UNION BANK OF CALIFORNIA SIGN PROGRAM (AC) 08-043
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
SAN JUAN CAPISTRANO DENYING A SIGN PROGRAM PROPOSAL FOR
AN EXISTING UNION BANK BUILDING LOCATED AT 31971 CAMINO
CAPISTRANO (APN 121-150-17).
WHEREAS, Juan Gonzalez of Adlmpact Signs proposed a sign program to
includea double sided monument sign, four (4) channel letter building signs, parking signs,
and a copy change for an existing freestanding directional sign. The existing building is
located at 31971 Camino Capistrano (APN 121-150-17). The proposed project site is
General Plan designated as General Commercial and classified as General Commercial
(GC) on the Official Zoning Map; and,
WHEREAS, Union Bank of California is the owner of real property located at
31971 Camino Capistrano; and,
WHEREAS, the proposed project has been processed pursuant to Section 9-
2.343, Sign Permit Review of the Land Use Code; and,
WHEREAS, The Environmental Administrator has reviewed the project
pursuant to Section 15042 of the California Environmental Quality Act (CEQA), and has
determined that the project does not require any environmental review since staff is
recommending denial; and,
WHEREAS, the Planning Commission has considered the Environmental
Administrator's determination pursuant to Section 15074 of the California Environmental
Quality Act (CEQA); and,
WHEREAS, the Planning Commission conducted a duly noticed public
meeting on January 13, 2009 pursuant to Section 9-2.313 of the Municipal Code to
consider public testimony on the proposed project; and,
WHEREAS, the DRC has reviewed the sign program, recommended
revisions, and the applicant has not complied.
NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of
the City of San Juan Capistrano does hereby make the following findings:
1. The proposed signage is not consistent with the Architectural Design Guidelines;
and,
2. The proposed signage is not in compliance with the Design Review Committee's
Recommendations as follows:
a. Remove the existing slump stone wall from the previous monument sign;

b. Move the proposed monument sign away from the street, closerto the Union
Bank building;
c. Propose new landscaping, possibly add additional plantable area on the
Bank side of the existing planter;
d. Eliminate the cabinet; architecturally integrate the new monument sign with
the design/materials of the building;
e. Sign copy should not extend beyond the monument face; and,
f. Consider reducing the size/number of the channel letter signs on the
building.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Planning
Commission of the City of San Juan Capistrano does hereby deny the proposed project.
