It is a policy of the City Council that all Agenda Items to be considered by the City
Council shall include a recommendation from staff based on their analysis of the issue.
Agenda Items to be considered by City Commissions and Boards shall also contain a
recommendation from staff.
When the City Council considers an Agenda Item which has already been reviewed by
a Commission or Board, the recommendation of the Commission or Board shall be
included in the Agenda Item report. If the recommendation of the Commission or Board
is different than the recommendation which was made by staff, one of three things will
occur:
1. Based upon analysis of new evidence brought before the Commission or
Board, or based upon insight presented by the Commission or Board
members, staff will change their recommendation to make it consistent with
the Commission or Board recommendation; or,
2. Based upon re -analysis of the issue, if staff finds no new evidence which
would convince them to change their recommendation, staff will present the
same recommendation in the Council Agenda Item, however, the
recommendation made by the Commission or Board will be clearly stated in
the Agenda Item report, along with the minutes of the action; or,
3. Based upon re -analysis of the issue, a new staff recommendation will be
made to the City Council in the Agenda Item which is different from both the
Commission or Board recommendation and the original staff
recommendation.
The only exception to this policy is in the case of Council appointments to Commissions,
Boards, and other non -ad hoc positions. Such Agenda Items will state "Council
discretion" under Recommendation.
