NOTICE INVITING PROPOSALS
Public notice is hereby given that the City of San Juan Capistrano will, up to 2:00 p.m., on the 71th day
of August, 2013, receive sealed proposals or bids for the EI Camino Real at Don Juan Avenue
Retaining Wall Project(CIP No. 07111), in accordance with the approved Plans, Specifications, Special
Provisions, and the Standard Specifications for Public Works Construction, 2009 Edition, including all
supplements therefore, on file in the office of the City Clerk of the City of San Juan Capistrano,
California. Bids will be received until the time herein before stated at the City Clerk's office, San Juan
Capistrano City Hall, 32400 Paseo Adelanto, San Juan Capistrano, California.
The work to be done consist of constructing a precast modular block gravity retaining wall along the
westerly slope of EI Camino Real between the ingress and egress driveways of the Capistrano Unified
School District facility located at 31422 Camino Capistrano, and establishing a landscaped parkway
along the west side of EI Camino Real within the prescribed project limits. The work will include, but not
limited to, any public notification, utility coordination, protection of existing facilities, miscellaneous area
clearing and grubbing, tree removals, surveying, trench excavation and backfilling,site preparation and
grading, preparing foundation soil, preparing the back-cut conditions,furnishing and installing leveling
pad and backfill to the lines and grades shown on the construction drawings, furnishing and installing
foundation drain, sub-drain and other wall-related drainage systems, connection to existing water
facilities, miscellaneous asphalt and concrete work, landscaping and irrigation installation, implementing
site best management practice (BMPs) for erosion and sedimentation control, public safety, traffic
control/warning devices, and all other appurtenant work necessary to construct the improvements as
shown on Contract Plans.
No bids will be received unless it is made on a proposal provided within these specifications. Any
person desiring to submit a bid proposal in response to this bid package must first purchase the bid
package. Each proposal or bid must be accompanied by a certified check, cash, cashier's check, or
bidder's bond payable to the City of San Juan Capistrano in the sum of not less than ten percent(10%)
of the total bid amount.
The bid check, cashier's check or bidder's bond of the successful bidder will be forfeited to the City of
San Juan Capistrano in the event such successful bidder fails to enter into the required contract within
15 days after the written notice that said contract has been awarded to him for the work.
Exclusive of written addenda, the City of San Juan Capistrano shall not be responsible for any
instructions, explanations, or interpretation of the plans, specifications, and contract documents
presented to the bidders in any manner.
The successful bidder, simultaneously with the execution of the contract, will be required to furnish a
Faithful Performance Bond equal in the amount of one-hundred percent (100%) of the contract price.
The surety bond company must be selected from among the surety companies set forth in the Standard
Specifications.
The City Council reserves the right to reject any and all bids received and to compare the relative merits
of the respective bids and to choose that, which in the opinion of the City of San Juan Capistrano, will
best serve the interests or needs of the City of San Juan Capistrano.
A time limit of sixty (60) calendar days has been set for the completion of the work, from the date of
the Notice to Proceed.

BIDDERS ARE HEREBY NOTIFIED THAT, pursuant to the Labor Code of the State of California,
copies of the prevailing rate of per diem wages, as determined by the Director of the State Department
of Industrial Relations, are on file in the office of the City Clerk and shall be made available to any
interested party on request.
Copies of plans and specifications are on file in the office of the City Clerk of San Juan Capistrano,
32400 Paseo Adelanto, San Juan Capistrano, California. Copies of the plans and specifications for use
in preparing bids may be obtained at the Office of the City Clerk, San Juan Capistrano, at the address
shown above. One set of plans and specifications is available for each general contractor proposing to
submit a bid for said work. A charge in the amount of$40, non-refundable, is required for obtaining
each set of plans and specifications. There will be a$10 charge for postage and handling on all plans
and specifications mailed.
Invitation to bid, current plan holders list and recent bid results are available for viewing and/or
download by accessing the City's website at http://sanjuancapistrano.org and clicking on the following

Each bidder shall state the California Contractor's License Number and Classification of such bidder so
bidding; as no bid will be accepted from a Contractor who has not been licensed in accordance with the
provisions of the laws of the State of California relating to the licensing of Contractors.

requirements, and hereby proposed and agrees, if the proposal is accepted, to complete the said construction in
accordance with the Contract Documents, as defined in Section 1-2 of the Standard Specifications, in the time stated
herein, for the unit price or lump sum given on the following pages of this proposal, amounting to a total of:

and the providing of all necessary machinery, tools, apparatus, and other means of construction; also, the performance

If the contract is awarded, the undersigned agrees to enter into a contract with the City of San Juan Capistrano and to
commence work within fifteen(15)calendar days from the date of execution thereof, and to diligently prosecute the work
to completion before the expiration of sixty(60)calendar days from the date of the Notice to Proceed.
All bids are to be computed on the basis of the given Estimated Quantities of Work,as indicated in this proposal,times the
unit prices as submitted by the bidders. In case of discrepancy between words and figures, the words shall prevail. In
case of discrepancy between unit prices and the extension thereof, the unit price shall prevail and bids will be computed
as indicated above and compared on the basis of corrected totals, given solely as a basis for comparison of bids. It is
understood that the City does not expressly, nor by implication, agree that the actual amount of work will correspond
therewith, but reserves the right to increase or decrease the amount of any item or portion of the work or to omit portions
of the work as may be deemed expedient by the Engineer.
It is also understood by Bidder that the City of San Juan Capistrano has the right to reject this proposal or to award a
contract to the undersigned at the prices stipulated. If the proposal is rejected,then any check or cashier's check shall be
returned to the undersigned within thirty (30) days. No bid bonds will be returned. If the proposal is accepted and the

undersigned fails to enter into a contract within fifteen (15)days after the agreement is delivered to him for signature, or
within such further time as may be granted by the Members of the City Council, then said check shall be cashed or said
bond declared forfeit and an amount equal to the difference between the lowest bid and the next lowest bid who will
execute a contract shall be paid into the treasury of the City of San Juan Capistrano as liquidated damages for the failure
of the undersigned to comply with the terms of this proposal.

INSTRUCTIONS TO BIDDERS
Securing Documents
Plans, Specifications and other contract documents will be available for examination without charge and
copies may be secured in accordance with the "Notice Inviting Bids."
Examination of Plans, Specifications and Site of Work
The bidder is required to examine the site of work, the Proposal, the Plans and the Specifications, Special
Provisions, and the Standard Specifications for Public Works Construction, 2009 Edition including all
supplements, very carefully. He shall satisfy himself as to the character,quality and quantities of the work to
be performed, the materials to be furnished and the requirements of the Contract Documents. The plans for
the work show conditions as they are believed to exist, but it is not to be inferred that all the conditions as
shown thereon are actually existent, nor shall the City of San Juan Capistrano or any of its officers or agents
be liable for any loss sustained by the contractor as a result of any variance between conditions shown on the
plans and actual conditions revealed during examination or progress of the work. The submission of,a
proposal shall be prima facie evidence that the bidder has made such an examination.
Interpretation of Drawings and Documents
If any bidder should find discrepancies in, or omissions from the drawings, specifications or other proposed
contract documents, or if he should be in doubt as to the true meaning of any part thereof, he shall at once
make a written request to the Engineer for correction, clarification or interpretation of the point or points in
question. The person submitting such a request shall be responsible for its prompt delivery.
In the event that the Engineer receives such a request and it should be found that certain essential
information is not clearly and fully set forth,or if the Engineer discovers errors,omissions,or points requiring
clarification in the drawings or documents,a written addendum will be mailed to each person to whom a set of
contract documents has been delivered. The City of San Juan Capistrano will not be responsible for any
instructions,explanations or interpretations of the documents presented to bidders in any manner other than
written addendum.
Addenda or Bulletins
The effect of all addenda to the contract documents shall be considered in the bid and said addenda shall be
made a part of the contract documents and shall be returned with them. Before submitting his bid, each
bidder shall inform himself as to whether or not any such addenda have been issued, and failure to cover in
his bid any such addenda issued may render his bid invalid and result in its rejection.
Disqualification of Bidders
No person, firm or corporation shall be allowed to make, file or be interested in more than one bid for the
same work unless alternate bids are called for. A person, firm or corporation who has submitted a sub-
proposal to a bidder, or who has quoted prices on materials to a bidder, is not hereby disqualified from
submitting a bid in his own behalf.
Proposals
Bids to receive consideration shall be in accordance with the following instructions
A Bids shall be made only upon the forms provided within these specifications; all bid items shall be
properly filled out; bid prices shall be stated both in words and in figures; and the signatures of all
persons signing shall be in longhand. Where there is a conflict in the words and the figures, the
words shall govern.
B. All prices and notations must be in ink or typewritten. No erasures will be permitted. Mistakes may
be crossed out and corrections typed or written in ink adjacent thereto and must be initialed in ink by
the person or persons signing the bid.

