PLANNING COMMISSION
A. ORGANIZATION:
1. CALL TO ORDER:
The Chair called the meeting to order at 6:30 p.m.
2. ROLL CALL:

Chair Speros led the Pledge of Allegiance.

C. CONSENT CALENDAR:
Items listed on the Consent Calendar are considered routine and will be enacted by
one motion and one vote. There will be no separate discussion of these items. If
discussion is desired, that item may be removed from the Consent Calendar and will
be considered separately.
Draft January 10, 2017 Planning Commission Minutes. Approved as
presented by a 3-0-1 vote with Commissioner Williams abstaining.

E. NEW BUSINESS:
1. Continued Consideration of the Del Obispo Street Widening Project — Calle
Aspero to Paseo De La Paz (CIP 16102)(Applicant: City of San Juan
Capistrano)(Project Managers: George Alvarez, City Engineer/Paul Meshkin,
Senior Civil Engineer).
George Alvarez made the staff presentation and responded to questions.
Adoption of Resolution
Commissioner Speros made a motion, seconded by Commissioner Williams,
to adopt the resolutions, recommending that the City Council adopt the
Mitigated Negative Declaration (MND) for the Del Obispo Street Widening
and approve the Del Obispo Street Widening project, from Calle Aspero to
Paseo De La Paz (CIP 16102). The motion passed by a 4-0 vote.
PC RESOLUTION NO. 17-02-14-01 A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
RECOMMENDING THAT THE CITY COUNCIL ADOPT A MITIGATED
NEGATIVE DECLARATION AND APPROVE A MITIGATION MONITORING
AND REPORTING PROGRAM FOR THE DEL OBISPO STREET
WIDENING PROJECT (CIP16102).
PC RESOLUTION NO. 17-02-14-02, A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA
RECOMMENDING THAT THE CITY COUNCIL APPROVE THE DEL
OBISPO STREET WIDENING PROJECT (CIP16102).
AYES: Chair Speros and Commissioners Neely, Shown and Williams.
NOES: None.
ABSTAIN: None.
The Planning Commission selected Commissioner Speros as the affirmative
representative and Commissioner Williams as the Alternate affirmative
representative to attend the City Council meeting to represent the view of the
Commission and to answer any question the City Council may have.
F. PUBLIC HEARINGS:
None.
G. INFORMATION ITEM:
1. Explanation of Current Code Enforcement Process for Responding to Noise
Complaints — (Project Manager: Joel Rojas, Development Services Director).

Joel Rojas made the staff presentation and answered questions from the
Commission.
H. COMMISSION/STAFF DISCUSSION:
1. Planning Commissioner Representatives reminder for upcoming City Council
agenda items. The Commission was informed that there are no items where
their representation is needed on the next City Council agenda.
2. Planning Commission Update Report — Planning Commission Items to City
Council. Report received and filed.
I. ADJOURNMENT:
At 7:23 p.m., there being no further business, the Chair adjourned to Tuesday,
February 28, 2017, at 6:30 p.m. in the Council Chambers.
