PC Minutes-2016-06-28A. ORGANIZATION: 1. CALL TO ORDER: MINUTES JUNE 28, 2016 PLANNING COMMISSION REGULAR MEETING The Chair called the meeting to order at 6:30 p.m . 2. Consideration of Tentative Parcel Map 2015-183 (TPM 16-001), Medical Office Building, a Parcel Map to subdivide Lot 217 of Tract Map 12954 into two (2) new parcels located northwest of the intersection of Golf Club Drive and Rancho Viejo Road east of Interstate 5 and west of the Marbella Golf Course, (APN: 650-692-01 and 02)(Accretive San Juan Partners, LLC)(Project Manager: Mathew Evans, Contract Planner). CALIFORNIA RECOMMENDING CITY COUNCIL APPROVAL OF TENTATIVE PARCEL MAP (TPM) 2015-183 (16-001) TO SUBDIVIDE LOT 217 OF TRACT MAP 12954 INTO TWO (2) NEW PARCELS LOCATED NORTHWEST OF THE INTERSECTION OF GOLF CLUB DRIVE AND RANCHO VIEJO ROAD EAST OF INTERSTATE 5 AND WEST OF THE MARSELLA GOLF COURSE , (APN: 650-692-01 AND 650-692-02) (APPLICANT: ACCRETIVE SAN JUAN PARTNERS. Commissioner Shown made a motion, seconded by Commissioner Neely, to continue the public hearing to the July 12, 2016, Planning Commission Meeting to allow the property owner an opportunity to explain the reason for the request. T HE PENINSULA AT PACIFICA SAN J UAN DEVELOPMENT PLANS FOR 23 NEW SINGLE FAMILY DETACHED HOMES WITHIN TRACT 15609 LOCATED AT PASEO CAMPANILLAAND VISTA MARINA WEST OF AVENIDA CALIFORNIA (ASSESSOR'S PARCEL NUMBERS 675-444-01 THROUGH 675-444-22)(APPLICANT: RAFIK ALB ERT, EPD SOLUTIONS . Commissioner Williams made a motion, seconded by Commissioner Neely to approve Architectural Control 16-002, The Peninsula at the Pacifica San Juan Development Plans for 23 new single family detached homes within Tract 15609, located at Paseo Campanilla and Vista Marina west of Avenida California and to swap the proposed home plans on Lot 16 and Lot 17. The motion passed by a 4-0 vote. AYES: Chair Speros, Commissioners Neely, Shown and Williams . NOES: None ABSTAIN : None 3 . Consideration of Architectural Control (AC) 16-003; Crystal Downs, development plans for 82 new single-family detached homes and a Minor Exception for Lots 07, 29, 33, 37, 40, 44 and 46 to allow for an increase in the lot coverage ranging from 1 to 3 percent within Pacifica San Juan Tract 16752 located at Paseo Eternidad and Avenida California (Assessor's Parcel Numbers 675-461-01 through 675-461-44 and 675-471-01 through 675-471-38)(Applicant: RafikAibert, EPD Solutions, lnc.)(Project Manager: Mathew Evans, Contract Planner) Mathew Evans made the staff presentation and responded to questions . Commissioner Neely made a motion, seconded by Chairman Speros to approve Architectural Control (AC) 16-003, Crystal Downs at Pacifica San Juan Development Plans for 82 new single family detached homes, and a minor exception for lots 07, 29, 33, 37, 40, 44 and 46 to allow for an increase in the lot coverage ranging from 2 to 3 percent within Tract 16752 located at Paseo Tranquila South of Avenida California. ARCHITECTURAL CONTROL (AC) 16- 004 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA APPROVING ARCHITECTURAL CONTROL (AC) 16-004, CRYSTAL DOWNS NORTH AT PACIFICA SAN JUAN DEVELOPMENT PLANS FOR 22 NEW HOMES NEW SINGLE FAMILY DETACHED HOMES, WITHIN TRACT 16751 LOCATED AT PASEO ETERNIDAD AND AVENIDA CALIFORNIA (ASSESSOR'S PARCEL NUMBERS 675-451-01 THROUGH 675-451-22)(APPLICANT: RAFIK ALBERT. EPD SOLUTIONS. INC .). Commissioner Williams made a motion, seconded by Commissioner Shown to approve Architectural Control (AC) 16-004, Crystal Downs North at Pacifica San Juan Development plans for 22 new homes new single family detached homes, within Tract 16751 located at Paseo Eternidad and Avenida California. The motion passed by a 4-0 vote. AYES: Chair Speros, Commissioners Neely, Shown and Williams . NOES: None ABSTAIN: None G. INFORMATION ITEM: None. H. COMMISSION/STAFF DISCUSSION: 1. Planning Commissioner Representatives reminder for upcoming City Council agenda items. 2 . Director Rojas reminded Planning Commissioners that the Verizon Plaza Del Rio Conditional Use Permit Appeal is scheduled for the upcoming July 19,2016 City Council meeting. 3 . Chair Speros raised a concern with errant golf balls at San Juan Hills Golf Course. Director Rojas reported that Staff is looking into the matter and will provide information to the Commission when available. 4 . Commissioner Neely asked if the Commission had reviewed the current renovation of the Shell Station located at the southwest corner of Camino Capistrano and Del Obispo. Staff and Commissioners noted that the Commission had previously reviewed and approved the project. 5. Commissioner Shown asked staff to provide a follow-up report on items that the Commission forwards to the City Council. PC Action Mi nutes 6 June 28 2016 I.
