NOTICE INVITING BIDS Camlno Capistrano Attilstle Arsna Court Rasurfacing CIP 15304 31422 - 31518 Camlno Capistrano, San Juan Capistrano, CA
The City of San Juan Capistrano ("City") will receive in a sealed envelope plainly marked on the outside "SEALED BID FOR CONSTRUCTION OF CAMINO CAPISTRANO ATHLETIC ARENA COURT RESURFACING CIP 15304 - DO NOT OPEN WITH REGULAR MAIL" for the Camlno Capistrano Athletic Arena Court Resurfacing Project - CIP 15304 ("Project") at the City Clerk's Office, San Juan Capistrano City Hall, 32400 Paseo Adelanto, San Juan Capistrano, California, no later than February 23rd, 2016, at 2:00PM, at which time or there-after said Bids will be opened and read aloud. Bids received after this time will be returned unopened. Bids shall be valid for sixty (60) calendar days after the Bid opening date.
Bids must be submitted on the City's bid forms. Contract Documents may be Inspected without charge at the Public Works Department, City of San Juan Capistrano, 32400 Paseo Adelanto, San Juan Capistrano, CA 92675. Complete sets of Contract Documents may be purchased from the Coastal Blue on-line plan room at http://www.ooastalblue.com, 33091 Calle Perfecto, Suite B. San Juan Capistrano, CA 92675, (949) 240-9911 at a cost of ap-proximately $26.00. Additional fees may apply for mailing or local delivery of sets of docu-ments by Coastal Blue.
Bids must be accompanied by cash, a certified or cashier's check, or a Bid Bond In favor of the City in an amount not less than ten percent (10%) of the submitted Total Bid Price. Each Bid shall be accompanied by the security referred to in the Contract Documents, the Non-Colluslon Declaration, the Designation of Subcontractors, and all additional documen-tation required by the Instructions to Bidders.
The successful Bidder will be required to furnish the City with a Performance Bond and a Payment Bond, each equal to 100% of the successful Bid, prior to execution of the Con-tract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and Is ad-mitted by the State of California. The cost of said bonds shall be Included In the Bid amount.
Pursuant to Public Contract Code section 2230O, the successful Bidder may substitute cer-tain securities for funds withheld by City to ensure his performance under the Contract.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages In the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful Bidder, copies of which are on file and will be made available to any Interested party upon request at the of-fice of the City Clerk or online at http://www.dlr.ca.gov/dlsr. A copy of these rates shall be posted by the successful Bidder at the job site. The successful Bidder and all subcontractor(s) under him, shall comply with all applicable Labor Code provisions, which Include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them In the execution of the Contract, the employment of appren-tices, the hours of labor and the debarment of contractors and subcontractors.
Pursuant to Labor Code sections 1725.5 and 1771.1, all contractors and subcontractors that wish to bid on, be listed In a bid proposal, or enter into a contract to perform public work must be registered with the Department of Industrial Relations. No bid will be accepted nor any contract entered Into without proof of the contractor's and subcontractors' current registration with the Department of Industrial Relations to perform public work. If awarded a Contract, the Bidder and Its subcontractors, of any tier, shall maintain active registration with the Department of Industrial Relations for the duration of the Project.
This Project Is subject to compliance monitoring and enforcement by the Department of In-dustrial Relations. In bidding on this project, it shall be the Bidder's sole responsibility to evaluate and Include the cost of complying with all labor compliance requirements under this contract and applicable law In Its bid.
Each Bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed In the following appropriate classlflcatlon{s) of contractor's license(s), for the work Bid upon, and must maintain the llcense(s) throughout the duration of the Contract: Glass A or Class B or C-61 / D47.
A "MANDATORY" Pr6-Bld Conference Is scheduled for February 16th at 10:00 A.M. to re-view the Project's existing conditions at the Project Site. Representatives of the will be present. Questions asked by Bidders at the Pre-BId Conference not specifically addressed within the Contract Documents shall be answered In writing, and shall be sent to all Bid-ders present at the Pre-BId Conference. Bids will not be accepted from any bidder who did not attend the mandatory Pre-BId Conference.
Pursuant to Public Contract Code section 3400(c), the City may make findings designating certain materials, products, things, or services by specific brand or trade name, If such findings have been made for this Project, the findings and the materials, products, things, or services and their specific brand or trade names will be set forth In the Special Condi-tions.
The City shall award the Contract for the Project to the lowest responsive, responsible Bid-der on the basis of the Base Bid alone. The City reserves the right to reject any or all Bids or to waive any Irregularities or Informalities In any Bids or in the Bidding process.