C. Bids shall not contain any recapitulation of the work to be done. Alternate proposals will not be
considered except as required hereinabove. No oral, telegraphic or telephonic proposals or
modifications will be considered.
D. The City of San Juan Capistrano may require any bidder to furnish a statement of his experience,
financial responsibility, technical ability, equipment and references properly and fully filled out.
E. Each bidder shall list his proposed sub-contractors on the form accompanying the proposal in
accordance with the provisions of the specifications.
F. Each bidder must accompany his bid with either a cashier's check upon some responsible bank,ora
properly certified check upon such bank, or an approved corporate surety bond payable to the City of
San Juan Capistrano for such a sum of not less than ten percent(10%)of the aggregate sum of the
bid, which check or bond and the monies represented thereby shall be held by the City of San Juan
Capistrano as a guarantee that the bidder, if awarded the contract,will in good faith enter into such
contract and furnish the required bonds.
The bidder agrees that, in case of his refusal or failure to execute said contract and give bonds within
the time required by these documents, such check or bond, and the money represented thereby,
shall remain the property of the City of San Juan Capistrano and, if the bidder shall fail to execute
said contract, said surety will pay to the City of San Juan Capistrano the damages which the City of
San Juan Capistrano may suffer by reason of such failure not exceeding the sum of ten percent
(10%) of the amount of the bid. A bid received and not accompanied by such cashier's check,
certified check or approved bond shall be rejected.
G. Bids shall be delivered to the City of San Juan Capistrano at the location stipulated on or before the
day and hour set for the opening of bids,as hereinbefore specified in the"Notice Inviting Bids." Bids
shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, bid
opening date and time of bid opening.
Licensing of Contractor
All persons, firms, partnerships or corporations shall be licensed in accordance with the Business and
Professions Code of the State of California and the applicable ordinances of the City and County before doing
any work of any kind.
Withdrawal of Bids
Any bidder may withdraw his bid in person or by written request at any time prior to the scheduled closing
time for receipt of bids.
Opening of Bid Proposals
The City of San Juan Capistrano will, in open session, publicly open,examine and declare the bids at the time
set forth in the"Notice Inviting Bids." Bidders or their authorized representatives are invited to be present.
Award of Contract or Rejection of Bids
No bidder may withdraw his bid for a period of ninety(90)days after the date set for the opening of bids. The
contract for the work will either be awarded or the bids rejected within the ninety(90)days from the date set
for the opening of bids.
The contract for the work will be awarded to the lowest responsible bidder complying with these instructions
and with the"Notice Inviting Bids."The City of San Juan Capistrano, however, reserves the right to reject any
or all bids and to waive mere informalities minor technical errors or irregularities, obvious clerical errors or
erasures.
The bidder to whom the award is made shall execute two (2) copies of the written contract with the City of
San Juan Capistrano and furnish the stipulated bonds, insurance and bid breakdown within fifteen(15)days
after the bid opening date. The contract shall be made in the form adopted by the City of San Juan

Capistrano. The release of the successful bidder's surety deposit,as previously stipulated(page 4),shall be
made upon the City of San Juan Capistrano's acceptance of the Labor and Materials Bond and the Faithful
Performance Bond.
If the bidder to whom the award is made fails to enter the contract as herein provided, the award may be
annulled and an award may be made to the next lowest responsible bidder; and such bidder shall fulfill every
stipulation embraced herein, as if he were the party to whom the first award was made. A corporation to
which an award is made shall furnish evidence of its corporate existence and evidence that the officer signing
the contract and bonds for the corporation is duly authorized to do so.
Bonds
The successful bidder, simultaneously with the execution of the Agreement,will be required to furnish a Labor
and Material Bond in a sum not less than one hundred percent(100%) of the total amount payable by the
terms of the contract and a Faithful Performance Bond in a sum not less than one hundred percent(100°/x)of
the amount of the contract. Said bonds shall be secured from a surety company selected from the surety
companies set forth in the standard specifications. Bonds must be submitted on the forms contained in these
specifications.
Time Performance
The work shall be commenced within fifteen (15) calendar days from the date of issuance of the Notice to
Proceed and shall be diligently prosecuted until completion.A time limit of sixty(60)calendar days from the
date specified in the Notice to Proceed has been set for completion of work.The bidder's attention is directed
to the specifications as to provisions for extension of time of completion and/or assessment of liquidated
damages.
Assignment of Contract
No assignment by the Contractor of any contract to be entered into hereunder or any part thereof,or of funds
to be received thereunder by the Contractor, will be recognized by the awarding authority unless such
assignment has had prior approval of the awarding authority and the surety has been given notice of such
assignment in writing and has consented thereto in writing.
Workmen and Wages
Attention is specifically directed to all provisions of the Labor Code of the State of California with regard to
workmen and wages. Wages shall not be less than prevailing wage rates determined by the City of San Juan
Capistrano pursuant to said Code and as listed in the "Notice Inviting Bids."
Construction Permits
It shall be the Contractor's responsibility to obtain all necessary permits, bonds and insurance,as required,for
the completion of the project. No extra compensation shall be made therefore.
The Contractor will be required to execute a no fee City Encroachment Permit for construction work under this
contract. This Encroachment Permit does not satisfy the requirement for transportation permits for overload
or overweight vehicles. The Contractor shall contact the Engineering Division for issuance of these permits.
The contractor must comply with all conditions of the City Encroachment Permit as part of the contract.

