It is a policy of the City Council to recognize civic-minded individuals, visiting
dignitaries, and community organizations for various contributions to the community. This
awards program outlines the various types of recognition which the City Council may wish
to bestow and the circumstances under which they may be presented.
Citizen and Organizational Recognition
The following awards are appropriate for presentation to civic-minded individuals
and organizations in recognition of their service to the community. They may be presented
at City Council meetings or at other formal events where the individual's or group's
achievement is being recognized.
The Certificate of Achievement serves to recognize outstanding individual or group
achievement on behalf of the community. This certificate is appropriate for presentation to
members of youth scouting organizations, to members of organized athletic teams
competing at state or regional athletic events or for presentation under any circumstance
deemed appropriate by the City Council. Any Council member may nominate a candidate
to receive this award. This nomination must be approved by a majority of the City Council.
The award is signed by the Mayor, but may be presented by any Council member. This
document may be presented "as is," framed or "perma-plaqued" at the discretion of the
City Council.
The Community Service Award is presented by the City Council to citizens or
organizations whose contribution to the community is significant. The presentation of this
award recognizes a level of achievement beyond that needed for a Certificate of
Achievement. Any Council member may nominate a candidate to receive this award. This
nomination must be approved by a majority of the City Council. The award is signed by the
Mayor, but may be presented by any Council member. This document may be presented
"as is," framed or "perma-plaqued" at the discretion of the City Council.
The Resolution of Commendation is the "highest award" given by the City Council.
This document is presented to individuals or organizations to recognize noteworthy
financial or service contributions to the community, outstanding bravery or meritorious
service in a crisis or emergency, or to recognize special contributions for extraordinary
service to the civic affairs of the City. Any Council member may nominate a candidate to
receive this award. This nomination must be approved by a majority of the City Council.
The award is signed by the entire City Council, but may be presented by any Council
member. This document may be presented "as is," framed or "perma-plaqued" at the
discretion of the City Council.

Commissioner and Board Member Recognition
It is a policy of the City Council to recognize City Commission and Board members
upon leaving office for their service to the community. Commission and Board members
shall be presented with a specially designed wood plaque indicating the appreciation of the
City Council.
Recognition of Visiting Dignitaries
It is a policy of the City Council that prominent officials or dignitaries from out of
state or from foreign countries who visit San Juan Capistrano on official business receive a
fitting remembrance of their visit to the City. An appropriate remembrance shall be
determined by the City Council, and may include a tile plaque embossed with the City seal,
"keys" to the City, or a Certificate of Commemoration presented by the City Council.
This certificate is signed by the Mayor, but may be presented by any Council members.
Officials from cities which have established a formal "Sister City" relationship with
San Juan Capistrano shall receive the tile plaque embossed with the City seal, in addition
to other gifts deemed appropriate by the City Council.
When time limitations do not permit official Council action, the Mayor is hereby
authorized to assess the merits of individual circumstances, and to issue suitable
recognition symbols on behalf of the City to honor visiting dignitaries, individuals or
organizations, consistent with Council policy. These recognition symbols may be presented
at a City Council meeting or at any time deemed appropriate by the City Council.
