A large majority, approx. 85%, of our work comes to us from existing clients, which speaks to the quality of our staff and deliverables. ENGINEERING: LaBelle Marvin provides proactive solutions to manage, budget, verify, and design pavement structures that are expected on today's roadway projects. LaBelle Marvin insures all construction alternatives, maintenance strategies, and design criteria are explored and benefits defined. These elements are increasingly critical as traffic volumes increase, budgets are limited, and pavement life is often required to extend beyond the original design period. MATERIALS TESTING: Since 1969, LMI has provided a State of California certified materials laboratory to local and state agencies, other engineering and laboratory firms, and the private community relating to quality control/assurance testing, mix designs, properties of asphalt cements, emulsions, cut back asphalt binders, soil and aggregate strength properties, soil stabilization, and complete analysis of asphalt concrete mixtures and asphalt concrete pavements. Internal quality control is performed daily by the laboratory supervisor, project engineer, and principal engineer for each project, before results are reported to the client. Background: Testing and inspection services are performed in accordance with specified A.S.T.M., Caltrans, or S.S.P.W.C. procedures, with pending AASHTO accreditations. LMI participates in the Caltrans Round Robin Sample Exchange Program conducted by the Caltrans Office of Materials Engineering and Testing Services. Laboratory and Engineering personnel actively participate in Standard Specifications for Public Works Construction "Greenbook" committees, American Public Works Association committees, and the American Society of Civil Engineers National Technical Activities Committee. INSPECTION SERVICES: Construction Inspection provides the greatest opportunity to enhance project compliance with project plans and specifications. Obtaining inspection services during construction enables the engineer and inspector to operatively analyze the changing variables associated with construction activities. Material testing is performed through the stages of construction from the initial material selection to quality assurance during construction. Material variation and construction compliance are monitored, tested and controlled to enhance the overall performance of the pavement design. LMI provides grade verification, construction and batch plant inspection, material sampling, quality control and compliance testing, and construction oversight. LaBelle Marvin, Inc. I 2700 South Grand Avenue 1 Santa Ana, CA 927051 714-514-3565 City of San Juan Capistrano Statement of Qualifications November 2016 Asphalt concrete testing includes Hveem or Marshall Stability/Density, extractions and gradations, nuclear density testing, and determination of the temperature, quantities, and placement thickness of delivered materials. STRUCTURAL INVESTIGATIONS: Full Structural Investigation typically utilize non- destructive in-place strength testing (CA Test Method 356), combined with a structural materials investigation. The purpose of pavement investigation reports provide the City with cost effective design alternatives for street resurfacing and/or reconstruction, as conditions dictate, of the existing travel lanes, structural replacement sections. Typically utilizing a combination of in place deflection testing to define the current roadway strength combined with pavement core sampling to explore and define present street conditions, layer thicknesses and where detectable, prior resurfacing history. Pavement core data will be combined with laboratory soil strengths and projections of future traffic use to develop appropriate replacement sections. The existing sections will be compared to the required replacement sections, providing a basis for development of current structural needs and reinforcement requirements of the existing travel lanes. Falling Weight Deflectometer The LaBelle Marvin, Falling Weight Deflectometer (FWD), measures dynamic forces transferred to the pavement relative to typical truck and bus use. Deflection based strength measurements are utilized for roadway rehabilitation, pavement life projections, acceptance of completed construction projects, and measurement of impacts from traffic detours. Ground Penetrating Radar (GPR) LaBelle Marvin, is capable of measuring an entire roadway Faster and Safer using Ground Penetrating Radar (GPR). Each pavement layer is measured and documented, providing real time, thickness information. Data is utilized for quality assurance of new construction and structural evaluation of existing pavements. Optional surveys can be performed for the presence of buried railroad ties, hidden utility covers, pavement voids, overlaid Portland Cement Concrete, and shallow utility lines. Pavement Coring and Soil Borings LaBelle Marvin, provides the sampling of an existing roadway by the means of our coring and boring services. The sampling enables our engineers to measure a roadway's structural layer and analyze materials used. Samples are analyzed in our in-house laboratory for the design of rehabilitation methods. Typically data gathered by coring and boring are used in conjunction with "strength testing" by the Falling Weight Deflector, and "ground truthing" by Ground Penetrating Radar. LaBelle Marvin also provides Skid Testing and Profil og raph Testing for the measurement of ride quality and smoothness testing of a roadway. The purpose of this investigation was to provide a comprehensive evaluation of the current structural integrity of the travel lanes combined with developing corresponding structural section requirements in areas of required reconstruction. The measured structural conditions were combined with existing visible pavement distress and any existing geometric limitations or requirements for the development of final improvement recommendations. The investigation provided the evaluation of the present structural integrity of the existing northbound travel lanes. The corresponding southbound lanes are within the City of La Palma and are maintained by the City of La Palma. A significant challenge in designing suitable roadway improvements is the shared City limit with the City of La Palma generally conforming to the roadway centerline . While grade changes may be possible abutting existing raised median curbs, grade transitions are required to conform to adjacent City of La Palma roadway conditions. The field strength measurements and cross section structural thicknesses were compared to current and projected future traffic use providing a basis for development of improvement requirements to meet long-term City performance expectations . A challenge for rehabilitation of the roadway will be effective control or limiting of premature reflective cracking combined with the geometric limitations imposed by the existing crown, raised and landscaped medians and roadway cross slope. The planned improvements will join with previous City improvement of Valley View Street north of Caballero Boulevard. The scope of work included a combination of visual evaluation, pavement strength testing (FWD) and component analysis, field coring and boring sampling, laboratory analysis, pavement evaluation, and the final report.
