The Chair called the meeting to order at 6:30p.m.

1. Continued the Draft April 25, 2017 Planning Commission Meeting Minutes
to the next Planning Commission meeting.
2. Conditional Use Permit (CUP) 16-008, a request to allow the sale of beer and
wine for off-site consumption in conjunction with the operation of c.n existing
Camino Capistrano Shell service station located at 32001 Camino Capistrano
(Behrad Dashti, SJCC Corporation President) (Project Manager: Laura
Stokes).

008 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SAN JUAN CAPISTRANO, DENYING A REQUEST FOR A CONDITIONAL
USE PERMIT FOR A TYPE 20 LICENSE FOR "OFF-SALE BEER &_WINE" IN
CONJUNCTION WITH AN EXISTING SERVICE STATION BUSINESS
LOCATED AT 32001 CAMINO CAPISTRANO (ASSESSOR PARCEL
NUMBER 668-073-01) (APPLICANT: BEHRAD DASHTI. PRESIDENT OF
SJCC CORPORATION).

NECESSITY (PCN) A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA RECOMMENDING
AGAINST THE CITY ISSUING A LETTER OF PUBLIC CONVENIENCE OR
NECESSITY (PCN) TO THE CALIFORNIA DEPARTMENT OF ALCOHOLIC
BEVERAGE CONTROL (ABC) FOR THE ISSUANCE OF A TYPE 20 ABC
LICENSE FOR THE PREMISES AT 32001 CAMINO CAPISTRANO
(ASSESSOR PARCEL NUMBER 668-073-01) (APPLICANT: BEHRAD
DASHTI, PRESIDENT OF SJCC CORPORATION).
Applicant Behrad Dashti, spoke on the project.
Commissioner Neely made a motion, seconded by Chair Speros, to adopt the
resolutions, denying Conditional Use Permit 16-008 and recommending
against the City issuing a letter of Public Convenience or Necessity. The
motion passed by a 3-0 vote.
AYES: Chair Speros, Commissioners Franz and Neely.
NOES: None.
