NOTICE IS HEREBY GIVEN, that on the 17th day of May, 2016, at 5:00 P.M. in the City
Council Chamber, 32400 Paseo Adelanto, San Juan Capistrano, California, the City Council will
hold a public hearing on the following:
Proposed Development Agreement Amendment (DA) 16-002
Inn at the Mission San Juan Capistrano (formerly Plaza Banderas Hotel)
Consideration of a request to extend the Development Agreement for the Inn at the Mission San
Juan Capistrano project (formally Plaza Banderas Hotel), dated July 5, 2011, between the City
of San Juan Capistrano and South Coast Investors II, LLC for a 3.18-acre project site generally
located at the northeast corner of Ortega Highway and El Camino Real (Assessor's Parcel
Numbers: 124-170-12, 14, 15, & 16)(Applicant: Dan Friess, Mission Commercial Properties,
Inc.). The requested amendment is only to extend the term of the existing Development
Agreement. This project has been reviewed in accordance with the California Environmental
Quality Act (CEQA) and the City's Environmental Administrator has determined that the
proposed Amendment will not result in any new or different impacts that were not identified in
the certified Environmental Report (EIR) for the Plaza Banderas Hotel project, certified by City
Council Resolution 10-10-05-05.
On April 26, 2016, the Planning Commission adopted a resolution recommending City Council
approval of a "First Amendment to the Development Agreement" thereby granting a 1-year
extension to the term of the agreement from August 3, 2016 to August 3, 2017.
Those desiring to be heard in favor of, or opposition to, this item will be given an opportunity to
do so during such hearing. Written information pertaining to this item must be submitted to the
City Clerk by 5:00 p.m., on Monday, 16, 2016 at 32400 Paseo Adelanto, San Juan Capistrano,