CONTRACT
This contract is made and entered into by and between the CITY OF SAN JUAN CAPISTRANO, hereinafter
referred to as "CITY' and hereinafter referred to as
"CONTRACTOR."
IT IS HEREBY AGREED BETWEEN THE PARTIES AS FOLLOWS:
FIRST. CONTRACT DOCUMENTS. The contract documents shall be considered to include the Notice
Inviting Bids, the Instructions to Bidders, the Proposal, the Non-Collusion Affidavit, the Designation of Sub-
Contractors, the Contract, which is prepared for execution by the CITY and the CONTRACTOR. Plans,
Specifications and Special Provisions, the Standard Specifications for Public Works Construction, 2009
Edition, including all Supplements, Contract Bonds, Resolutions adopted by the CITY pertaining to the work,
insurance policies and certificates, and any supplemental written agreements amending or extending the
scope of the work originally contemplated that may be required to complete the work in a substantial and
acceptable manner.
SECOND. THE WORK. CONTRACTOR agrees to furnish all tools, labor, material, equipment,
transportation, and supplies necessary to perform and complete in good and workmanlike manner the
construction of the EI Camino Real at Don Juan Avenue Retaining Wall Project (CIP No. 07111) in strict
conformity with the Plans, Specifications and all other contract documents,which documents are on file at the
Office of the City Clerk, City Hall, 32400 Paseo Adelanto, San Juan Capistrano, California.
THIRD. PAYMENT. CITY agrees to pay, and CONTRACTOR agrees to accept, the lump sum adjusted for
any bid alternate item(s)selected, at the prices designated in bid proposal at the time and in the manner set
forth in the Specifications.
FOURTH. COMMENCEMENT AND COMPLETION OF THE WORK. CONTRACTOR agrees to begin and
complete the work within the time specified in the Notice Inviting Bids. It is agreed that it would be impractical
and extremely difficult to fix the actual amount of damages, and loss sustained by CITY, should
CONTRACTOR fail to complete the work in the specified time;therefore, CONTRACTOR shall pay CITY,as
liquidated damages, not in the nature of a penalty, Five Hundred Dollars($500)per calendar day foreach day
delayed; provided that extensions of time with waiver of liquidated damages, may be granted as provided in
the Specifications.
FIFTH. PERFORMANCE BOND AND LABOR AND MATERIAL BOND. CONTRACTOR agrees to furnish
bonds guaranteeing the performance of this contract and guaranteeing payment of all labor and material used
under this contract, as required by the laws of the State of California, on forms approved by the CITY. The
Performance Bond shall be for an amount of one hundred percent(100%)of the amount of this contract and
shall be conditioned on full and complete performance of the contract, guaranteeing the work against faulty
workmanship and materials for a period of one (1) year after completion and acceptance. The Labor and
Material Bond shall be for an amount of one hundred percent(100°/x)of the amount of this contract and shall

be conditioned upon full payment of all Labor and Material entering into or incidental to the work covered by
this contract. CONTRACTOR agrees to furnish the bonds on the forms found within the Specifications.
CONTRACTOR agrees to pay CITY such sum as the Court may judge as reasonable for the legal services of
any attorney representing the CITY in any action brought to enforce or interpret the obligations of this
agreement, and such sums shall be made a part of any judgment in such action against CONTRACTOR if
such action is determined in favor of said CITY. The required Performance Bond, and Labor and Materials
Bonds, shall provide that the surety shall pay attorney's fees incurred by CITY in enforcing this agreement.
SIXTH. GENERAL PREVAILING RATE OF PER DIEM WAGES. Pursuant to the Labor Code of the State of
California, copies of the prevailing rate of per diem wages, as determined by the Director of the State
Department of Industrial Relations,are on file in the Office of the City Clerk,32400 Paseo Adelanto,San Juan
Capistrano,California,and are hereby incorporated and made a part hereof. CONTRACTOR agrees that he,
or any SUB-CONTRACTOR under him, shall pay not less than the foregoing specified prevailing rates of
wages to all workmen employed in the execution of the contract.
SEVENTH. INSURANCE. CONTRACTOR shall maintain at all times during this contract liability and
property damage insurance naming the CITY and its elected and appointed officials as a named insured,
which such policies shall be of an amount not less than Two Million Dollars ($2,000,000) combined single
limit. Insurance certificates shall be for a minimum period of one (1) year.
CONTRACTOR shall maintain in full force and effect comprehensive automobile liability coverage, including
owned, hired, and non-owned vehicles in the following minimum amounts:
$1,000,000 property damage;
$1,000,000 injury to one person/any one occurrence/not limited to contractual period;
$2,000,000 injury to more than one person/any one occurrence/not limited to contractual period.
The insurance policies shall bear an endorsement or shall have an attached rider providing that in the event
of expiration of proposed cancellation of such policies for any reason whatsoever, the CITY shall be notified
by registered mail, return receipt requested, giving a sufficient time before the date thereof to comply with the
applicable law or statute but in no event less than thirty(30)days before expiration or cancellation is effective.
CONTRACTOR shall provide to CITY the policy certificate establishing that the required level of insurance
has been satisfied.
CONTRACTOR shall indemnify, defend and save harmless the CITY, its officers, agents, and employees
from and against any and all claims,demands, loss or liability of any kind or nature which CONTRACTOR,its
officers, agents and employees may sustain or incur or which may be imposed upon them or any of them for
injury to or death of persons, damage to property as a result of,or arising out of, or in any manner connected
with the performance of the obligations under this contract.
EIGHTH. COMPLIANCE WITH OTHER PROVISIONS OF LAW RELATIVE TO PUBLIC CONTRACTS.
CITY is subject to the provisions of the Government Code and the Labor Code of the State of California. It is
stipulated and agreed that all provisions of law applicable to public contracts are a part of this contract to the

same extent as though set forth herein and shall be complied with by CONTRACTOR. These include,but are
not limited to,the stipulation that eight(8)hours labor constitute a legal day's work and CONTRACTOR shall,
as a penalty to CITY, forfeit Twenty-five Dollar ($25) for each workman employed in the execution of the
Contract by CONTRACTOR, or by any SUB-CONTRACTOR, for each calendar day during which such
workman is required or permitted to work more than eight (8) hours in violation of the provisions of Article
Three, Chapter One, Part Seven, Division 2, of the California Labor Code, except as permitted by law.

SPECIAL PROVISIONS
PARTI -GENERAL
WORK TO BE DONE
The work to be done consist of constructing a Precast Modular Block gravity retaining wall along the westerly
slope of EI Camino Real between the ingress and egress driveways of the Capistrano Unified School District
facility located at 31422 Camino Capistrano, and establishing a landscaped parkway along the west side of EI
Camino Real within the prescribed project limits. The work will include, but not limited to, any public
notification, utility coordination, protection of existing facilities, miscellaneous area clearing and grubbing,tree
removals, surveying, trench excavation and backfilling, site preparation and grading, preparing foundation
soil, preparing the back-cut conditions, furnishing and installing leveling pad and backfill to the lines and
grades shown on the construction drawings, furnishing and installing foundation drain, sub-drain and other
wall-related drainage systems, connection to existing water facilities, miscellaneous asphalt and concrete
work, landscaping and irrigation installation, implementing site best management practice(BMPs)for erosion
and sedimentation control, public safety, traffic control / warning devices, and all other appurtenant work
necessary to construct the improvements as shown on Contract Plans.
SECTION 1 - STANDARD SPECIFICATIONS
The contractor shall perform his work in accordance with the Standard Specifications for Public Works
Construction, 2009 Edition, hereinafter referred to as the Standard Specifications.
The Contractor shall maintain a copy of this book on the job-site at all times. Unless otherwise specified,
errata and supplements to the Standard Specifications shall be part of these specifications. The provisions of
the Standard Specifications shall be modified as indicated below:
Change 1: Contract Termination
"If at any time, in the opinion of the Public Works and Utilities Director, Contractor fails to supply
suitable equipment, an adequate working force, or material of proper quality, or shall fail in any
respect to prosecute any work with the diligence and force specified and intended in and by the terms
of the Contract, notice thereof in writing shall be served upon him,and should he neglect or refuse to
provide means for satisfactory compliance with the contract, as directed by the Public Works and
Utilities Director,within the time specified in such notice,the City of San Juan Capistrano, in any such
case, shall have the power to terminate all or any portion of the contract.
Upon receiving notice of such termination, Contractor shall discontinue said work or such parts of it
as the City of San Juan Capistrano may designate. Upon such termination, the Contractor's control
shall terminate and thereupon the Members of the City Council, or its duly authorized representative,
may take possession of all or any part of the Contractor's materials, tools, equipment, appliances,
and plant, and buy such additional materials and supplies at the Contractor's expense as may be
necessary for the proper conduct of the work and for completion thereof;or may employ other parties
to carry the contract to completion, employ the necessary workmen, substitute other machinery or
materials and purchase the materials contracted for, in such manner as the City of San Juan
Capistrano may deem proper;or the Members of the City Council may annul and cancel the contract
and re-let the work or any part thereof. Any excess of cost arising therefrom over and above the
contract price will be charged against the Contractor and his sureties, who will be liable therefore.
In the event of such termination, all money due the Contractor retained under the terms of this
contract shall be forfeited to the City of San Juan Capistrano; but such forfeiture will not release the
Contractor or the sureties from liability or failure to fulfill the contract. Contractor and sureties will be
credited with the amount of monies so forfeited toward any excess of cost over and above the
contract price, arising from the suspension of the operation of the contract and the completion of the
work by the City of San Juan Capistrano as provided above, and the Contractor will be credited with

