It is the policy of the City to require construction activity to occur during night time
hours on heavily traveled streets within San Juan Capistrano in non-residential
neighborhoods. The purpose of this policy is to minimize or avoid where possible adverse
traffic impacts that may occur because of heavy day time traffic. The City's requirement for
construction activity to occur during night time hours should be a contract requirement for
contractors bidding on City construction projects.
Night time work shall be mandatory on projects such as full width street overlays or
other projects which would otherwise create severe traffic impacts on the following streets:
Junipero Serra Road
El Camino Real from Acjachema Street to Forster Street
Yorba Street
Forster Street
Ortega Highway from Camino Capistrano to I-5 Southbound Ramps
Del Obispo Street from Ortega Highway to Paseo Adelanto
Paseo Adelanto
Camino Capistrano from La Zanja to South City Limits
Stonehill Drive
Calle Aviador
Calle Perfecto
Relief from the requirement of night time work may be granted by the City Manager
on a case-by-case basis, based upon the type of work to be done and based upon projects
where there is a need to maintain continuous traffic control during day time and night time
hours. Minor utility work by permit is exempt from this policy.
