CHC Resolution-02-09-24-01CHC RESOLUTION NO. 02-9-24-1 HISTORIC DEPICTION PLAN !HDP) ARCHITECTURAL CONTROL (AC) 98-07 A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO RECOMMENDING APPROVAL OF THE HDP CONCEPT PLAN AND CONDITIONALLY APPROVING THE HDP PRELIMINARY PLAN FOR AN ALZHEIMER’S CARE FACILITY LOCATED AT 30311 CAMINO CAPISTRANO (SILVERADO SENIOR LIVING) Whereas, the applicant (Silverado Senior Living; Attn: Stan Tanabe; 271 21 Calle Arroyo, Suite 2220; San Juan Capistrano, CA 92675) has submitted HDP concept and preliminary plans consisting of re-creating a “zanja” (agricultural drainage ditch) and providing a bronze plaque with descriptive historic information on the “zanja” located in the existing landscape area at the front (north elevation) of the structure; and, Whereas, the proposed project has been processed pursuant to Section 9- 2.301 , Development Review of the Land Use Code; and, Whereas, the Environmental Review Board previously reviewed the overall project pursuant to Section 15061 of the California Environmental Quality Act (CEQA), and issued a mitigated negative declaration, and has otherwise complied with all applicable provisions of the California Environmental Quality Act (CEQA); and, L Whereas, the Cultural Heritage Commission conducted a public meeting on April 23, July 23, and September 24,2002 to consider the proposed Historic Depiction Plan (HDP). NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage Commission of the City of San Juan Capistrano does hereby make the following findings: 1. The proposed project is consistent with the policies and objectives of the San Juan Capistrano General Plan, specifically, the Historical & Archeological Element because the proposed project will commemorate an important aspect of the City’s cultural and historical heritage; and, 2. The proposed project is consistent with City Council Policy 606, Historic Depiction Program because the proposed media is consistent with the policy and the depiction is historically appropriate to the project site; and, 3. The proposed project complies with all applicable provisions of the Land Use Code subject to the conditions of approval contained in this resolution. CHC Resolution 02-9-24-1 -2- September 24,2002 NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural Heritage Commission of the City of San Juan Capistrano approves the project subject to the following conditions of approval: L 1. Prior to issuance of a final Certificate of Occupancy, the Planning Director or his designee shall determine that the Historic Depiction Plan (HDP) has been completed and installed in substantial compliance with the Cultural Heritage Commission-approved conceptual and final plans. 2. The Historic Depiction Plan (HDP) shall be substantially consistent with the Cultural Heritage Commission-approved concept and consist of a twenty (20) foot length of a re-constructed zanja. The design and layout of the zanja shall be based on and consistent with field drawings of the zanja uncovered at Stonefield prepared by John Minch & Associates, the City’s field archeologist on that project, and shall be subject to review and approval by the Planning Director or his designee. 3. The Historic Depiction Plan plaque narrative shall consist of the Belardes-Forster- Andrews revision provided as Exhibit “A”. Using Indian labor and European engineering skills, the Spanish padres built a system to carry water to the Mission, its orchards and agricultural fields. The irrigation system was created by constructing a diversion dam (toma) across the creek below the confluence of Trabuco and Os0 to create an impoundment to supply the zanjas. The zanjas (irrigation ditches) were then constructed using fired tiles and local river rocks to carry the water. In 2001, while restoring the 1939 Stone Field located at the corner of Camino Capistrano and La Zanja, one of the original Mission zanjas was uncovered. The information and material provided by that archeological find has made it possible to create this accurate reproduction which incorporates tiles from the original. -