any surplus remaining after all just claims for such completion have been paid."
Change 2: Section 7-13 - Laws to be Observed
Add: "All contractors and subcontractors shall comply with all sections of the Municipal Code of
the City of San Juan Capistrano, especially Section: 6-3.06(b), (c), (d) and (e) and shall
secure the services of the City's exclusive solid waste hauler for their solid waste handling
needs."
Change 3: Section 8 - Facilities for City Personnel
Delete this Section.
Change 4: Section 2-9.1 — Permanent Survey Markers
The Contractor shall preserve all centerline survey monumentation before starting work_ The
Contractor shall obtain copies of all available center tie notes and/or corner records for the
intersections within the project from either the Engineer with the City of San Juan Capistrano or the
office of the Orange County Surveyor. Verification and replacement shall be done only under the
direction of a Registered (Licensed) Land Surveyor or a Registered (Licensed) Civil Engineer
authorized to practice land surveying within the State of California. All centerline monumentation
shall be replaced after construction and within 7 days of finished paving unless otherwise specified.
All centerline monuments that have been replaced shall have new corner records prepared to
document the current location and description of monument set. Corner records shall be submitted
to the Engineer for review and approval before filing them with the County Surveyor's office.
If a documented centerline monument is found, the Contractor shall have them checked, as to the
accuracy of measurements and description of physical monument in place, and prepare a corner
records. If any discrepancies are found, they should be documented and submitted to the Engineer
for review.
If monument is found and centerline tie notes do not exist, the Contractor shall prepare a corner
record documenting the location and description of the centerline monument and ties.
Change 5: Section 2-9.3-Survey Services
The Contractor will perform and be responsible for the accuracy of survey adequate for construction.
The Contractor shall preserve construction survey stakes and marks for the duration of their
usefulness. If any construction survey stakes are lost or disturbed and need to be replaced, such
replacement shall be by the Contractor at his expense.
The Contractor shall dig all holes necessary for line and grade stakes.
Unless otherwise specified, stakes will be set and stationed by the Contractor for curbs, headers,
sewers, storm drains,structures and rough grade and a corresponding cut or fill to finished grade(or
flow line) indicated on a grade sheet.

Construction equipment and materials shall not be stored in streets, roads, highways or public right-
of-way. All materials or equipment not installed or used in construction within the daily work period
shall be stored elsewhere by the contractor at its expense.
Construction equipment shall not be stored at the work site before its actual use on the work.
Excavated material, except that which is to be used as backfill in the adjacent trench, shall not be
stored in public streets, roads, highways or public right-of-way. After placing backfill, all excess
material shall be removed immediately from the site.

SECTION 2 -TERMS DEFINED
Whenever in the said Standard Specifications the following terms are used, it is hereby provided that the
following City departments or person shall be intended:
AGENCY shall mean City of San Juan Capistrano whenever appropriate.
BOARD shall mean the City Council of the City of San Juan Capistrano.
ENGINEER shall mean the City's Responsible Engineerforthe project,orother person(s)designated
by same, as representative(s) of the City.
SECTION 3-FLOW AND ACCEPTANCE OF WATER
Surface or other waters may be encountered at various times during construction. The Contractor, by
submitting a bid,acknowledges that he has investigated the risks arising from surface or other waters and has
prepared his bid accordingly. It shall be the sole responsibility of the Contractor to protect his work from
danger due to any waters encountered. Should any damage to the work due to surface or other water occur
prior to acceptance of the work by the City, the Contractor shall repair such damage at his expense.
SECTION 4 -WATER
Water will be available from the City of San Juan Capistrano.Arrangements for temporary construction water
services permit and water service may be made by contracting the City of San Juan Capistrano Utilities
Department at(949)487-4300 one week prior to need for service. All water facility construction shall conform
to the "Standard Specifications," City of San Juan Capistrano Utilities Department, and "The Uniform
Plumbing Code", 2006 Edition.
SECTION 5- INSURANCE AND OVERHEAD COSTS
The Contractor shall receive no direct compensation for insurance and overhead(move-in costs,for example)
costs. Accordingly, these costs should be prorated to the appropriate bid items.
SECTION 6 - PROTECTION OF EXISTING UTILITIES (UNDERGROUND SERVICE ALERT)
The existence and location of any underground utilities or structures shown on the Contract Plans are
obtained by a search from available records only. The Contractor must, however, take all due precautionary
measures to protect all of the existing utilities, shown or not shown the Contract Plans. The Contractor shall
have all utilities located by contacting the responsible agency at least 48 hours prior to commencing any
construction work.
The Contractor's attention is directed to the utility notification service provided by UNDERGROUND SERVICE
ALERT(USA). USA member utilities will provide the Contractor with the locations of their substructures in the
construction area when the Contractor gives at least 48 hours notice to the USA by calling 1-800-422-4133.
Other utility phone numbers are noted on Sheet 1 of the plans.
Full compensation for conforming to the requirements of this section shall be considered as included in the
contract bid prices paid for the various items of work, and no additional compensation will be allowed
therefore.

SECTION 7 - PROTECTION OF PRIVATE PROPERTY
The Contractor must remain within the construction zone to the best of his ability. The Contractor must
protect all existing private prpperty, unless otherwise shown on the plans to be removed relocated or
location of improvements require temporary demolition and replacement. Improvements shall be
reconstructed in a timely manner to equal or better than preconstruction condition and to the satisfaction of
the Owner.
SECTION 8 -CONSTRUCTION ZONE
Contractor shall protect property and facilities adjacent to the construction zone,and all property and facilities
within the construction zone, which are shown on the plans to be protected. After completion of project, the
construction zone shall be clean and in a presentable condition.All public-or privately-owned improvements
and facilities shall be restored to their original condition and location. In the event improvements of facilities
are damaged, they shall be replaced with new materials equal to the original.
Nothing herein shall be construed to entitle the Contractor to the exclusive use of any public street, way or
parking area during performance of the contract work, and Contractor shall conduct his operations so as not
to interfere with the authorized work of utility companies or other agencies in such streets, way or parking
areas.
The Contractor shall be responsible for investigating conditions of available public and private roads and of
clearances, restrictions and other limitations affecting transportation and ingress and egress to the site of the
work.
SECTION 9- PRE-CONSTRUCTION COORDINATION MEETING
Prior to the commencement of construction, arrangements will be made for a meeting between the
Contractor, the Engineer, and involved utility representatives. The purpose of this meeting is to coordinate
the activities of the Contractor within the limits of this contract, review scheduling, discuss construction
methods and clarify inspection procedures. The Contractor will be required to submit a complete schedule in
the format shown on the attached sample form(see next page)showing the number of working days required
to complete each phase of the project. This schedule shall be approved by the Engineer prior to the start of
construction.

