioner Speros made a motion, seconded by Commissioner Shown to
approve Architectural Control (AC)15-011 and Sign Permit (SP) 15-010 for
the Imperio Kia dealership. The motion passed by a 5-0 vote.

Speros, and Shown.
NOES: None
ABSTAIN: None

G. INFORMATION ITEM:
