HISTORIC DEPICTION PROGRAM (HDP)
CONCEPTUAL 8, FINAL PLANS
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SAN JUAN
CAPISTRANO APPROVING THE HISTORIC DEPICTION PROGRAM (HDP)
CONCEPTUAL AND FINAL PLANS FOR A PROJECT LOCATED AT 32371 SAN JUAN
CREEK ROAD AND MORE PRECISELY REFERRED TO AS ASSESSORS PARCEL
NUMBER 666-01 I-IO (AC 96-09, SHURGARD SELF-STORAGE).
Whereas, Resco-Shurgard has requested approval of conceptual and final
historic depiction plans for the Shurgard Self-Storage facility located at 32371 San Juan
Creek Road consisting of a historic photographic display of the project area entitled
“Pastoral Capistrano Valley” with emphasis on the history of the Capistrano Valley; and,
Whereas, the proposed project has been processed pursuant to Section 9-
2.301, Development Review of the Land Use Code; and,
Whereas, the Environmental Administrator has previously reviewed the
overall project pursuant to Section 15061 of the California Environmental Quality Act
(CEQA), issued a mitigated negative declaration which has been approved by the City
Council, and has otherwise complied with all applicable provisions of the California
- Environmental Quality Act (CEQA); and furthermore, the proposed Historic Depiction
Program (HDP) is statutorily exempt from California Environmental Quality Act (CEQA);
and,
Whereas, the Cultural Heritage Commission conducted a duly-noticed public
meeting on September 26, 2000 pursuant to the provisions of Administrative Policy 409,
and Planning Department Policy 510 to consider public testimony on the proposed project
and has considered all relevant public comment.
NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage
Commission of the City of San Juan Capistrano does hereby make the following findings:
1. The proposed Historic Depiction Program (HDP) is consistent with the policies and
objectives of the San Juan Capistrano General Plan, specifically, the Historical &
Archeological Element because it focuses on the history of the Capistrano Valley,
an important aspect of the City’s cultural and historical heritage; and,
2. The proposed Historic Depiction Program (HDP) is consistent with City Council
Policy 606 because the proposed location and photographic media are historically
appropriate to the project site; and,

3. The proposed Historic Depiction Program (HDP) complies with all applicable
provisions of the Land Use Code subject to the conditions of approval contained in
this resolution.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural
Heritage Commission of the City of San Juan Capistrano approves the project subject to
the following conditions of approval:
1. The Historic Depiction Program (HDP) shall include a suitable key map, framed to
match the photographic exhibit, using an older USGS quadrangle map or similar
area map, subject to review and approval by the Planning Director or his designee.
2. The proposed “Capistrano Valley” narrative shall be subject to review and approval
by a sub-committee of the Cultural Heritage Commission. Within thirty (30) days of
the Committee’s review and approval of the narrative language, the project shall
complete and install the framed narrative in a manner similar to the photographic
display subject to review and approval by the Planning Director or his designee
