The Chair called the meeting to order at 6:30p.m.

C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.
1. Draft March 14, 2017 Planning Commission Minutes. Approved as
presented by a 3-0-1 vote with Commissioner Shown abstaining.

F. PUBLIC HEARINGS:
1. Consideration of Conditional Use Permit (CUP) 17-002, a request to allow the
sale of a full-line of alcoholic beverages (beer, wine, and distilled spirits) for off-
site consumption in conjunction with the operation of a new Trader Joe's
Market located at 32151 Camino Capistrano (Art Rodriguez & Associates on
behalf of Trader Joe's)(Project Manager: Paul Garcia, Associate Planner).
Paul Garcia made the staff presentation and responded to questions.
Chair Speros opened the Public Hearing and Peter Impala provided
comments. Chair Speros then, closed the Public Hearing.
Adoption of Resolutions
PC RESOLUTION NO. 17-03-28-01, CONDITIONAL USE PERMIT (CUP} 17-
002 A RESOLUTION OF THE PLANNING COMMISSION OF THE: CITY OF
SAN JUAN CAPISTRANO, CALIFORNIA CONFIRMING ISSUANCE OF A
CATEGORICAL EXEMPTION AND APPROVING A REQUEST FOR A
CONDITLONAL USE PERMIT FOR A TYPE 21 LICENSE FOR "OFF-SALE
GENERAL" IN CONJUNCTION WITH A RETAIL BUSINESS WITHIN THE
BUILDING AT LOCATED AT 32151 CAMINO CAPISTRANO (ASSESSOR
PARCEL NUMBER 668-083-03) (APPLICANT: ARTRODRIGUEZ &
ASSOCIATES ON BEHALF OF TRADER JOE'S}.

NECESSITY (PCN) A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF SAN JUAN CAPISTRANO . CALIFORNIA RECOMMENDING
THAT THE CITY COUNCIL ISSUE A LETTER OF PUBLIC CONVENIENCE
OR NECESSITY (PCN} TO THE CALIFORNIA DEPARTMENT OF
ALCOHOLIC BEVERAGE CONTROL (ABC) FOR THE ISSUANCE OF A
TYPE 21 LICENSE FOR THE PREMISES AT 32151 CAMINO CAPISTRANO
(ASSESSOR PARCEL NUMBER 668-083-03) (APPLICANT: ART
RODRIGUEZ & ASSOCIATES ON BEHALF OF TRADER JOE'S).
Commissioner Neely made a motion, seconded by CommissionerV'/illiams, to
adopt the resolutions, approving Conditional Use Permit (CUP) 17-002, as
conditioned, and recommending that the City Council issue a Letter of Public
Convenience or Necessity for the Trader Joe's project. The motion passed by
a 4-0 vote.
AYES: Chair Speros and Commissioners Neely, Shown and Williams .

The Planning Commission selected Commissioner Williams as the affirmative
representative and Commissioner Speros as the Alternate affirmative
representative to attend the City Council meeting to represent the view of the
Commission and to answer any questions the City Council may have. The
motion passed by a 4-0 vote.
A YES: Chair Speros and Commissioners Neely, Shown and Williams.
NOES: None .
ABSTAIN: Shown
2 . Consideration of Planning Commission Interpretation (PC I) 17-001, Blenheim
Farms -Stables; a request for a land use determination within COP 86-2 to
allow a new 15,000 square foot stable/barn structure with 50 stalls, staff office,
tack room, laundry room, wash bays, paddocks, parking lot, and jumping
corals located on a 7.4-acre project site at 28801 San Juan Creek Road;
generally located at the northeast corner of San Juan Creek Road and Camino
Lacouague (Assessor Parcel Number 664-111-04)(Applicant: Rob Williams,
Studio 6 Architects)(Project Manager: David Contreras, Senior Planner).
Commissioner Williams, due to a conflict of interest as the project applicant,
recused and removed himself from the Chamber.
David Contreras made the staff presentation and responded to qu,~stions.
Brian Melbower, Architect, made a presentation and responded to questions.
Jeff Cotton, Property Owner, responded to questions .
Chair Speros opened the Public Hearing and no members of the public
provided comments. Chair Speros then, closed the Public Hearing.
Adoption of Mot ion
Commissioner Neely made a motion, seconded by Chair Speros, to
recommend that the City Council consider the proposed equestrian facility to
be an alternative allowable use for the subject property. The motion passed by
a 2-0-1 vote. Commissioner Shown abstained.

H. COMMISSION/STAFF DISCUSSION:
1. Planning Commissioner Representatives reminder for upcoming City Council
agenda items. The Commission was informed that the Trader Joe's Public
Convenience or Necessity (PCN) and the Accessory Dwelling Units (ADU)
project will be heard at the April4, 2017, City Council meeting.
2 . Planning Commission Update Report-Planning Commission Items to City
Council. Report received and filed.
