CHC Resolution-01-07-10-01CHC RESOLUTION 01-7-10-I HISTORIC DEPICTION PROGRAM CONCEPT 8 PRELIMINARY PLANS RANCH0 ORTEGA A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO RECOMMENDING APPROVAL OF CONCEPTUAL HISTORIC DEPICTION PLANS AND APPROVING PRELIMINARY PLANS FOR PROPERTY LOCATED AT 27201 ORTEGA HIGHWAY AND MORE PRECISELY REFERRED TO AS ASSESSORS PARCEL NUMBER 650-211-34 (ARCHITECTURAL CONTROL 91-09, PLAZA DE LAS GOLONDRINAS) Whereas, Ranch0 Ortega have submitted conceptual and preliminary Historic Depiction Program (HDP) plans for their commercial project located at 27201 Ortega Highway consisting of a colored, ceramic tile, mosaic depicting an artistic interpretation of an orchard worker and Mission San Juan Capistrano, and a wall-mounted plaque describing the history of Ortega Highway, and the community’s agricultural history; and, Whereas, the proposed project has been processed pursuant to Section g-2.301, Development Review of the Land Use Code; and, Whereas, the Environmental Administrator has reviewed the project pursuant to Section 15061 of the California Environmental Quality Act (CEQA) and determined that it does not constitute a “project” as defined by CEQA, and has otherwise complied with all applicable - provisions of the California Environmental Quality Act (CEQA); and, Whereas, the Cultural Heritage Commission has considered the Environmental Administrator’s determination pursuant to Section 15074 of the California Environmental Quality Act (CEQA), and conducted a duly noticed public meeting on July IO,2001 pursuant to Section 9-2.313 of the Municipal Code to consider public testimony on the proposed project. NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage Commission of the City of San Juan Capistrano does hereby make the following findings: 1. The proposed project is consistent with the policies and objectives of the San Juan Capistrano General Plan, specifically, the Historic &Archaeologic Element because the project promotes the City’s unique history; and, 2. The proposed project complies with all applicable provisions of Title 9, Land Use Code; and the development standards for the “SP” (Specific Plan) Zone District; and, 3. The proposed project complies with City Council Policy 606, Historic Depiction Programs. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural Heritage Commission of the City of San Juan Capistrano hereby recommends approval of the conceptual project plans and approves the preliminary plans subject to the following conditions of approval: CHC Resolution 01-7-10-I -2- July 10, 2001 I. 2. 3. 4. 5. Prior to issuance of a final certificate of occupancy, the project shall complete installation of the Cultural Heritage Commission and Planning Commission approved Historic Depiction Program (HDP). The approved historic depiction program concept shall consist of a 5’ x 7’ wall-mounted ceramic tile mosaic depicting Commission- approved artwork, and shall consist of cast bronze plaque for the Historic Depiction Program (HDP) text. The proposed Historic Depiction Program (HDP) shall be located consistent with the Cultural Heritage Commission-approved project plans on the rear wall of the proposed water fountain. The proposed plaque shall consist of cast bronze or suitable alternative subject to Planning Director approval. Prior to installation of the proposed Historic Depiction Program (HDP), the project shall secure approval of the specific color and finish of the plaque from the Planning Department. The proposed Historic Depiction Program (HDP) plaque text shall be revised to remove references to the artist. A separate plaque may be installed to provide information about the artist. The proposed plaque shall include the heading “City of San Juan Capistrano, Historic Depiction Program (HDP)” and the final layout of the plaque shall be subject to review and approval of the Planning director or his designee.
