AMENDMENT TO IHCL, ROGER Y. WILLIAMS (SWANNER) HOUSE
A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN
JUAN CAPISTRANO RECOMMENDING APPROVAL. OF AN AMENDMENT TO THE
CITY'S INVENTORY OF HISTORIC AND CULTURAL LANDMARKS TO ADD THE
ROGER Y. WILLIAMS HOUSE LOCATED AT 29991 CAMINO CAPISTRANO AND MORE
PRECISELY REFERRED TO AS ASSESSORS PARCEL NUMBERS 121-050-03 AND A
PORTION OF 121-050-19 (ROGER Y. WILLIAMS (SWANNER) HOUSE)
Whereas, the City Planning Department initiated a request to amend the
City's Inventory of Historic and Cultural Landmarks (INCL) to add the Roger Y. Williams
(Swanner) House located at 29991 Camino Capistrano; and,
Whereas, the proposed request has been processed pursuant to Section 2-
2.303, Cultural Heritage Commission Duties, and City Council Policy 601; and,
Whereas, the Planning Department has reviewed the project pursuant to
Section 15061 of the California Environmental Quality Act (CEQA) and issued a Class 31
categorical exemption pursuant to Section 15331 of the CEQA Guidelines because the
project involves an action to preserve a historic resource, and has otherwise complied with
all applicable provisions of CEQA; and,
Whereas, the Cultural Heritage Commission has considered the
environmental determination pursuant to Section 15062 of CEQA; and,
Whereas, the Cultural Heritage Commission conducted a duly noticed public
meeting on February 27, 2007, pursuant to Section 9-2.339 of the Municipal Code to
consider public testimony on the proposed project.
NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage
Commission of the City of San Juan Capistrano does hereby make the following findings:
The proposed amendment to the IHCL is consistent with the policies and
objectives of the San Juan Capistrano General Plan, specifically, the Cultural
Resources and Conservation and Open Space Elements because the project
will designate, preserve and protect a building of historic importance; and,
2. The proposed amendment to the IHCL complies with the City Council Policy
601 definition of a historic resource because the site was listed in the
National Register of Historic Places on January 10, 2007.

NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural
Heritage Commission of the City of San Juan Capistrano does hereby recommend
approval of an amendment to the City's Inventory of Historic and Cultural Landmarks to
add the Roger Y. Williams (Swanner) House located at 29991 Camino Capistrano.
PASSED, APPROVED AND ADOPTED this 27th day of February, 2007, by
the following vote, to wit:
