CHC Resolution-00-02-22-01I CHC RESOLUTION NO. 00-2-22-I SITE PLAN REVIEW (SPR) 00-01 A RESOLUTION OF THE CULTURAL HERITAGE COMMISSION OF THE CITY OF SAN JUAN CAPISTRANO RECOMMENDING CONDITIONAL APPROVAL OF A SITE PLAN REVIEW (SPR) FOR CONSTRUCTION OF A NEW TWO-CAR GARAGE ON AN EXISTING 11,000 SQUARE FOOT PARCEL LOCATED AT 31631 LOS RIOS STREET AND MORE PRECISELY REFERRED TO AS ASSESSORS PARCEL NUMBER 121-142- 14 (BLANK). Whereas, Clifford Blank requests approval to construct a new, six-hundred and thirty (630) square foot, two-car garage with access to Lobo Street on an existing 11,000 square foot parcel located at 31631 Los RIOS Street in the Los Rios Specific Plan area, General Plan-designated “LRSP” (Los Rios Specific Plan), classified as “SP” (Specific Plan) on the official zoning map, and situated in the “HR” (historic residential) Zone District; and, Whereas, the proposed project has been processed pursuant to Section 9- 2.301, Development Review of the Land Use Code and Article 4.1 of the Los Rios Precise Plan; and, Whereas, the Environmental Coordinator has reviewed the project pursuant to Section 15061 of the California Environmental Quality Act (CEQA) and issued a Class 2 categorical exemption and caused a Notice of Exemption to be posted pursuant to the City’s Environmental Review Guidelines, and has otherwise complied with all applicable provisions of the Callfornla Environmental Quality Act (CEQA); and, Whereas, the Cultural Heritage Commisslon has considered the Environ- mental Coordinator’s determination pursuant to Section 15074 of the California Environmental Quality Act (CEQA) and conducted a duly noticed public meeting on February 22, 2000 pursuant to Section 9-2.313 of the Municipal Code to consider public testimony on the proposed project. NOW, THEREFORE, BE IT RESOLVED, that the Cultural Heritage Commission of the City of San Juan Capistrano does hereby make the following findings: 1. The proposed project IS consistent with the policies and objectives of the San Juan Capistrano General Plan, specifically, the Land Use Element and Histonc Archeological Element; and, 2. The proposed project complies with all applicable provisions of Title 9, Land Use Code subject to the conditions of approval contained in this resolution; and, CHC Resolution 00-2-22-I -2- February 22, 2000 3. The proposed project complies with all applicable provisions of the Los Rios Specific Plan (LRSP) subject to the conditions of approval contained in this resolution. NOW, THEREFORE, BE IT FURTHER RESOLVED, that the Cultural Heritage Commission of the City of San Juan Capistrano hereby recommends approval of the project subject to the following conditions of approval: 1. Building permit plans for the project, including site and architectural plans, shall substantially comply with the Planning Commission-approved plans, subject to revisions as required by other conditions of approval herein, subject to the satisfaction of the Planning Director or his designee. 2. Prior to building permit issuance, the architectural plans for the proposed structure shall indicate a twelve (12) to eighteen (18) Inch mlnlmum eave overhang measured from the exterior siding of the structure, and may include fascia, but will not include soffit. 3. Prior to building permit issuance, the project shall demonstrate consistency with the Planning Commission-approved material and color board. Prior to occupancy permit issuance, the Planning Director or his designee shall determine that the materials and colors are consistent with the Planning Commission-approved material & color board. 4. Prior to building permit issuance, the project building plans shall be revised to provide a garage door design more consistent in the historic character of the District subject to the review and approval of the Planning Director or his designee. 5. The exterior wall-mounted carriage lamps shall not exceed forty (40) watts and the glass shall be frosted, etched or otherwise treated to provide complete diffusion of the light source. 6. The site plan design for the proposed driveway shall provide a minimum nineteen (19) feet of depth measured from the face of the garage to the east side of the Lobo Street right-of-way as recommended by the City Engineer. 7 Prior to building permit issuance, the project will submit improvement plans for modifications to the existing storm drainage along the east side of Lobo Street consistent with the City’s public facility standards and to the satisfaction of the City Engineer or his designee. Prior to building permit issuance, the project shall secure a “right-of-way encroachment” permit from the Engineering Division for the proposed driveway improvements and stormwater drainage improvements within the Lobo Street right- of-way. PASSED, APPROVED AND ADOPTED this 22nd day of February, 2000, by the following vote, to wit: AYES: Chairman Belardes and Commissioners Siegel and Tryon. NOES: None.
