A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN
JUAN CAPISTRANO APPROVING THE HISTORIC DEPICTION PROGRAM (LOS RIOS
PARK & PARKING LOT)
Whereas, on April 25, 2006, the City approved an Architectural Control (AC)
and Site Plan Review (SPR) application for the Los Rios Park & Parking Lot project located
approximately 1,000 feet north of Del Obispo, 400 feet south of Mission Street, 20 feet
west of Los Rios Street, and east of Paseo Adelanto and further described as Assessor's
Parcel No. 121-143-01,08,13 &18, 121-160-15 &18, 649-191-02; and,
Whereas, City Council Policy No. 606 requires new development projects to
prepare and have approved a Historic Depiction Program (HDP) in order to protect and
preserve the City's unique cultural, historical, political, architectural and economic heritage;
and,
Whereas, the City staff has conducted extensive research and has submitted
an HDP dated November 8, 2007; and,
Whereas, the Cultural Heritage Commission conducted a public meeting on
Tuesday, November 13, 2007, pursuant to Section 9-2.313 of the Municipal Code to review
the Los Rios Park & Parking Lot HDP and consider public testimony on the proposed
Application.
NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage
Commission of the City of San Juan Capistrano does hereby make the following findings
with respect to the Los Rios Park & Parking Lot Historic Depiction Program:
1. The Cultural Heritage Commission hereby finds that the Historic Depiction Program
for the Los Rios Park & Parking Lot is consistent with the intent of City Council
Policy #606, and meets the adopted HDP Review Criteria.
2. The Los Rios Park & Parking Lot project HDP is consistent with the goals, policies
and objectives of the San Juan Capistrano General Plan's Cultural Resources
Element because the HDP is consistent with Cultural Resources Goal 1, specifically
"Policy 1.2: Identify, designate, and protect buildings and sites of historic
importance".
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural
Heritage Commission of the City of San Juan Capistrano hereby approves the Los Rios
Park & Parking Lot HDP.