SECTION 10 - PROJECT SITE MAINTENANCE
Water Pollution Control.
No person shall commence or continue any construction project in the CITY that causes the disturbance of
existing ground by clearing, grading, saw cutting, or excavating without obtaining a permit from the CITY.
The CONTRACTOR shall be informed regarding, and shall adhere to, the requirements of the State Water
Resources Control Board and the San Diego Regional Water Quality Control Board (RWQCB). All work shall be
performed in accordance with:
1. The National Pollutant Discharge Elimination System (NPDES) General Permit for Storm Water
Discharges Associated with Construction Activity(General Permit)(when applicable),Water Quality
Order 2009-0009-DWQ, NPDES No. CAS000002 and subsequent modifications,which can be found
on the internet at http://www.waterboards.ca.gov/stormwtr/construction.html
2. The Waste Discharge Requirements for Discharges of Urban Runoff from the Municipal Separate
Storm Sewer Systems(MS4s)Water Quality Order No.2013-0001-DWQ, NPDES NO.CAS000004;
and any subsequent modifications thereof;
The following requirements shall apply to all projects undergoing construction in the CITY. The requirements set
forth below shall apply at the time of demolition of an existing structure or construction.
1 The CONTRACTOR shall implement of an effective combination of erosion and sediment controls,waste
and materials management controls,and other BMPs,as required to minimize transport of pollutants from
the site to streets, drainage facilities or adjoining property by wind or runoff, to the maximum extent
practicable.
If the Engineer determines that the CONTRACTOR'S measures are not adequate, the CONTRACTOR
shall provide whatever additional measures are required to achieve compliance.
2. The CONTRACTOR shall designate a qualified person who is trained and competent in the use of Best
Management Practices(BMP's) and who shall be on the site daily, although not necessarily full time, to
evaluate the conditions of the site with respect to storm water pollution prevention. This person shall
ensure the implementation of the conditions of the City of San Juan Capistrano, the Contract Documents,
the City's Local water quality ordinance(www.sanjuancapistrano.org),and other State and local regulations
and ordinances with respect to control of erosion, sediment and other forms of water pollution, as well as
other waste management regulations. Further,this person shall be responsible for monitoring weather and
implementation of any emergency plans as needed. The weather shall be monitored on a five-day forecast
plan and a full BMP protection plan shall be activated when a 40% chance of rain is forecasted. This
person shall also be responsible for overseeing the general project operations and evaluating the
effectiveness of the BMP's. This person shall modify the BMP's as necessary to keep the project site in
compliance. This person or other designated site management staff shall be responsible to inspect the
BMP's routinely and ensure maintenance measures are implemented.
3. The CONTRACTOR shall educate all employees,subcontractors,and suppliers about storm water BMPs
and water pollution controls required during various construction activities to prevent the impact of
construction discharges. The CONTRACTOR shall ensure that all personnel are trained in basic urban
runoff management.A list of attendees and copies of the educational materials shall be kept on file at the
site and submitted to the Engineer at the conclusion of each training session, upon request.
4. The CONTRACTOR shall protect with BMPs,such as gravel bags and filter fabric or other BMP approved
by the CITY, all new and existing storm water conveyance system structures and other facilities from
sedimentation or other related construction debris and discharges, or by any other equal product that is
approved by the Engineer.
5. No washing of construction or other industrial vehicles shall be allowed adjacent to a construction site. No
water from washing vehicles on a construction site is allowed to run off into the CITY'S storm drain system,
including the streets and gutters.
6. The CONTRACTOR shall prevent any discharge of concrete rinse water, saw cutting and cold milling

materials, and other pollutant into a storm water conveyance facility with physical barriers. Polluted
discharges are prohibited from entering the storm drain system, including the streets and gutters.
7. Any sediments or other materials,which are not retained on the site shall be removed the same day prior
to leaving the site.Where determined necessary by the Engineer or his or herdesignated representative,a
temporary sediment barrier shall be installed.
8. On an emergency basis only, plastic covering may be utilized to prevent erosion of an otherwise
unprotected area,along with runoff devices to intercept and effectively convey the runoff to the storm drain
system after elimination of contaminants. These measures cannot be used for a duration longer than 48
hours unless specifically approved by the CITY.
9. Drainage controls shall be utilized at all project locations. Nuisance flow resulting from landscaping and
irrigation runoff(if applicable)shall be retained on-site the extent of proposed construction activities.
10. CONTRACTOR shall refer to and be familiar with the most recent edition of the Construction BMP
Handbook, produced and published by the California Stormwater Quality Association at
www.caBMPhandbooks.com . This document can be used for specific guidance on selecting best
management practices for reducing pollutants in storm water discharges from construction activities.
11. Littering. No person shall throw, deposit, place, leave, maintain, keep or permit to be thrown, deposited,
placed,left or maintained or kept,any refuse,rubbish,garbage,broken concrete,orany other discarded or
abandoned,articles or accumulations, in or upon any street,alley,sidewalk,storm drain,inlet,catch basin
conduit or drainage structure,business place,or upon any public or private plot of land in the CITY,so that
the same might be or become a pollutant,except in containers,recycling bags,or other lawfully established
waste disposal facilities.
12. At least 24 hours in advance of any storm event where the probability of rain is 40 percent or
greater, all BMPs that are installed in the curb and gutter, in front of or on a storm drain catch
basin,or around storm drain drop inlets are to be removed to prevent blocking of any storm drain
or impede drainage.This does not relieve the CONTRACTOR'S obligation to prevent silt,sediment,
or any other pollutant from entering the storm drain system as a result of work activities.
13. During the dry season(May 1 through September 30 each year),the CONTRACTOR shall inspectat least
weekly all pollutant control measures installed to mitigate construction activities during the dry season. For
the duration of the project, the CONTRACTOR shall submit, with each progress payment request,
documentation that these pollutant control measures were inspected,including detailed inspection reports.
14. During the rainy season (October 1st through April 30th each year), the CONTRACTOR shall inspect at
least daily all pollutant control measures,and inspect before and after every rain event and every 24 hours
during any prolonged rain event. The CONTRACTOR shall implement special maintenance measures as
required to meet all requirements at CONTRACTOR'S expense. At the conclusion of any rain event,the
CONTRACTOR shall immediately repair all pollutant control measures. For the duration of the project,the
CONTRACTOR shall submit, with each progress payment request, documentation that these pollutant
control measures were inspected, including detailed inspection reports,and a list of BMP's that were found
to be inadequate.
15.The CONTRACTOR shall perform routine maintenance of all pollution control measures continuously forthe
duration of the project. The CONTRACTOR shall implement special maintenance measures before and
after every rain event and every 24 hours during any prolonged rain event. The CONTRACTOR shall
maintain and repair all pollutant control measures as soon as possible after the conclusion of each rain
event as worker safety allows. For the duration of the project,the CONTRACTOR shall submit,with each
progress payment request, documentation that these pollutant control measures were maintained,
including detailed inspection reports,work orders on daily routine work and special maintenance work that
was performed, and a list of BMP's that were found to be inadequate.
The CONTRACTOR shall monitor the project site for unmitigated non-storm water discharge 24 hours and day,7
days a week,throughout the duration of the project construction. If an unmitigated non-storm water discharge
leaves the project site at any time, the CONTRACTOR shall immediately stop all the activity causing the
discharge and mitigate the discharge. The CONTRACTOR shall also immediately notify the Engineer of the

