BUSINESS SESSION The Regular Meeting of the Board of Directors of the Capistrano Valley Water District was called to order by Chairman Jones at 9:10 p.m. in the City Council Chamber. ROLL CALL: PRESENT: Gil Jones, Chairman David M. Swerdlin, Vice Chairman Wyatt Hart, Director John Greiner, Director Collene Campbell, Director STAFF PRESENT: George Scarborough, General Manager; John Shaw, Interim Counsel; Cynthia L. Pendleton, Treasurer; Cheryl Johnson, Clerk of the Board; Thomas Tomlinson, Deputy Director; Jennifer Murray, Assistant City Manager; William Huber, Director of Engineering and Building Services; Al King, Director of Community Services; Amy Amirani, Director of Public Works; Gillian E. Rampley, Recording Secretary. BOARD ACTIONS APPROVAL OF THE SAN JUAN BASIN AUTHORITY BUDGET FOR FISCAL YEAR 1998-1999 (WCOO Written Communication: Report dated June 2, 1998 from the Public Works Director outlining the proposed annual budget for the San Juan Basin Authority for fiscal year 1998/99 and recommending approval of the Basin Authority budget and the District's share of that budget. Amy Amirani, Public Works Director, gave an oral presentation noting that the District had completed its review of the San Juan Basin Authority Budget and that the Capistrano Valley Water District's share would be $79,709, or 26.1 percent of the $305,000 total budget. Motion to Approve Proposed Annual Budget: It was moved by Director Swerdlin, seconded by Director Hart, and carried unanimously to approve the proposed Annual Budget for the District for fiscal year 1998-99 in the amount of $305,00, with the District's share of $79,709. INTRODUCTION OF 1998-1999 WATER ENTERPRISE FUND OPERATING. -- DEBT SERVICE AND CAPITAL BUDGETS (330.90) Written Communication: Report dated June 2, 1998 from the Administrative Services Director outlining the proposed Fiscal Year 1998-99 budget which reflected a balanced budget with no anticipated rate increase. Since consolidation, the operations fiord balance had increased by 46 percent; the overall fund balance had increased by $108,851. The capital improvement and replacement project fund showed an increase of approximately $480,000 with the operations fund proposing an increase of $720,000. The increases would be funded by developer impact fees. Staff recommended review of the proposed budget and continuation to a Public Hearing to be held on June 16, 1998. Cynthia Pendleton, Administrative Services Director, gave an oral presentation. Motion to Continue to Public Hearing on June 16, 1998: It was moved by Director Campbell, seconded by Director Greiner, and unanimously carried, to continue discussions regarding the proposed budget to a Public Hearing to be held on June 16, 1998. ADJOURNMENT There being no further business before the Board, the meeting was adjourned at 9:12 p.m. to an adjourned special meeting on Tuesday, June 16, 1998, at 5:30 p.m., in the City Council Chambers.
