CCP303 Recognition councilmembersCITY OF SAN JUAN CAPISTRANO COUNCIL POLICY Subject: Effective Policy Page Date Number COUNCIL RECOGNITION 1 of 2 5/19/92 303 It is a policy of the City Council that outgoing City Council Members receive recognition as described in the following "Policy for Honoring Former Council Members": POLICY FOR HONORING FORMER COUNCIL MEMBERS The traditional commendation given to Council Members in recognition of the time and effort spent at their jobs focuses on four items: 1. Plaque and gavel -- for Mayor 2. Resolution of Commendation -- for all Council 3. Retirement Badge -- for all Council 4. Portrait - for all Council Council Members terminating their term of office will receive the following: 1. Plaque and Gavel -- At the end of the Mayor's term of office, the City will present a commemorative plaque designed so that the Mayor's gavel may be attached to or removed from the plaque as desired. The dates served as Mayor will be inscribed on the plaque. 2. Resolution -- A resolution of commendation duly passed and adopted by the City Council will be presented to outgoing Council Member. The resolution will cite the dates of service and summarize their Councilmanic endeavors. 3. Badge -- The "active" identification badge carried by the Council Member shall be returned to the City and permanently attached to a plaque for display. 4. Portrait -- The color portrait of the Council Member on display in City Hall will be presented to the outgoing Member. The portrait on display for service as Mayor will remain with the City. Other infrequent circumstances under which a Council Member may leave office include recall, death, resignation under pressure, or felony conviction. The following policy will be followed in these circumstances. Posthumous Recognition Posthumous recognition will be given by presenting the resolution of commendation and Mayor's gavel and plaques (when appropriate) to the family of a deceased Council Member. Resignation Under Pressure If a Council Member relinquishes office while under a formal charge for a felony act or for any offense involving a violation of his official duties, the recognition will not be given, unless and until there is a determination of innocence of the individual by a court of competent jurisdiction. Felony Conviction If a Council Member is removed from office due to a conviction of a felony or any offense involving a violation of official duties, the individual will forfeit all rights and privileges of the office and will not be accorded any recognition by the City upon leaving office. ###