discharge. As soon as practical, any and all waste material, sediment, debris or other pollution from any
discharge shall be removed from the drainage system by the CONTRACTOR.The CONTRACTOR shall adhere
to reporting requirements as identified in the General Permit for Construction Water Quality Order 2013-0001-
DWQ, NPDES No. CAS000004.
Whenever an authorized inspector has reasonable cause to believe that there exists on the construction site any
condition,which constitutes an impact to human or environmental health (as defined in the CITY's storm water
program), or if CONTRACTOR is notified of required corrections and does not correct in the amount of time
provided and/or violation of the provisions of the requirements herein,the permitwill cause to be in effect,and all
construction works on the site shall be terminated at the CONTRACTOR'S expense.The CONTRACTOR shall
conform to all Stormwater control BMPs designated by the Engineer, in accordance with the recommendations
and specifications set forth in the Stormwater NPDES, and as outlined herein in this Contract Document.
SECTION 11 - PRESERVATION OF SURVEY MONUMENT
Effective January 1, 1995,AB 1414"Preservation of Survey Monumentation Compliance with Section 8771 of
the Business and Professional Code" provides for the preservation of Survey Monuments in construction
projects. This legislation mandates that prior to construction monuments are to be referenced in the field and
"Corner Records" prepared for filing in the Office of the County Surveyor. It also mandates that after
construction, monuments are to be reset and"Corner Records"filed with the County Surveyor. This must be
done prior to certifying completion of a project.
The City requires monumentation preservation on all capital improvement projects where monumentation
points are present and the contractor shall be responsible for submitting proper documentation to the Office of
the County Surveyor in compliance with AB 1414.
Project finalization, Notice of Completion and/or release of retention shall be contingent upon obtaining
documentation from the contractor's project surveyor or engineer that monuments have been set or restored
and Corner Records filed with, and to,the satisfaction of the County Surveyor.All costs necessary to comply
with this legislation shall be allocated to the appropriate bid item.
SECTION 12 - MONUMENTATION IDENTIFICATION
In accordance with the Professional Land Surveyor Act, Section 8772,any monument set by a licensed land
surveyor or registered civil engineer to mark or reference a point on a property or land line shall be
permanently and visibly marked or tagged with the certificate number of the surveyor or civil engineer setting
it, each number to be preceded by the letters"L.S." or"R.C.E.," respectively, as the case may be or, if the
monument is set by a public agency, it shall be marked with the name of the agency and the political
subdivision it serves.
Nothing in this section shall prevent the inclusion of other information on the tag, which will assist in the
tracing, or location of the survey records, which relate to the tagged monument. Centerline ties filed with the
Orange County Surveyor will be checked for compliance with this law.
SECTION 13 - INDEMNIFICATION
Contractor hereby releases and agrees to indemnify, defend, and hold harmless the City of San Juan
Capistrano,their parent and subsidiary companies, agents, employees, consultants and representatives for
any and all damage to persons or property or wrongful death regardless of whether or not such claim,
damage, loss or expense is caused in whole or in part by the negligence,active or passive, of the City of San
Juan Capistrano, their parent and subsidiary companies, as well as their agents and employees, excepting
only the sole negligence of The City of San Juan Capistrano, their parent or subsidiary companies and their
agents and employees to the fullest extent permitted by law. Such indemnification shall extend to all claims,
demands, actions or liability for injuries,death or damages occurring after completion of the project,as well as
during the work's progress. Contractor further agrees that it shall accomplish the above at its own cost,
expense and risk exclusive of and regardless of any applicable insurance policy or position taken by any
insurance company regarding coverage.

SECTION 14—JOBSITE SAFETY
Contractor acknowledges responsibility for jobsite safety and acknowledges that the Engineer will not have
any such responsibility. To the fullest extent permitted by law the contractor shall indemnify,defend and hold
the City of San Juan Capistrano, their present companies, subsidiaries, agents, and employees from and
against all claims, damages, losses and expenses, including but not limited to attorney fees and claim costs,
arising out of or resulting from performance of work by the contractor, its subcontractors, or their agents and
employees,which results in damage to persons or property including wrongful death regardless of whether or
not such claim,damage, loss or expense is caused in whole or in part by the negligence,active or passive,of
the City of San Juan Capistrano, their parent and subsidiary companies, as well as their agents and
employees, excepting only the sole negligence of the City of San Juan Capistrano,their parent or subsidiary
companies and their agents and employees.
SECTION 15—ENCROACHMENT PERMIT
The Contractor must comply with all conditions of the City Encroachment Permit as part of the contract.

202-3 Precast Modular Block Units. [Add new subsection]:
A) Precast Modular Block(PMB)units shall be Redi-Rock®as produced by a licensed manufacturer
or a pre-approved equal. Alternate products must be submitted and approved by the agency
prior to bid date. Both the color and texture of the alternative PMB unit must be submitted to the
city and approved prior to bidding.
B) Overall dimensions for width, height and length shall differ by not more than±3/16 inch from the
specified standard dimensions in accordance with ASTM C1372. Dimensional tolerances
requirements for width should be waived for architectural surfaces as stated in the ASTM C1372.

C) Wall units shall be made with ready-mixed concrete in accordance with ASTM C94, latest
revision, and per the following chart:

Notwithstanding anything stated above, all material used in the wall units must meet
applicable ASTM and local requirements for exterior concrete.
D) The manufacturing facility of the PMB units shall conform to the quality control procedures
detailed in the National Precast Concrete Association(NPCA)Quality Control Manual for Precast
and Pre-stressed Concrete Plants. Concrete used for the production of the PMB units shall have
been prepared for the express purpose of casting the PMB units. No returned, reconstituted, re-
purposed, or "waste" concrete shall be used for the production of PMB units under this
specification.Additionally, each PMB unit shall be cast complete in a single, uninterrupted pour.
PMB units shall be manufactured in accordance with the quality control procedures detailed in
the National Precast Concrete Association (NPCA) Quality Control Manual for Precast and
Prestressed Concrete Plants - Eighth Edition, January 2011, available at
hftp://www.precast.org/plant-certification/qc-manua1.php.
E) Exterior block dimensions shall be uniform and consistent. Maximum dimensional deviations
shall be 1%excluding the architectural surface.Maximum width(face to back)deviation including
the architectural surface shall be 1.0 inch.
F) The exposed face shall be finished with a texture to simulate a stacked ledge stone architectural
finish. The color of the finished surface shall be blended tones of tan and brown, which have
been pre-approved by the city agency. Alternate materials must submit color and texture
samples for approval prior to bidding.
G) All aggregates used in the manufacture of the units shall be normal weight conforming to ASTM
C-33.
H) Other Constituents - Air entraining agents, coloring pigments, integral water repellents, fine
ground silica, and other constituents shall be previously established as suitable for use in PMB
retaining wall units and shall conform to applicable ASTM Standards or shall be shown be test or
experience not to be detrimental to the durability of the PMB facing units or any material
customarily used in masonry construction.
1) Adjacent PMB Units shall be interlocked together with concrete shear connectors similar to those
shown on the construction drawings. Interface shear strengths should not be less than 10,000
lbs/ft at a normal load of 4,000 lbs/ft or greater.
J) Finish and Appearance
1) All units shall be sound and free of cracks or other defects that would interfere with the
proper placing of the unit or significantly impair the strength or permanence of the
construction. Minor cracks incidental to the usual method of manufacture or minor chipping
resulting from shipment and delivery, are not grounds for rejection.
2) The exposed surfaces of units shall be free of chips, cracks or other imperfections when
viewed from a distance of 30 feet under diffused lighting
K) Sampling and Testing. Sample and test units for compressive strength and absorption in
accordance with the applicable provisions of ASTM Method C-140 and project
Special Provisions.
L) Color. Block color shall be per section 2.01 F of these specifications or as shown on the project
Special Provisions and Civil/Architecture plans.

