Resolution Number 15-05-05-03 RESOLUTION NO. 15-05-05-03 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, INITIATING CONSIDERATION OF AN AMENDMENT TO THE GENERAL PLAN HOUSING ELEMENT, TABLE 25: SITES INVENTORY TABLE AND CORRESPONDING DETAILS, AND AMENDING THE GENERAL PLAN LAND USE DESIGNATION OF THE CITY HALL SITE (PORTION OF APN NO. 668-101-10) FROM QUASI- INDUSTRIAL TO VERY HIGH DENSITY RESIDENTIAL WHEREAS, the City's General Plan Housing Element requires that all jurisdictions facilitate housing development by providing opportunities for housing development, including units that can accommodate all income levels of the City's Regional Housing Needs Allocation (RHNA); and WHEREAS, on January 21, 2014, the City adopted the 2014-2021 General Plan Housing Element and approved General Plan Amendments and the rezoning of several housing sites; and WHEREAS, the General Plan Housing Element Sites Inventory approved on January 21, 2014, does not contain sufficient sites to meet the City's RHNA; and WHEREAS, State Housing Element Law requires that the City maintain a sites inventory that can accommodate its share of the regional housing need (RHNA) throughout the planning period (2014-2021); and WHEREAS, six (6) additional sites have been identified as potentially being added to the General Plan Housing Element Sites Inventory (Table 25) to address the City's RHNA shortfall; and WHEREAS, one (1) of the proposed new sites, the City Hall site (APN No. 668- 101-10), has a General Plan designation of Quasi-Industrial and requires a General Plan amendment to change the designation to Very High Density to be able to accommodate the City's RHNA shortfall for lower-income units; and WHEREAS, Section 9-2.307 of Title 9, Land Use Code requires that the City Council initiate consideration of all General Plan Amendments; and WHEREAS, the proposed General Plan Amendment will not result in the City exceeding the limit of no more than four amendments to the General Plan per calendar year as stipulated in Section 9-2.307 of the Title 9, Land Use Code; and NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of San Juan Capistrano hereby formally initiates consideration of a General Plan Amendment to the Housing Element Sites Inventory Table (Table 25) and Corresponding Details, and Amending the General Plan Land Use Designation of the City Hall site (2.5 acre portion of APN No. 668-101-10) from Quasi-Industrial to Very High Density Residential, and refers the matter to staff for study and analysis, and to the Planning Commission for a recommendation. i 5/5/2015 PASSED, APPROVED AND ADOPTED this 51" day of May 2015.
