2. Continued Consideration of a General Plan Finding of Consistency for Properties
located at 33681 Calle Miramar (APN 675-161-16) and 33691 Calle Miramar (APN
675-161-15), located approximately 345 feet north of Camino Las Ramblas
(Applicant: William Deacon)(Project Manager: Grant Taylor, Development Services
Director).

PLAN FINDINGS OF CONSISTENCY FOR PROPERTIES LOCATED AT 33681
AND 33691 CALLE MIRAMAR AND ADJACENT CITY OWNED REMNANT
PARCEL IN TRACT 8087, CONNEMARA SUBDIVISION. Commissioner Cohen
made a motion, seconded by Commissioner Ratcliffe, to adopt a resolution
approving the proposed project subject to a revision to the resolution to specify that
the potential liability referenced is a financial/maintenance liability. The motion
passed by a 7-0 vote.

Easement Acceptance and Related Quit Claim Located on Rancho Mission Viejo
(RMV) near Antonio Parkway and San Juan Creek (Rancho mission Viejo
(Applicant: City of San Juan Capistrano)(prohect manager: Eric Bauman, Utilities
Engineer). Commissioner Cohen made a motion, seconded by Commissioner Nunn,
approving a finding of General Plan conformity for the proposed project based on
the criteria established by State law. The motion passed by a 7-0 vote.
Consideration of Grading Plan Modification (GPM) 11-007 Cook Ranch; a request
for review ofgrading for a proposed single family residence and equestrian facilities
located at 32232 Cook Lane and generally located approximately 800 feet south of
Calle Ricardo (APN 673-061-36) (Applicant: Teller Architects) (Project Manager:
Nick Taylor, Associate Planner). The applicant has requested a continuance to
allow additional time to revise the proposed plans to address DRC comments. Staff
recommends that, by motion, the Planning Commission continue the public hearing
to June 26, 2012 meeting. Commissioner Cohen made a motion, seconded by
Commissioner Parkhurst to continue consideration of the proposed project to the
June 26 meeting. The motion passed by a 7-0 vote.

Worksession; General Plan Amendment (GPA) 12-01, The Oaks; an application to
amend the General Plan Land Use Map designations for an existing 20.64 acre
property located at 31000 Avenida Siega, generally located east of the southern
terminus of Avenida Siega, and south of Ortega Highway approximately 3,400 feet
west of La Pata Avenue (APN: 664-041-07, 08, 09, & 1 0)(Applicant: Shea Homes,
Inc.: John Vander Velde)(Pro*ect Manager: Nick Taylor, Associate Planner). The
Planning Commission provided review comments and direction on the proposed
project to the staff and applicant and closed the worksession.
2. Worksession: Architectural Control (AC) 09-19, "The Orchards" Continuing Care
Retirement Community; a request to develop an independent and assisted -living
retirement community on the 170 -acre former Rancho Capistrano -Crystal Cathedral
Property with the "Orchards" situated on 75 acres and including 71 acres of open
space and a 4 -acre pad for automotive sales and service, and maintaining the
existing 20 -acre spiritual retreat center generally located west of Camino Capistrano
and about 1.2 miles north of Junipero Serra Road (Assessor Parcel Numbers: 673-
082-15, 16, 17, 64, 65,__66, 67, 68, 71) (Applicant: Troy Bourne, Continuing Life
Communities-CLC)(Project Manager: David Contreras, Senior Planner). The
Planning Commission provided review comments and direction on the proposed
project to the staff and applicant and closed the worksession.
Staff briefed the Planning tCorr-irnis-s-io-ni on -recent City Council actions and -upcoming
development projects scheduled for future Commission review.
There being no further business before the Commission, Chairman Williams adjourned at
8:12 p.m. to the next regularly scheduled meeting for Tuesday, June 26, 2012 at 6:30 pm
in the Council Chambers.
