Resolutions No. 70-1-22-1 and 75-4-2-6 , determined that the City
should undertake all necessary and proper measures to determine
whether the areas of the Capistrano Valley Water District lying
outside of the boundaries of the City can and should, in
accordance with sound municipal growth and the will of the
residents, be annexed to the City and established conditions
under which said annexations should proceed; and,
WHEREAS, LAFCO has adopted partial spheres of influence
for the City in the north and west San Juan Capistrano area,
parts of which have been recently annexed to the City; and,
i
WHEREAS, subsequently, in November 1974 , LAFCO adopted
a policy of requiring that properties annexed to a special
district be also annexed to an adjacent city where practicable
and desirable to provide efficient governmental services; and,
WHEREAS, the County of Orange has encouraged
unincorporated communities of the County to consider annexation
to existing cities as an alternative to incorporation or the
formation of community service districts; and,

adjacent to the City of San Juan Capistrano have expressed an
interest in annexation to the City and are considering annexation
as a viable alternative to incorporation or the formation of

WHEREAS, tho annexation of one or more of these
existing unincorporated communities to the City of San Juan
Capistrano would result in a significant population and
geographic increase of the City; and,
WHEREAS, this City Council believes that in order to
ensure orderly municipal growth and to preserve and maintain
community values and the quality of life within the community,
that there should be an annexation policy with certain
established criteria including continuance of the City' s
