It is a policy of the City Council that the following guidelines for conduct shall be
adhered to by all participants to include: players, coaches, officials, parents and spectators
using the City of San Juan Capistrano athletic facilities. This policy governs all sports
organizations, schools, groups, or individuals utilizing City facilities as well as
City-sponsored youth or adult sports league.
Prior to, during, and following each practice and game, players, coaches, parents,
and spectators shall:
5. Strive to promote and maintain good sportsmanship and attitude.
6. Treat all players, coaches, officials, parents, and spectators with respect
regardless of ability, race, creed, gender, or religion.
7. Refrain from using abusive, profane, obscene or vulgar language or gestures in
any manner.
8. Refrain from heckling or taunting an official, coach, player, or spectator.
9. At no time threaten to, or engage in pushing, shoving, striking, kicking, spitting,
at an official, coach, player or spectator.
10. Promote and comply with a drug, alcohol, and tobacco free environment.
11. Refrain from objectionable demonstrations regarding the decision of an official.
12. Adhere to all Community Services Department league rules and regulations
governing play and City athletic facilities.
The Director of the Community Services Department will have the authority to
suspend or bar any individual and/or teams from use of City athletic facilities or
participation in City sponsored youth and adult sports leagues, as a result of any non-
compliance to this policy.
