A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN
JUAN CAPISTRANO APPROVING A SITE PLAN REVIEW APPLICATION TO
RECONSTRUCTA PREVIOUSLY EXISTING STRUCTURE LOCATED AT31522 CAMINO
CAPISTRANO AND MORE PRECISELY REFERRED TO AS ASSESSORS PARCEL
NUMBER 124-180-06 (MISSION SAN JUAN CAPISTRANO CERAMICS BUILDING)
Whereas, Mission San Juan Capistrano (Gerald Miller, Mission Administrator;
31522 Camino Capistrano; San Juan Capistrano, California 92693) has requested approval
of a landmark alteration to reconstruct a 568 square foot ceramics building between the
archeological field office and the Mission School classroom building located at 31522
Camino Capistrano (Mission San Juan Capistrano) and designed by thirtieth street
architects inc.( Attn.: John Loomis, Architect; 2821 Newport Boulevard; Newport Beach,
California 92663); and,
Whereas, the proposed project has been processed pursuant to Section 9-
2.301, Development Review of the Land Use Code; and,

Whereas, the Environmental Administrator has reviewed the project pursuant
to Section 15061 of the California Environmental Quality Act (CEQA) and issued a Negative
Declaration, and has otherwise complied with all applicable provisions of the California
Environmental Quality Act (CEQA); and,
Whereas, the Cultural Heritage Commission has considered the
Environmental Administrator’s determination pursuant to Section 15074 of the California
Environmental Quality Act (CEQA); and,
Whereas, the Cultural Heritage Commission conducted a duly noticed public
meeting on March 28, 2000 pursuant to City Council policy to consider public testimony on
the proposed project.
NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage
Commission of the City of San Juan Capistrano does hereby make the following findings:
1. The proposed project is consistent with the policies and objectives of the San Juan
Capistrano General Plan, specifically, the Historic and Archaeologic Elements
because the project will result in the protection and preservation of a historically-
significant structure listed on the National Register of Historic Places as well as the
City’s Inventory of Historic & Cultural Landmarks (IHCL); and,
2. The proposed project is consistent with the policies established by the “Secretary of
the Interior’s Standards for Rehabilitation and Guidelines for Rehabilitating Historic
Buildings”; and,

3. The proposed project complies with all applicable provislons of the Land Use Code
subject to the mitigation measures and conditions of approval contained in this
resolution.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural Heritage
Commission of the City of San Juan Capistrano hereby approves the project subject to the
following:
Mitigation measure(s)
1. Prior to issuance of any building permit, the applicant will retain the services of a
ROPA (Register of Professional Archeologists)-certified archeologist who will monitor
all grading and excavation for potential impacts on cultural resources Including
archeological, paleontological, and historic resources. The applicant will provide an
executed contract for services with a SOPA-certified archeologist including a scope-
of-work which provides for comprehensive monitoring; a contingency for
assessment, recovery, and/or evaluation, and the preparation of a technical
memoranda or report.
In the event histonc and/or cultural resources are encountered during grading and/or
building activities, the monitoring archeologist may cease grading and/or building
activities, consistent with City Council Policy, to allow for preliminary assessment,
evaluation of any cultural resources, and/or recovery, as may be appropriate.
Prior to occupancy permit issuance, the project will submit a technical memorandum
or report which details archeological monitoring efforts, findings, analysis, and
conclusions consistent with City Council Policy #601.
Conditions of Aooroval
2. Prior to building permit Issuance, the project will submit an archeological resources
report for the project prepared to the satisfaction of the Planning Director which
includes test excavations in the location of the proposed building foundation,
provides recommendations on cultural resource recovery and analysis, and provides
a determination as to the suitability of the specific building location. The report will
also provide an analysis of the significance of the existing east wall. In the event the
report would recommend that the structure’s proposed location be moved more than
two (2) feet, staff will present the revised site to the Commission for review and
confirmation.
3 The exterior adobe veneer walls shall be slmllar In composition (adobe block size),
color, and texture to the existing adobe walls which are part of existing historic
structures (e.g. the “Soldier’s Barracks”). Prior to building permit issuance, the
project will provide a color and material board for the proposed structure for review
and approval by the Planning Director and shall demonstrate how the proposed
adobe veneer will be compatible with existing adobe walls which are part of existing
historic structures.

4. The proposed clay barrel tile for the workshop shall be similar to the existing clay
roof tile found on existing historic structures on the Mission grounds with respect to
form, color, and texture. To the extent practical, the new clay barrel tile shall provide
appropriate variation in size, shape, color, and texture consistent with existing
historic structures. The specific manufacturer and model of clay barrel tile shall be
subject to review and approval of the Planning Director or his designee.
5. Prior to building permit issuance, the project will provide a color sample of the
proposed wood stain for the proposed window and door frames. The wood stain
shall be the same or similar to stained-wood elements found on existing historic
structures in the Mission complex subject to review and approval by the Planning
Director.
6. Prior to building permit issuance, the project will provide design details for the
proposed windows and doors including catalogue cuts of proposed hardware for the
window and doors. Proposed doors will be compatible in design, material, texture,
and hardware with existing wood doors subject to Planning Director review and
approval.
7. Prior to building permit issuance, the project will provide a wall section detail which
demonstrates that the proposed doors and windows will be designed to provide
appropriate wall-massing compatible with the existing adobe wall construction of
historic structures on-site subject to review and approval by the Planning Director or
his designee
