15-0818_ORANGE COUNTY TRANSPORTATION AUTHORITY_Agenda Report_F13- 8/18/2015 F13 City of San Juan Capistrano Agenda Report TO: Honorable Mayor and Members of the City Council FROM: George Alvarez, P.E., City Engineer YJ DATE: August 18, 2015 SUBJECT: Consideration of Approval of an Agreement with the Orange County Transportation Authority to Install a Second Eastbound Left -Turn Lane on Del Obispo Street and Camino Capistrano; and Adjustment to the Fiscal Year 2014-2015 Capital Improvement Program (CIP 16103) RECOMMENDATION: By motion, 1) Authorize the City Manager to execute an Agreement with the Orange County Transportation Authority to install a second eastbound left -turn lane on Del Obispo Street and Camino Capistrano; and, 2) Increase funding for CIP 16103 by $7,000 and recognize the Grant Funding in the amount of $28,160; and, 3) Approve an adjustment to the Fiscal Year 2015/2016 Capital Improvement Program to reduce Measure M funding from $25,000 by $21,160 down to $3,840 in Measure M funds as the City's match to the grant. EXECUTIVE SUMMARY: The Orange County Transportation Authority (OCTA), in partnership with the City and the Southern California Regional Rail Authority (SCRRA), has been working collaboratively to improve the traffic circulation of the Del Obispo Street railroad crossing. In order to improve the traffic circulation, SCRRA has retained the professional traffic engineering services of a consultant to conduct a study and prepare a report to recommend improvements to the queue cutter traffic signal operation at the Del Obispo Street railroad crossing. OCTA, SCRRA, and the City have been reviewing the draft reports and providing comments. One of the recommendations in the traffic report is the installation of a second eastbound left -turn lane on Del Obispo and Camino Capistrano to reduce the City Council Agenda Report August 4, 2015 Page 2 of 3 number of unnecessary queue cutter traffic signal activations that cause traffic delays. The City has requested OCTA to fund this improvement which is estimated to cost $32,000. OCTA will be submitting a Cooperative Agreement with the City that defines the scope of work for the project. Staff recommends that the City Council authorize the City Manager to execute the Agreement with OCTA. Once the Agreement is executed, staff will finalize the plans and specifications and install the second eastbound left -turn lane within forty-five (45) days. DISCUSSION/ANALYSIS: The City, OCTA, SCRRA have been working to improve the traffic circulation at the Del Obispo Street railroad crossing. Reducing travel delay at this location has been a high priority of the City Council. For the past seven (7) months, data collection, video recording, field observations, and research have been conducted to prepare a report and provide recommendations to reduce the number of unnecessary queue cutter traffic signal activations. The report found that a significant number of queue cutter traffic signal activations occur when there is no train crossing Del Obispo Street. This has been one of the primary causes of traffic delay. Public Works and Utilities Department staff has recommended that the installation of a second eastbound left -turn lane on Del Obispo and Camino Capistrano be included in the traffic report prepared by the SCRRA's traffic consultant. The second left -turn lane is now one of the recommendations in the traffic report and is estimated to reduce the number of unnecessary queue traffic signal activations by 16%. City staff has requested OCTA to fund the second left -turn lane and they have agreed to fund 88% of the total project costs including design, construction, and inspection. The remainder 12% will be funded with Measure M2 local turnback funds. The City, OCTA, and SCRRA are continuing to meet, discuss, and work together to recommend solutions to improve the queue cutter traffic signal operation and other improvements. Once the City, OCTA, and SCRRA agree on the final recommendations, they will be presented at a future City Council meeting. All three agencies are working diligently to finalize the traffic report. FISCAL IMPACT: The Fiscal Year 2015-2016 Capital Improvement Program includes $25,000 of Measure M2 funding. The revised total cost is now projected to be $32,000. The OCTA will provide Grant Funding in the amount of $28,160, and the match funds are $3,840 in Measure M2 funds for a total of $32,000.
