Consideration of Approval of Amendment No. 1 to the Personal Services Agreement for Final Design for the
Northwest Open Space Community Park Project (NUVIS Landscape Architecture and Planning) and
Appropriation of Funds (CIP 09209) --Item No. 010
Dear Council members:
I learned about the request for additional expenditures for the Northwest Open Space "Putuidem project" as a Parks,
Recreation, Youth & Senior Services Commission member however, I am writing to you as a private citizen .
I have two concerns about this request for additional funding. One is that the Putuidem Project started out at the same
cost as the most recent, previous NWOS planned project. Now I understand that the vendor, NUVIS has added more
plants which has significantly increased the cost of the project.
My other concern is an ethical one, in that NUVIS is owned and/or co-owned by Robert Cardoza, who as the Vice Chair of
the Design Review Committee, is likely aware of the budget constraints (or should be), and whose work may create a
conflict of interest, or the appearance of an ethical conflict.
With these thoughts in mind, I respectfully request that the Council consider other contractors for the Final Design of the
project, and to carefully review whether the additions are essential or a necessity, given how much it inflates the cost of
the project.
