16-1101_SSC ENGINEERING, INC_D10_Agenda ReportCity of San Juan Capistrano Agenda Report TO : Honorable Mayor, and Members of the City Council FROM : ;;!'f'en Siegel, City Manager SUBMITTED BY: Steve May, Public Works and Utilities Director ,A...~ PREPARED BY : Mike Marquis, P.E., Associate Civil Engineer 1M~1 DATE : November 1, 2016 11/1/2016 010 SUBJECT: Consideration of a Professional Services Agreement for Design of the Capistrano Royal Pump Station Rehabilitation Project (CIP 17804) (SSC Engineering Inc.) RECOMMENDATION: By motion, approve and authorize the City Manager to execute a Professional Services Agreement with SSC Engineering, Inc., for Design of the Capistrano Royal Pump Station Rehabilitation Project (CIP 17804) in the amount not to exceed $51,700. EXECUTIVE SUMMARY: The Capistrano Royal pump station constructed in 1982 is in need of rehabilitation. The station is comprised of two 1 0-horsepower (HP) electric motor driven demand pumps, and a 100-HP diesel engine driven fire flow pump. The demand pumps are undersized and inefficient. The fire flow pump is undersized and leaking, and its engine is not reliable. Due to these factors and the age of the existing equipment, the station efficiency is very low. Staff prepared a request for proposals (RFP) for professional engineering design and construction inspection services for rehabilitation of the pump station. Staff solicited proposals from seven firms, and received four proposals. Staff recommends that the City Council approve a professional services agreement (Attachment 1) with SSC Engineering Inc. for design of the Capistrano Royal Pump Station Rehabilitation Project. DISCUSSION/ANALYSIS: Although construction inspection services were included in the RFP, they are not being included in the proposed contract at this time, since the exact nature of the construction City Council Agenda Report November 1, 2016 Page 2 of 3 inspection services will not be determined until the work is defined. The proposal results for design tasks only are summarized in the following table: Firm Name Labor Effort Proposal Fee (Hours) (Design Tasks) SSG Engineering Inc. 291 $51,700 PRP Engineering Inc. 400 $59,820 Civil Source Inc . 379 $61,578 Dexter Wilson Engineering 372 $61,800 After review of the proposals, staff determined that the most qualified firm to provide professional engineering design services for this project is SSG Engineering Inc. Their proposal presented a clear understanding of the project components and assigned a project team with demonstrated experience on similar projects. In addition, SSG Engineering has performed well on several design projects for other agencies in the past. The Agreement with SSG Engineering Inc. includes: • General administration, meetings and project schedule • Site investigation and evaluation of the existing pump station • A preliminary design report • Preparation of plans, specifications and cost estimates for the project. Staff recommends that the City Council approve a professional services agreement with SSG Engineering Inc. for design of the Capistrano Royal Pump Station Rehabilitation Project in the amount not to exceed $51,700 . FISCAL IMPACT: The not-to-exceed cost of these services is $51,700. The project budget has a remaining balance of $176,305.70, and no additional budget appropriations are necessary. ENVIRONMENTAL IMPACT: This action is not subject to the California Environmental Quality Act (CEQA) pursuant to section 15060(c)(3) of CEQA Guidelines because the activity is not a project as defined in Section 15378 of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, and the design of the project has no potential for resulting in physical change to the environment, directly or indirectly. PRIOR CITY COUNCIL REVIEW: No prior City Council Review. City Council Agenda Report November 1, 2016 Page 3 of 3 COMMISSION/COMMITTEE/BOARD REVIEW AND RECOMMENDATIONS: The Utilities Commission recommended approval of a Professional Services Agreement with SSC Engineering Inc. at its regular meeting on October 18, 2016. This proposal is to provide engineering and construction support services for a completed and successful project as described below. A fee estimate is submitted in a separate envelope. SSC will not enter into any Joint Ventures for this project. SSC has insurance to cover the requirements in the RFP, and will provide certifications necessary to the City. We have reviewed and understand the requirements in the RFP and take no exceptions. The proposal also addresses the Pre-proposal meeting questions and City's responses. This proposal is an offer and in affect for a 90-day period. I. 0 PROJECT DESCRIPTION Background Information Capistrano Royale Pump Station (PS) was constructed over 32 years ago. It pumps from the 574N Zone to the 663N northern most Zone. The PS is the only source of water supply to the 663N Zone. The 663N Zone is a closed system and because of that the PS utilized a hydro pneumatic tank to affectively meet the varying water demands and pressures to the 663N Zone. We spoke to operators to gain a clear understanding of the issues. It was apparent that PS had operational problems. The station's pumps cycled up to an unbelievable 250 to 500 times per day. Motors cannot handle this as a typical rule of thumb is a max of 6 starts per hour. The stations electrical equipment was being taxed by poor operation, tripping relays and switches often. It caused operators have to be present to fix problems beyond normal increasing labor costs. The hydro tank was removed and pumps are controlled to operate full time. Pressure set points were adjusted to Band-Aid the problems. The current operation runs the pumps continually and when pressures build up pressure relief allows the water to pump in a loop back to the suction side of the pumps. The fire pumps system needs upgrading to ensure the homes are protected. The minimum sizing goals for the PS were determined by the City's Domestic Water System Master Plan (DWMP).
