Resolution Number 14-03-18-05 RESOLUTION NO. 14-03-18-05 _ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA IMPLEMENTING CONSERVATION MEASURES IN RESPONSE TO 2014 DROUGHT CONDITIONS, CALLING FOR A VOLUNTARY REDUCTION IN WATER USAGE WHEREAS, Governor Brown issued a Proclamation of State of Emergency on January 17, 2014, in response to the State of California experiencing drought conditions; and WHEREAS, the State of California is experiencing record dry conditions, with 2014 projected to become the driest year on record, and is facing severe drought conditions in numerous communities that threaten residents, agriculture, and our business community; and WHEREAS, the Proclamation calls on Californians to reduce water usage by 20 percent; and WHEREAS, the Proclamation also calls upon local agencies to implement local water shortage contingency plans in order to avoid or forestall outright restrictions that could become necessary later in the drought season; and WHEREAS, on September 2, 2008, the City adopted Ordinance No. 941 establishing Chapter 12 of Title 6 of the San Juan Capistrano Municipal Code pertaining to water conservation which contains provisions to reduce water consumption and conserve supplies; and WHEREAS, while Southern California has devoted decades to planning, water conservation policies, construction of facilities, and billions of dollars of investment, there are steps that can be taken by all to assist the State during this drought period; and WHEREAS, during the emergency, Californians need to work together to reduce water usage, and extend water reserves. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of San Juan Capistrano does hereby determine the following: Section 1. That the foregoing Recitals of this Resolution are true and correct and are hereby incorporated into this Resolution as though fully set forth herein. Section 2. The City Council does hereby encourage all of its customers to voluntarily reduce their water usage by 20 percent as called upon by the Governor in order to help the State get through this dry period, extend available water reserves, and help reduce the severity of potential water shortages in the future. J Section 3' The City Council directs City staff to develop an education and outreach plan to inform customers about the drought. Section 4. The City Council directs City staff to develop regional coordination with the South Orange County Agencies Reliability Planning Group.
