CITY OF SAN JUAN CAPISTRANO: CITY HALL RELOCATION FEASIBILITY STUDY
FEE PROPOSAL

Griffin Structures' Fee Proposai is based on aii reasonabie costs necessary to perform professionai program
management services for the city of San Juan Capistrano. For these requisite services, Griffin Structures proposes the
foilowing:
Total Services: $8,750 (eight thousand seven hundred fifty doiiars)
Reimbursabies: $200 (two hundred dollars)
The proposed lump-sum fee is fully burdened and include overhead, profit, taxes, and benefits. We reserve the right to
reallocate hours between staff members and tasks in order to accomplish the overall objectives and requirements for
the project.
SCOPE OF SERVICES
The Griffin team will engage in a week long assessment to determine the feasibility of relocating city hall into an existing
building identified as the Cavalry Chapel located at 3162 Ei Camino Real, San Juan Capistrano, CA, 92675. The nature
of this feasibility study wiii fall into the following categories:
Capacitv: Griffin will review the former needs assessment document produced in 2005 and update staffing with City.
Using modern, industry standards for government space planning. Griffin will compare future needs produced in 2005
with adjusted staffing levels. The Griffin team wiii then review the existing Cavalry Chapel for its capacity to be
repurposed as the new San Juan Capistrano City Hail from a spatial, access, security, and parking perspective.
Cost: Based on a detailed walk through of the Cavalry Chapel, the Griffin team will provide its best judgment on the
renovation costs required to develop this building into the City Hall. Given the nature of this exercise, a number of
assumptions regarding structural systems, mechanical systems, electrical systems, and plumbing wiii be made to
determine a rough order of magnitude cost. The Griffin team wiii provide this as a total project budget, inclusive of
construction costs and soft costs for architecture / engineering fees, materials testing / inspection, construction
management services, and related costs.
Schedule: The Griffin team will produce a project schedule based on discussions with the City on anticipated / potential
purchase of the Cavalry Chapel. This wiii include time for procurement of design and construction professionals, the
design phase, demolition periods, construction periods, cioseout, and other relevant information.
Griffin will package this information into an executive report for the City's review by EOD Thursday, August 13, 2015.