SECTION 212 -IRRIGATION MATERIALS
212-2 IRRIGATION SYSTEM MATERIALS. [Add the following].-

ollowing].Permits and Fees: The CONTRACTOR shall obtain and pay for any and all permits and all utility
inspections as required, unless otherwise specified on the Detailed Technical Specifications.
Manufacturer's Directions: Manufacturer's directions and detailed drawings shall be followed in all
cases where the manufacturers of articles used in this contract furnish directions covering points not
shown in the drawings and specifications.
Ordinances and Regulations: All local, municipal,and state laws and rules and regulations governing
or relating to any portion of this work are hereby incorporated into and made a part of these
specifications, and their provisions in these specifications shall not be construed to conflict with any
of the above rules and regulations or requirements of the same. However,when these specifications
and drawings require or describe materials,workmanship, or construction of a better quality, higher
standard, or larger size than is required by the above rules and regulations, the provisions of these
specifications and drawings shall take precedence.
Explanation of Drawings: Due to the scale of drawings, it is not possible to indicate all offsets,
fittings, sleeves, etc., that may be required. The CONTRACTOR shall carefully investigate the
structural and finished conditions affecting all of his work and plan his work accordingly, furnishing
such fittings,etc.,as may be required to meet such conditions. Drawings are generally diagrammatic
and indicative of the work to be installed. The work shall be installed in such a manner as to avoid
conflicts between irrigation systems, planting, and architectural features.
All work called for in the drawings by notes or details shall be furnished and installed,whether or not
specifically mentioned in the specifications.
The CONTRACTOR shall not willfully install the irrigation system as shown on the drawings when it is
obvious in the field that unknown obstructions, grade differences, or discrepancies in area
dimensions exist that might not have been considered in engineering. Such obstructions or
differences should be brought to the attention of the CITY. In the event this notification is not
performed,the Irrigation CONTRACTOR shall assume full responsibility for any revisions necessary
and shall perform such revisions at his own expense.

ASTM: F493 Solvent Cements for Chlorinated Poly (Vinyl Chloride) (CPVC) Plastic Pipe and
Fittings.
Material List: The CONTRACTOR shall furnish the articles, equipment, materials, or processes
specified by name in the drawings and specifications. No substitution shall be allowed without prior
written approval by the CITY.
Complete material list shall be submitted to the City prior to performing any work. Material list shall
include the manufacturer, model number, and description of all materials and equipment to be used.
Although manufacturer and other information may be different, the following is a guide to proper

submittal format:

Irrigation submittal must be specific and complete. All items must be listed and should include
solvent/primer,wire,wire connectors,valve boxes,etc. No copies of manufacturer's literature(catalog
cuts) are required as submittal information.
The CONTRACTOR may submit substitutions for equipment and materials listed on the Irrigation
Drawings for consideration by the City as an "approved equal". Equipment or materials installed or
furnished without prior approval of the CITY may be rejected and the CONTRACTOR is required to
remove such materials from the site at his own expense.
Approval of any item, alternate or substitute, indicates only that the product or products apparently
meet the requirements of the drawings and specifications on the basis of the information or samples
submitted.
Manufacturer's warranties shall not relieve the CONTRACTOR of his liability under the guarantee.
Such warranties shall only supplement the guarantee.
Drawings-of-Record: The Contractor shall provide and keep up-to-date a complete Drawings-of-
Record of hardcopy prints which shall be corrected daily and show every change from the original
drawings and specifications and the locations, sizes,and kinds of equipment. Prints for this purpose
may be obtained by the Contractor from the City, at cost. This set of drawings shall be kept on the
site and shall be used only as the Drawings-of-Record.
These drawings shall also serve as work progress sheets, and the Contractor shall make neat and
legible annotations thereon daily as the work proceeds, showing the work as actually installed.
These drawings shall be available at all times for inspection and shall be kept in a location
designated by the CITY.
The Contractor shall make neat and legible notations on the record drawing progress sheets daily as
the work proceeds, showing the work as actually installed. For example,should a piece of equipment
be installed in a location that does not match the plan, the Contractor must indicate that equipment
has been relocated in a graphic manner so as to match the original symbols as indicated in the
irrigation legend. The relocated equipment and dimensions will then be transferred to the original
record drawing plan at the proper time.
The Contractor shall provide the completed irrigation red lined set of"as-built"record drawings to the
City's Authorized Representative for review and approval. Delivery of the relined record drawings will
not relieve the CONTRACTOR of the responsibility of furnishing required information that may be
omitted. Costs to prepare the Drawing-of-Record shall be included as a part of the Contractor's bid
and no additional compensation shall be paid to the Contractor by the City.
Controller Charts: Drawings-of-Record shall be reviewed and accepted by the City before the
Contractor prepares the controller charts.
Provide two controller charts for each controller supplied.
The chart shall show the area controlled by the automatic controller and shall be 11"X 17" in size.

The chart is to be a reduced drawing of the actual as-built system. However, in the event the
controlled sequence is not legible when the drawings are reduced, it shall be enlarged to a size that
will be readable when reduced.
The chart shall be a blackline solid print and a different color shall be used to indicate the area of
coverage for each station.
When completed and approved,the Contractor shall hermetically seal the chart between two pieces
of plastic, each piece being a minimum 10 mils thick for a total thickness of 20 mils.
These charts shall be completed and approved by the City prior to final inspection of the irrigation
system.
On or before the date of the final inspection,the Contractor shall deliver the final corrected
and completed Drawings-of-Record, and controller charts to the City. Delivery of the
Drawings-of-Record and aperture cards will not relieve the Contractor of the responsibility of
furnishing required information that may be omitted.
Operation and Maintenance Manuals: Prepare and deliver to the City within ten(10)calendar days
prior to completion of construction, two (2) hard cover binders with three rings containing the
following information:
1. Index sheet stating Contractor's address and telephone number, list of equipmentwith name
and address of local manufacturer's representatives.
2. Catalog and parts sheets on every material and equipment installed under this contract.
3. Guarantee statement.
4. Complete operating and maintenance instructions on all major equipment.
In addition to the above mentioned maintenance manuals,the Contractor shall provide the Agency's
maintenance personnel with instructions for major equipment and show evidence in writing to the City
at the conclusion of the project that this service has been rendered.
Equipment to be Furnished: Supply as a part of this contract the following-tools:
1. Operation and maintenance manuals.
2. One(1)set of special tools required for removing,disassembling and adjusting each
type of sprinkler and valve supplied on this project.
3. Two(2)quick coupler keys and matching hose swivel for each type of quick coupling valve
installed.
4. Irrigation controller manuals.
5. Color-coded controller charts laminated between 2 pieces of 10 mil plastic. Provide two
charts for each controller.
6. "As-built" record drawing of irrigation plans.
7. Completed Irrigation Guarantee Statement.
The above-mentioned equipment shall be turned over to the City at the conclusion of the project.
Before final inspection can occur, evidence that the City has received this equipment must be shown
to the Engineer.
Guarantee: The guarantee for the sprinkler irrigation system shall be made in accordance with the
attached form.
A copy of the guarantee form shall be included in the operations and maintenance manual.
The CONTRACTOR shall file a complete copy of these specifications with the guarantee prior to the
acceptance of the irrigation system by the CITY.

