16-0929_ENVIRONMENTAL COMPLIANCE INSPECTION SERVICES_Memo from PW DeptMEMORANDUM September 29,2016 TO Ben Siegel, City Manager FROM:Steve May, PublicWorks and Utilities Preparcd by: Joe Mankawich, Associate SUBJECT: Fats, Oils, and Grease Agreementfor FOG and and extension to Professional Services Inspection of Food Service Establishments. The City Council, at its April T, 2009, meeting, adopted the City's first FOG (Fats, Oils and Grease) Ordinance (Ordinance No. 956), in order to meet the mandates of the Porter-Cologne Water Quality Control Act. The Ordinance protects the City's waters by enforcing Food Service Establishment (FSE) Best Management Practices (BMP's) that reduce grease from entering the City's sanitary sewer systems, thereby reducing the likelihood of sewer overflows into the stream. Our FOG program was improved last year by the hiring of a consultant Environmental Compliance Inspection Services (ECIS) to perform the FOG inspections. They also perform NPDES inspections of the City's Food Service Establishments (FSE's). Prior to this, the City's Building lnspector's and Code Enforcement Officers were performing this work. The Personal Services Agreement with ECIS was written with an option to extend the contract for two additional years. Staff is recommending that we approve a one year extension.
