As part of phase II of the 1-5 pre -construction mitigation , CNC prepared
the plans , special provisions and estimates for street rehabilitation of
approx imately two miles of Rosecrans Avenue and Bloomfield Avenue .
Work included field invest igation , des ign survey and mapp ing , value
engineering analys is, geotechnical invest igation , preparat ion of plans and
details for wheelchair ramps , pavement rehabilitation , curb and gutter
reconstruction and sidewalk improvements .
CNC prepared the PS&E for street rehabilitation of approximately 2 miles
of Broadway . Work included pavement reconstruct ion , design of new
curbs , sidewalks and dr iveways that requ ired reconstruct ion , design of
various pavement rehab il itation strategies , ut ility research and
coordination , and preparation of signing and str iping and traffic control
plans . CNC also provided construction support services including meeting
attendance , contractor submittal rev iews and responding to RFis.
CNC prepared the plans , specifications and estimates for rehabil itat ion of
over 10 million square fee t of pavement on 300 streets throughout the
City of Laguna Beach . Scope of work included visual evaluation of the
condition of sidewalks and pavement on each street , tabulating and

HAl provided geotechnical engineering services including drilling and logging
borings , measuring thicknesses of the existing pavement section , collecting
and performing laboratory tests on subgrade soil samples to characterize site
soil conditions , and designing new pavement sections along the existing
asphalt concrete (AC) paved intersection of Harbor Boulevard and Adams
Avenue in Costa Mesa . HAl also provided geotechnical engineering
recommendations to mitigate the adverse effects of the high expansion
potential of onsite subgrade soils.
HAl provided geotechnical engineering design and Construction Quality
Assurance (CQA) services for the Alton Parkway Gap Closure project , located
within Shea Baker Ranch in the City , between Commercentre Drive and Town
Centre Drive . This gap closure project is an easterly extension of the Alton
Parkway Improvements Project between Irvine Boulevard and Commercentre
Drive , designed by the County of Orange. Therefore , the purpose of the
project was to close the gap between Commercentre Drive and Towne Centre

1) HAl conducted a geotechnical investigation to evaluate subsurface soil
conditions and provide design recommendations for street improvements
on Lakewood Blvd between Florence Ave and Telegraph Rd , masonry wall
foundations along the frontage roads , and street lightning and traffic signal
pole foundations in Downey . The approximate total length of the project is
5,300 linear feet.
2) HAl conducted a geotechnical investigation to evaluate subsurface soil
conditions and provide design recommendations for rehabilitation of
Brookshire Ave between Imperial Hwy and Davis St in Downey . The
approximate total length of the project is 6,900 linear feet.
3) HAl conducted a geotechnical investigation to evaluate subsurface soil
conditions and provide design recommendations for rehabilitation of
Gardendale St between Lakewood Blvd and Garfield Ave. The
approximate total length of the project is 9,200 linear feet. The project
alignment is located within the jurisdiction of the cities of Downey ,
Paramount , and South Gate .

Dr. Hushmand is president of Hushmand Associates , Inc . and is also a former faculty associate at the California

projects of the last two decades involving pavement design and construction of streets , roads and alleys , seismic
hazards and geotechnical evaluations including slope stability analyses, shoring designs and landslide repair designs

Project Understanding
Camino Capistrano is classified as a primary arterial highway on the OCTA Master Plan of Arterial Highways . The
road consists of two travel lanes , a striped center median and a sidewalk on the west side of the road form the 1-5 off-
ramp to approximately 1 ,600 feet south . CNC understands the project objective is to rehabilitate the pavement in the
two southbound lanes .
The outside lane within the northerly 1,600 foot long segment has recently been ground and overlaid and the
pavement appears to be in good condition , except for several hundred feet of very pronounced depression in the
wheel path (rutting) across from Pacific Sales and the Redline buildings , shown in Photo 1.

There is also extensive transverse and longitudinal cracking in the inside lane of this segment (Photo 2) .

