It is a policy of the City Council that the following guidelines will be utilized for
maintaining a vendor permit waiting list and for processing new vendor permit
applications and renewal applications. In order to preserve the peace, safety, and
welfare of the community, no more than fifteen (15) active vendor permits for vending
from vehicles shall be in effect at any time within the City.
Vendor Permit Waiting List
The City shall maintain a vendor permit waiting list (Exhibit 1) for the registration
of anyone wishing to obtain a vendor permit. The list shall be utilized by staff to
determine the order of eligibility for accepting and processing new vendor permit
applications. The following information shall be required for registration on the
vendor permit waiting list.
1. Company name
2. Name of owner/company representative
3. Mailing address
4. Phone number
5. Date of registration
Registration on the waiting list shall not be a guarantee of license issuance. The
vendor permit waiting list shall be valid for one year, and notices shall be sent to
current registrants of a list, prior to the list expiration, with registration instructions
for the next year’s list.
New Vendor Permit Applications
In the event of a vacancy on the active vendor list, which can occur as a result of
one or more of the following conditions,
1. Revocation of a vendor permit
2. Non-renewal of a vendor permit
3. Voluntary forfeiture of a permit by a vendor
staff shall send a twenty-one (21) day Notice of Eligibility to Apply (Exhibit 2),
applications and filing instructions, by certified mail to the individual/company
whose name appears at the top of the vendor permit waiting list.

The following documents shall be required by the City for all new vendor
applications:
1. Completed business license application
2. Completed vending permit application
3. Dept. of Justice fingerprint cards for all owners/operators
4. Certificate of Insurance as required by the City
5. Payment of all applicable processing and license fees
6. Payment of Code Enforcement fee
7. Other documents as may be required by the City
If the new vendor applicant fails to submit all required documents within twenty-
one (21) days from the date of mailing of the Notice of Eligibility to Apply, or fails
to contact the City in some manner, they will be removed from the vendor permit
waiting list, and notification will be sent to the next individual/company on the list.
Vendor Renewal Applications
Thirty (30) days prior to the expiration of a vendor permit, the City shall send by
certified mail, a renewal letter (Exhibit 3) and renewal application to the owner of
record for the permit. The owner shall be required to submit the following items
prior to the permit expiration date:
1. Completed vending permit application
2. Dept. of Justice fingerprint cards for all owners/operators
3. Certificate of insurance (if approaching expiration date)
4. Payment of all applicable processing and license fees
5. Payment of Code Enforcement fee
6. Other documents as may be required by the City
If the owner fails to renew or respond on or before the permit expiration date, a
fourteen (14) day notice (Exhibit 4) will be sent. If the owner fails to renew within
fourteen (14) days from the date of mailing of the notice, the vendor will be
removed from the active vendor list and a Notice of Eligibility will be sent to the
next individual/company registered on the vendor permit waiting list.

This list is for the registration of individuals/companies interested in applying for a City of San Juan Capistrano vendor
permit. In the event of a vacancy on the active vendor listing, the City will mail notification and applications, to the first
individual/company listed below. Notices will be sent on a first come, first served basis. This list shall be valid for one
calendar year.

Thank you for your interest in obtaining a vendor permit with the City of San Juan
Capistrano. This letter is to inform you that you are now eligible to apply for a permit
due to a recent vacancy on the active vendor list. Enclosed with this letter are a
business license application and fee schedule, vendor permit application and copy of
the vendor ordinance. It is important that you submit the items listed below, within
twenty one (21) days from the date of this letter, to retain your eligibility status:
1. Completed business license application
2. Completed Vending Permit application
3. Department of Justice fingerprint cards for all owners/operators (Form
BID-7)
4. Certificate of Insurance as required under Sec. 4-7.06 of the vendor
ordinance
5. Payment of all processing fees and license fees
6. Payment of Code Enforcement fee
Failure to respond to this notice will result in your removal from the vendor permit
waiting list. Please contact me at (949) 443-6304 if you have any questions regarding
the application process, or if you no longer are interested in obtaining a vendor permit.
Again, it is important that you respond within twenty one (21) days to retain your
eligibility.

Enclosed is your 200x vending permit renewal application. Your current application
expires on , 200x. A copy of the vendor ordinance is also enclosed.
Please note any changes in the vendor regulations and requirements. To renew your
permit, please follow the instructions below:
1. Verify that the pre-printed information on the application is correct.
Please provide any information which is not pre-printed, and make sure
to list each employee/operator and each vehicle to be used for vending
in the City.
2. Department of Justice fingerprint cards are required for every owner,
operator and employee listed on your application along with a $48.00
processing fee for each card.
3. A Code Enforcement fee of $300.00 must be submitted annually with
your renewal.
4. Insurance policies must be in effect and current. A new certificate of
insurance must be submitted with your renewal prior to the policy
expiration date.
Your completed renewal application and the required documents must be submitted no
