A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN
JUAN CAPISTRANO APPROVING THE HISTORIC DEPICTION PROGRAM FOR
ARCHITECTURAL CONTROL (AC) 04-05 (VALLE RANCH, SJC)
Whereas, on September 14, 2004, the City approved an application for an
Architectural Control for an approximately 44,373 square foot, 3-building commercial office
complex on a 3.00 acre portion of a 16.73 acre parcel located 1500 feet south of the
southern end of Valle Road and further described as Assessor’s Parcel No. 675-361-06;
and
Whereas, City Council Policy No. 606 requires new development projects to
prepare and have approved a Historic Depiction Program (HDP) in order to protect and
preserve the City’s unique cultural, historical, political, architectural and economic heritage;
and
Whereas, the applicant, Steve Sandland of Centra Realty Corporation, 3
Park Plaza, Suite 1490, Irvine, CA 92614, prepared and submitted an HDP dated August
31, 2005; and,

Whereas, the Cultural Heritage Commission conducted a public meeting on
Tuesday, September 27, 2005, pursuant to Section 9-2.313 of the Municipal Code to
review the Valle Ranch HDP and consider public testimony on the proposed Application.
NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage
Commission of the City of San Juan Capistrano does hereby make the following findings
with respect to the Valle Ranch Historic Depiction Program:
I. The Cultural Heritage Commission hereby finds that the Historic Depiction Program
for the Valle Ranch project is consistent with the intent of City Council Policy #606,
and meets the adopted HDP Review Criteria.
2. The Valle Ranch HDP is consistent with the goals, policies and objectives of the
San Juan Capistrano General Plan’s Cultural Resources Element because the HDP
provides accurate, appropriate and historical information that is accessible to the
general public.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural
Heritage Commission of the City of San Juan Capistrano hereby approves the Valle Ranch
HDP subject to the conditions in Exhibit A attached hereto and incorporated herein.

CULTURAL HERITAGE COMMISSION CONDITIONS OF APPROVAL

Project Name: VALLE RANCH HDP
These conditions of approval apply to the Historic Depiction Program (HDP) for Valle
Ranch, SJC (AC 04-05). Any proposed modifications to the HDP shall be submitted to the
City Planning Department for review. For the purpose of these conditions, the term
“applicant” shall also mean the developer, the owner or any successor(s) in interest to the
terms of this approval.
The concrete pedestal base shall be a natural color with a medium blast
finish, or compatible with the approved color palette for the project.
The HDP narrative on the layout shall be revised to be consistent with the
text in the HDP submittal and refined to improve readability, including
corrections to any typographical errors. The last two sentences of the text
shall read as follows: “When the 1-5 Freeway was built through the valley, a
considerable amount of the hill was cut away. Today only a fraction of the
hill remains, but the legend of Motorcycle Hill is now part of history. ”
The applicant shall comply with the requirements of Condition No. IO of
Planning Commission Resolution No. 04-9-14-1 to install the HDP per this
approval prior to the issuance of a Certificate of Occupancy.
The applicant shall be responsible for perpetual maintenance of the HDP in a
pristine condition for the life of the development project.
