PLANNING COMMISSION
REGULAR MEETING
A. ORGANIZATION:
1. CALL TO ORDER:
The Planning Commission Secretary called the meeting to order at 6:30 p.m.

1. The Draft November 10, 2015, Meeting Minutes with revisions. Item was
continued.

E. NEW BUSINESS:
1. Update from the Historic Town Center Ad-hoc Committee. The Historic Town
Center is Generally Bounded by Acjachema Street to the North, the San
Diego Freeway to the East, Avenida La Paloma and Existing Commercial
Uses to the South and Paseo Adelanto to the West. (Project Manager:
Charlie View, Project Manager).
Charlie View made the staff presentation and responded to questions.
Adoption of Motion
Commissioner Speros made a motion, seconded by Commissioner Shown to
continue the item to the January 26, 2016 Planning Commission meeting.
The motion passed by a 6-0 vote.

2. Consideration of Architectural Control Modification (AC) 15-017 and Sign
Program (SP) 15-019; review of plans for a proposed exterior building and
sign program modifications to the Shell gas and service station located at
32001 Camino Capistrano (Assessor Parcel Number 668-073-01)(Applicant:
Sign Development, Inc. c/o Nina Brentham, A Plus Permits)(Project
Manager: Laura Stokes, Housing Coordinator/Assistant Planner).

PC RESOLUTION NO. 15-12-08-01. ARCHITECTURAL CONTROL (AC)15-
017 SIGN PERMIT (SP) 15-019 A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SAN JUANCAPISTRANO, CALIFORNIA
APPROVING ARCHITECTURAL CONTROL (AC) 15-017 AND SIGN
PROGRAM (SP) 15-019 FOR THE SHELL SERVICE STATION LOCATED
AT 32001 CAMINO CAPISTRANO (ASSESSOR PARCEL NUMBER 668-
073-01)
Commissioner Speros made a motion, seconded by Commissioner Nelson to
conditionally approve the project, including LED lighting with a frosted

diffuser and intensity not to exceed 1% on the monument sign for pricing.
The motion passed by a 4-2 vote.

3. Consideration of Planning Commission Interpretation (PCI) 15-003, South
Orange County Bridge & Education Center; a request for consideration of a
land use interpretation, located at 31461 Rancho Viejo Road, Suites 205-207
and generally located 350 feet south of Avenida Los Cerritos and 200 feet
west of Rancho Viejo Road (APN 650-142-13)(Applicant: South Orange
County Bridge & Education Center, Cassie DeYoung) (Project Manager:
David Contreras, Acting Assistant Development Services Director).
David Contreras made the staff presentation and responded to questions.
Cassie DeYoung, representing the OC Bridge & Education Center, provided
presentation and responded to questions.
Adoption of Motion
Commissioner Speros made a motion, seconded by Commissioner Rice
designating the proposed use as a Civic Use. The motion passed by a 4-2
vote.

F. PUBLIC HEARINGS:
Consideration of General Plan Amendment (GPA)15-003 and Rezone (RZ)
15-001, Amending the General Plan Land Use Map and Official Zoning Map
for the 2.5 -acre Northernmost Portion of 32400 Paseo Adelanto Assessor
Parcel Number: 668-101-10 (City Hall site); Amending the General Plan
Housing Element, Table 25: Sites Inventory Table and Corresponding Details;
and Amending the Mitigated Negative Declaration Adopted for General Plan
Amendment 13-001 (Applicant: City of San Juan Capistrano)(Project
Manager: Laura Stokes, Housing Coordinator/Assistant Planner)(TO BE
CONTINUED TO A DATE UNCERTAIN AND RE -NOTICED).

Commissioner Speros made a motion, seconded by Commissioner Shown
To continue the Public Hearing item to a date uncertain and to re -notice. The
motion passed by a 6-0 vote.

2. Consideration of Conditional Use Permit (CUP) 15-006, Ecology Center;
modification to the uses permitted under CUP 08.003 including: hours of
operation, frequency of events, parking requirements, over the counter
business licenses, and alcohol services. (Project Manager: David Contreras,
Acting Assistant Development Services Director)(TO BE CONTINUED TOA
DATE UNCERTAIN AND RE -NOTICED).

Plans, located at 29921 Camino Capistrano; along the west side of Camino
Capistrano and north of Junipero Serra Road (Assessor Parcel Number:

Vice Chair Williams made a motion, seconded by Commissioner Shown to
adopt the resolution as recommended. The motion passed by a 6-0 vote.

NOES: None

G. INFORMATION ITEM:
City Council Policy 203 - Commission, Committee and Board Member
attendance at City Council Meetings (appointments of representatives and
alternate representatives).
