CHC Resolution-06-04-25-01CHC RESOLUTION NO. 06-04-25-1 AMENDMENT TO IHCL, MISSION HILL -MISSION FLATS A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO RECOMMENDING APPROVAL OF AN AMENDMENT TO THE CITY'S INVENTORY OF HISTORIC AND CULTURAL LANDMARKS TO ADD PROPERTIES WITHIN THE MISSION HILL -MISSION FLATS NEIGHBORHOODS Whereas, the Planning Department has surveyed the properties within the Mission Hill -Mission Flats neighborhoods for historical significance, and has identified up to 29 buildings for potential inclusion on the City's Inventory of Historic and Cultural Landmarks (IHCL); and, Whereas, the owners of the following properties have submitted written requests to the City to add their buildings to the IHCL: 31491 La Calera Street, Assessor Parcel No. 124-212-16, owned by David and Diane Armitage, 31491 La Calera Street, San Juan Capistrano, CA 92675 2. 31501 La Matanza Street, Assessor Parcel No. 124-203-23, owned by David & Reagan Ewing, 31501 La Matanza Street, San Juan Capistrano, CA 92675 3. 31319 Andres Pico Road, Assessor Parcel No. 124-201-24, owned by Matthew Jacob, 31319 Andres Pico Road, San Juan Capistrano, CA 92675; and Whereas, the proposed request has been processed pursuant to Section 2- 2.303, Cultural Heritage Commission Duties, and City Council Policy 601; and, Whereas, the Planning Department has reviewed the project pursuant to Section 15061 of the California Environmental Quality Act (CEQA) and will issue a Class 31 categorical exemption pursuant to Section 15331 of the CEQA Guidelines because the project involves an action to preserve a historical resource, and has otherwise complied with all applicable provisions of CEQA; and, Whereas, the Cultural Heritage Commission conducted a duly noticed public meeting on April 25, 2006, pursuant to Section 9-2.339 of the Municipal Code to consider public testimony on the proposed project. NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage Commission of the City of San Juan Capistrano does hereby make the following findings: CHC Resolution 06-04-25-1 2 April 25, 2006 The proposed amendment to the IHCL is consistent with the policies and objectives of the San Juan Capistrano General Plan, specifically, the Cultural Resources Element because the project will designate, preserve and protect buildings of historical importance; and, 2. The proposed amendment to the IHCL complies with the City Council Policy 601 definition of a historic resource because the buildings at 31319 Andres Pico Road, 31491 La Calera Street, and the rear building at 31501 La Matanza Street embody the distinctive characteristics of the Spanish Colonial Revival, Craftsman Bungalow and Minimal Traditional architectural styles, respectively. 3. The proposed amendment to the IHCL complies with the City Council Policy 601 definition of a historic resource because the front building at 31501 La Matanza Street, originally built in the Minimal Traditional style, has had only minor modifications that enhance the original Modern influences and do not detract from the original design and massing. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural Heritage Commission of the City of San Juan Capistrano does hereby recommend approval of an amendment to the City's Inventory of Historical and Cultural Landmarks to add the above -referenced properties within the Mission Hill -Mission Flats neighborhoods.
