PC Resolution-12-09-25-01PC RESOLUTION NO. 12-09-25-01 GENERAL PLAN AMENDMENT (GPA) 12-03, PARKS AND RECREATION ELEMENT A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA RECOMMENDING APPROVAL OF AN AMENDMENT TO THE GENERAL PLAN PARKS AND RECREATION ELEMENT, FIGURE PR -1, PARKS AND RECREATION FACILITIES (MASTER PLAN OF TRAILS) ADDING 2C RANCH TRAIL CONNECTIONS. Whereas, the General Plan Parks and Recreation Element establishes goals, policies and objectives for the location and development of parks facilities including community parks, passive open space, bikeways and multi -use trails throughout the City; and, Whereas Figure PRA, Parks and Recreation Facilities of the General Plan Parks and Recreation Element establishes the City's Master Plan of Trails including bikeways and multi -use trails and establishes trail links across 2C Ranch which is public open space; and, Whereas, the Open Space, Trails and Equestrian Commission's Trails Working Group have identified "gaps" in trails connection on portions of 2C Ranch especially connections across Trabuco Creek; and, Whereas, on August 6, 2012, the Open Space, Trails and Equestrian Commission recommended City Council approval of an amendment to Figure PR -1, Parks and Recreation Facilities (Master Plan of Trails) adding trails connections on 2C Ranch; and, Whereas, the Planning Commission conducted a duly -noticed public hearing on September 25, 2012 pursuant to Title 9, Land Use Code, Section 9-2.302, City Council Policy 5, and Planning Department Policy 510 to consider public testimony on the proposed project and has considered all relevant public comments. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Planning Commission of the City of San Juan Capistrano does hereby make the following findings: The proposed project is consistent with the overall goals and policies of the General Plan Parks and Recreation Element and more specifically, Policy 1.1 which provides that the City will "Coordinate with local groups to identify and meet the community's recreational needs" because the Open Space, Trails and Equestrian Commission Trails Working Group has collaborated with Equestrian Coalition representatives on the proposed trail connections; and, 2. The proposed project is consistent with the overall goals and policies of the General Plan Parks and Recreation Element and more specifically, Policy 1:6 which provides that the City will "Increase the accessibility of existing open space areas for PC Resolution 12-09-25-01 2 September 25, 2012 recreational activities" because the proposed amendment formally establishes trail connections linking the east and west sides of Trabuco Creek; and, 3. The proposed project is consistent with the overall goals and policies of the General Plan Parks and Recreation Element and more specifically, Policy 2.1 which provides that the City will "Develop and expand the existing trails network that supports bicycles, pedestrians, and horses, and coordinate linkages with those networks of adjacentjurisdictions" because the proposed amendment expands the trails network to create a more comprehensive, and integrated trail system through 2C Ranch. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Planning Commission of the City of San Juan Capistrano hereby recommends City Council approval of an ordinance amending the General Plan, Parks and Recreation Element, Figure PR -1, Parks and Recreation Facilities (Master Plan of Trails) as provided by Exhibit "A" attached hereto and incorporated herein. PASSED, APPROVED AND ADOPTED this 25th day of September, 2012, by the following vote, to wit: AYES: Chairman Rob Williams, Commissioners Sheldon Cohen, Gene Ratcliffe, Ginny Kerr, Tim Neely, Roy Nunn, and Jeff Parkhurst.
