REGULAR MEETING
The Chair called the meeting to order at 6:30p.m.

C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.
1. Draft September 13, 2016 Planning Commission Minutes. Approved by 2-0
vote (Commissioners DeCaro and Shown abstained).

F. PUBLIC HEARINGS:
1. Continued Consideration of Conditional Use Permit (CUP) 15-011, and Zone
Variance (ZV) 16-003 for Verizon Wireless "Aspero" Cellular Facility; a
request for approval to construct an unmanned telecommunications facility
located at 32202 Del Obispo Street (Assessor Parcel Numbers 121-182-
57)(Applicant: Verizon Wireless)(Project Manager: Mathew Evans, Contract
Planner).
Mathew Evans made staff presentation and responded to questions.
Kevin Sullivan, Applicant -provided presentation and responded to
questions.
Chair Speros opened the Public Hearing, and Jack Chestek and David
Sworden provided public comments to the Planning Commission.
Adoption of Motion
Commissioner Speros made a motion, seconded by Commissioner Shown,
to close the public hearing, approve Conditional Use Permit (CUP) 15-011
and Zone Variance (ZV) 16-003 for the Verizon Wireless "Aspero" Cellular
Facility based on the revised plans for the 65 foot tall faux eucalyptus tree as
depicted in the revised photo simulations, with a 277 foot setback from the
nearest Residential Zone boundary to the proposed un-maned wireless
facility tower and directed staff to bring back a Resolution with new findings
and Conditions of Approval with conditions similar to those used for the City
Hall Cell tower site, for adoption at the next meeting. The motion passed by a
4-0 vote.

H. COMMISSION/STAFF DISCUSSION:
1. Planning Commissioner Representatives reminder for upcoming City Council
agenda items. Staff alerted the Commission of Planning Commission items

Tentative Parcel Map-Medical Office Building and Marijuana Ordinance will
be heard at the October 4 City Council meeting,
2 . Commissioner Shown asked staff to provide the Commission with an
updated report on items that the Commission forwards to the City Council on
a monthly basis.

At 7:59 p.m., there being no further business, the Chair adjourned to Tuesday,
October 11, 2016, at 6:30p.m. in the Council Chambers.
