NOTICE IS HE=REBY GIVEN, that on the 17th day of May, 2016, at 6:00 P.M. in the City
Council Chamber, 32400 Paseo Adelanto, San Juan Capistrano, California, the City
Council will hold a public hearing on the following:
Proposed Development Agreement Amendment (DA) 16-001
Consideration of a Request for Approval of an Extension of the Amended and
Restated Development Agreement for the Pacifica San Juan Project
The applicant Pacific Point Development Partners, LLC has submitted a request to
extend the term of the January 16, 2014 Amendment and Restatement of the August 6,
1992 Development Agreement between the City of San Juan Capistrano and Pacific
Point Partner, for a seventy-two (72) month period ending on January 16, 2022. The
current Development Agreement is set to expire on January 16, 2017. The extension
would not materially change or expand the scope of the development allowable under
the original project approvals and the 2014 Amendment and Restatement. The project
site is the 257 --acre Pacifica San Juan planning area, General Plan -designated "Planned
Community," clesignated on the Official Zoning Map as "PC" (Planned Community), and
is subject to the provisions of the Forster Canyon Comprehensive Development Plan
(CDP). The project site is generally between the intersection of Camino Las Ramblas at
Avenida California and Vista Marina at Valle Road east of Interstate 5, south and east of
McCracken Hill, south of the San Juan Meadows project, and west of the Lomas San
Juan neighborhood.
On April 26, 2016, the Planning Commission adopted a resolution recommending City
Council apprcval the "Second Amendment to the Development Agreement" thereby
granting a 5 -year extension to the term of the agreement from January 16, 2017 to
January 16, 2022.
This project has been reviewed in accordance with the California Environmental Quality
Act (CEQA) and the City's Environmental Administrator has determined that the project
is exempt from further review. A Notice of Exemption (NOE) will be posted should the
project receivE� final approval.
Those desiring to be heard in favor of, or opposition to, this item will be given an
opportunity to do so during such hearing. Written information pertaining to this item
must be submitted to the City Clerk by 5:00 p.m., on Monday, May 16, 2016 at 32400
Paseo Adelanto, San Juan Capistrano, CA 92675. E-mail correspondence may be sent