Project Appro ach
The following is a detailed description of the tasks required for the successful completion of this project:
1. Project Administration
CNC will attend a kickoff meeting to refine the scope of services and to finalize any administrative details such as
point-of-contact for each team member. Thereafter , CNC Project Manager will be available to attend coordination
meetings as requested by the City to discuss design issues , construction cost, project schedule and impacts to the
community . CNC will prepare and distribute minutes of all meetings including a list of action items and responsible
party . Monthly Status Summaries will be submitted showing the estimated percentage of completion , a summary of
accomplishments during the reporting period and a list of planned activities for the next reporting period .
2. Research and Data Collection
Record Drawings Research -CNC will obtain copies of relevant design reports and record drawings of the street
and utility improvements from the City , County and Caltrans . CNC will use available record drawings of existing street
improvements to create a base map for the pavement rehabilitation plans . CNC will field ver ify the information on the
record drawings and update the base map . This task excludes any land surveying. If the available information is
found to be insufficient for creating a workable base map , then with the approval of the City , CNC will perform land
surveying and mapping of the project site . Refer to Optional Task 1 for "Topographic Survey & Mapping ".
Utility Investigation: CNC will compile a list of utility purveyors with facilities in the area and will augment the list in
consultation with the City . We will notify each purveyor of the City's proposed project and schedule of work and will
request copies of record drawings of existing facilities within the project limits as well as a copy of schedule of
completion of any on-going or planned improvements within the project site over the next 3 years .
3. Pavement Investigation
CNC will conduct visual evaluation of the pavement condition along the entire project and mark the boundaries of
pavement removal and reconstruction areas on the base map.
CNC 's geotechn ical sub-consultant, Hushmand Associates , Inc. (HAl) will also perform full pavement investigation .
The investigation will consist of a total of two (2) pavement core samples within the existing southbound lanes to
explore and define layer thicknesses and where detectable , prior resurfacing history . One boring will be extended to
a depth of approximately 10 feet below the existing ground surface or to depth of refusal, whichever is reached first
and the other to a depth of 5 feet. Ground water encountered within the depth of the testing limits will be recorded ,
where applicable .
Laboratory analysis will include subgrade soil classification and moisture content , sand equivalency , maximum dry
density and opt imum moisture content and R-value strength determination . The results of the investigation will be
presented in a report format signed by the supervising California Registered Civil Engineer. Pavement core data will
be combined with laboratory so il strengths and projections of future traffic use to develop appropriate replacement
sections and/or overlay options . CNC is prepared to perform additional services to calculate the traffic index, as
shown under Optional task 3. The existing sections will be compared to the required replacement sections , providing
a basis for development of current structural needs and reinforcement requirements .

4. Construction Documents
The following is a list construction drawings for base services . Each sheet will have a border with a project title
block , scale , north arrow and a list of construction and disposition notes:
};> Title Sheet-This sheet will include a location map and index map along with a list of utility and agency
contacts , general notes , typical sections and details required for construction . Additional sheets will be
provided if necessary.
};> Pavement Rehabilitation Plans-Unless otherwise directed by the City, drawings will consist of plan and
profile views at 20 ' scale horizontal and 4' scale vertical cut sheets prepared under Tasks 2 or optional task
1, as appropriate . The plans will show the necessary information for pavement rehabilitation , if necessary,
new curb & gutter and sidewalk , utility adjustments and disposition of other existing surface culture within
the project limits .
};> Signing and Striping Plans-This task consists of preparation of plans and details to restore signing and
striping for the project per the latest edition of CA MUTCD. The plans will also show the existing and
proposed signal loops .
Utility Coordination-CNC will submit one complete set of final plans and specifications to all affected utilities
and will follow up with each utility to identify and resolve any conflicts with the improvements . All utility
correspondence will be submitted to the City. CNC will maintain a utility log with the names and contact
information for all the utility purveyors along with the dates and summary of all correspondence with each
purveyor .
Specifications-This task consists of preparing the technical provisions based on the Green Book , providing the
bid schedule and editing the boiler plate for this project.
Opinion of Probable Construction Cost-CNC will prepare an itemized quantity estimate and statement of
probable construction cost.
Optional Tasks:
1. Topographic Survey & Mapping
CNC recently provided topographic survey and mapping of the intersection of Camino Capistrano and the 1-
5 off-ramp . Therefore , there will be no need to apply for an encroachment permit from Caltrans for survey
within the State right-of-way. We will also use the survey controls established for that work to perform the
new survey . Field survey will extend 200 feet beyond the limits of improvements and up to the westerly back
of sidewalk and the striped median . Survey will consist of cross sections at 25-foot intervals, with elevations
at centerline, top of curb , back of sidewalk , gutter flow lines , edge of gutter, edge of pavement , lane lines ,
crown lines, angle points , top of "X", bottom of "X" at driveways and curb ramps and back of driveway
approaches , beginning, middle of curve and end of curb returns, cross gutters and spandrels , missing wheel
chair ramps (WCRs) and at grade breaks. Survey will also include all surface culture within the project limits
such as meter boxes and utility poles. All survey points will be data collected and electronically transferred
to our computer for preparation of the topographic mapping at 1 "=20 ' Horizontal , 1.0-foot contour intervals

and 1"=4'vertical for profile , if necessary . The base map will be augmented with data on the utility record
drawings as well as information obtained from field observation . The final base map will include existing
utilities , apparent existing right of way, lot line , assessor parcel numbers and street addresses .
2. Traffic Index Analysis
CNC will use the services of National Data & Surveying Services (NOS) to conduct a 24-hour bi-directional
Average Daily Traffic (ADT) count by Axle/Classification . CNC will utilize this data to calculate the current
traffic index (T .I.) for the Project based on the procedure in Chapter 600 of Caltrans Highway Design
Manual. This proposal assumes the City will provide the design year and the corresponding projected rate of
traffic increase .
3. Traffic Control and Staging Design
CNC will be available to prepare staging and phasing plans to define the sequence of construction and
detour layout to minimize construction impact on traffic operations .
