PC Resolution-12-02-28-01PC RESOLUTION NO. 12-02-28-01 VALLE RANCH BUSINESS PARK SIGN PROGRAM MODIFICATION (AC) 11-025 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO APPROVING A SIGN PROGRAM MODIFICATION PROPOSAL FOR AN EXISTING BUSINESS PARK LOCATED AT 33272, 33302, AND 33332 VALLE ROAD (APN 675-361- 15). WHEREAS, Patrick Faranal of National Sign and Marketing proposed a modification to the existing business park sign program to include two building mounted major tenant signs per building, each sign to be located on different building exposures. The existing building park is located at 33272, 33302, and 33332 Valle Road (APN 675- 361-15). The proposed project site is General Plan designated as Planned Community and has a zoning designation of "R&D" (Research and Development/Office) Zone District per Comprehensive Development Plan (CDP) 81-01, Forster Canyon Planned Community established under the "PC" (Planned Community) Zoning District; and, WHEREAS, Valle Ranch Owners Association is the owner of real property located at 33272, 33302, and 33332 Valle Road; and, WHEREAS, the proposed project has been processed pursuant to Section 9-2.343, Sign Permit and Sign Program Review of the Land Use Code; and, WHEREAS, The Environmental Administrator has reviewed the project pursuant to Section 15042 of the California Environmental Quality Ad (CEQA), and has determined that the project does not require any environmental review since staff is recommending denial; and, WHEREAS, the Planning Commission has considered the Environmental Administrator's determination pursuant to Section 15042 of CEQA; and, WHEREAS, the Planning Commission conducted a duly noticed public meeting on February 28, 2012 pursuant to Section 9-2.343 of the Municipal Code to consider public testimony on the proposed project. NOW, THEREFORE, BE IT RESOLVED, that the Planning Commission of the City of San Juan Capistrano does hereby make the following findings: 1. The proposed sign program is in compliance with the City Design Guidelines. 2. The proposed sign program is in compliance with the City Land Use Code Section 9-3.543 regarding size and number of permitted building mounted flush signs per building exposure (wall); 3. An exception to the requirement of "one project identification sign or major tenant sign per building" is upheld under the following: PC Resolution 12-02-28-01 1 February 28, 2012 (a) The sign complies with all other applicable criteria of this section [Municipal Code section 9-3.543 Signs]; (b) The -scale of the sign will be in harmony with the architectural design for the building which it will serve; (c) The sign will not create a hazard to other adjacent properties or tenants. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Planning Commission of the City of San Juan Capistrano does hereby deny the proposed sign program modification.