The guarantee form shall be retyped on the CONTRACTOR's letterhead as follows:
GUARANTEE FOR IRRIGATION SYSTEM
We hereby guarantee that the irrigation system we have furnished and installed is free from defects
in materials and workmanship, and the work has been completed in accordance with the drawings and
specifications,ordinary wear and tear, and unusual abuse,or neglect excepted. We agree to repair or
replace any defects in material or workmanship, including settling of backfilled areas below grade
which may develop during the period of one year from date of acceptance and also to repair or replace
any damage resulting from the repairing or replacing of such defects at no additional cost to the City.
We shall make such repairs or replacements within 72 hours after receipt of written notice. In the
event of our failure to make such repairs upon written notice from the City, we authorize the City to
proceed to have said repairs or replacements made at our expense and we will pay the costs and
charges therefore upon demand.

212-2.1 Pipe and Fittings.
212-2.1.3 Plastic Pipe for Use with Solvent Weld Socket or Threaded Fittings.

General: Use only new materials of brands and types noted on drawings, specified herein, or
approved equals.
Handlinq of PVC Pipe and Fittings: The CONTRACTOR is cautioned to exercise care in handling,
loading, unloading, and storing of PVC pipe and fittings. All PVC pipe is to lie flat so as not to subject
it to undue bending or concentrated external load at any point. Any section of pipe that has been
dented or damaged will be discarded and, if installed, shall be replaced with new piping. Pipe and
fittings shall not be stored in direct sunlight.
212-2.1.3 Plastic Pipe for Use with Solvent Weld Socket or Threaded Fittings.
[Delete second paragraph and replace with the following]:
PVC Pressure Main Line Pipe and Fittings: Pressure main line piping for sizes 1-1/2" and smaller
shall be Schedule 40 PVC with solvent welded joints.
All pipes must meet requirements as set forth in Federal Specification PS-22-70,with an appropriate
standard dimension (S.D.R.).

PVC Lateral Line Pipe and Fittings:
Buried lateral line piping shall be PVC Class 200 with solvent-weld joints.
Pipe shall be made from NSF approved,Type I, Grade II PVC compound conforming to ASTM resin
specification D1784. All pipes must meet requirements set forth in Federal Specification PS-22-70
with an appropriate standard dimension ratio.
All requirements for lateral line pipe and fittings shall be the same as for solvent-weld pressure main
line pipe and fittings as set forth in Section 212-2.1.3 of these specifications.
212-2.2 Valves and Valve Boxes.
212-2.2.2 Gate Valves. [Replace paragraph with the following section]:
Gate valves 3"and smaller shall meet the following requirements:
Gate valve shall be 125 Ib. SWP bronze gate valve with screw-in bonnet, non-rising stem, and solid
wedge disc.
Gate valve shall have threaded ends and shall be equipped with a bronze hand-wheel.
Gate valve shall be similar to those manufactured by Nibco or approved equal.
All gate valves shall be installed per installation details and City of San Juan Capistrano Standard Plan
No. W-13.
212.2.2.4 Remote Control Valves. [Add the following]:
Electric Control Valve:
All electric control valves shall be as specified on the Drawings. Provide and install one control valve
box for each electric control valve.

212-2.2.6 Quick Coupling Valve.[Add the following]:
Quick coupling valve shall be of the manufacturer, type, and/or size as shown on the Drawings.
Quick coupling valve shall be operable with a quick coupler key. Key size and type shall be as shown
on the Drawings.
212-2.2.7 Valve Boxes. [Replace paragraph with the following]:
Use 10" x 10-1/4" round box for all gate valves, Carson Industries#910-12B with purple bolt-down
cover or approved equal. Extension sleeve shall be PVC with minimum size of six(6) inches.
Use 9-1/2"x 16"x 11" rectangular box for all electric control valves, Carson Industries#1420-12B
with purple bolt down cover or approved equal.
Use 10" diameter x 10-1/4" deep round plastic valve box for all quick coupling valves, Carson
Industries#910-12B with purple bolt down cover or approved equal.
212-2.3 Backflow Prevention Unit.[Add this section]:
1. Backflow prevention unit with enclosure shall be as specified on the Drawings. Install backflow
prevention unit in accordance with irrigation construction details. Enclosure color shall be dark
green.
2. Basket strainer unit shall be as specified on the Drawings. Unit shall have a bronzed screwed
body with 20 mesh screen on upstream side.
3. All pressure main line piping between the point of connection and the backflow preventer shall
be installed as required by local code. The Contractor shall verify with the City as to material
type and installation procedures prior to start of construction. Submit shop drawing for
approval.
4 Final location and exact positioning of the backflow preventershall be approved by the
City's authorized representatives prior to installation. Failure to obtain approval may result
in relocation of backflow preventer per City's direction at no additional cost to the City.
212-2.4 Sprinkler Equipment. [Add the following paragraphs]:
All sprinkler heads shall conform to the attached details and be of the same size, and deliver the
same rate of precipitation with the diameter(or radius)of throw, pressure, and discharge as shown
on the plans and/or specified in these special provisions.
Riser units shall be fabricated in accordance with the installation details.
Riser nipples for all sprinkler heads shall be the same size as the riser opening in the sprinkler body.
All sprinkler heads of the same type shall be by the same manufacturer.

212-2.4.1 Drip Equipment:
Dripline. Dripline shall be manufactured from 17mm, nominal sized one-half inch (W) low-density
linear polyethylene tubing with pressure compensating, continuously self-cleaning, integral drippers
with internal check valve at a specified spacing, (12"centers) or blank tubing without drippers. The
tubing shall be brown in color and conform to an outside diameter(O.D.)of 0.66 inches and an inside
diameter (I.D.) of 0.56 inches. Individual pressure compensating drippers shall be welded to the
inside wall of the tubing as an integral part of the tubing assembly. These drippers shall be
constructed of a 2-piece plastic dripper housing containing a continuously self-flushing silicone
diaphragm capable of flushing any dirt or debris that may enter the dripper, extending the full length
of the dripper. The dripper shall have a built-in check valve that will hold the pressure exerted by a
4%' column of water (2 psi) to ensure that tubing will not drain water on zone shutdown, or allow
outside contaminants to enter the dripperline through reverse siphonage. The dripper shall have its
water inlet located in the center of the tubing to ensure it draws water from the center of the water
stream thereby ensuring the dripper is always drawing water from the cleanest part of the stream of
water flowing through the tubing. The dripper shall also have a built-in physical root barrier whereby
the water shall exit the dripper from one location and shall exit the tubing from a second location.
This physical barrier shall create an air gap inside the tubing. Each dripper shall have the ability to
independently regulate discharge rates, with an inlet pressure of fourteen point seven to seventy
(14.7-70) pounds per square inch (psi), at a constant flow and with a manufacturer's coefficient of
variability(Cv)of 0.03 or less. Recommended operating pressure shall be between 20-50 psi. The
dripper discharge rate shall be 0.4 gallons per hour (GPH) utilizing a combination turbulent
flow/reduced pressure compensation cell mechanism and a diaphragm. The drippers shall be
capable of continuously cleaning themselves while in operation. Maximum system pressure shall be
50 psi. Filtration shall be 120 mesh or finer. Bending radius shall be 7".
Dripline Fittings. Fittings shall be constructed in one of the following end configurations:Barbed insert
fittings only; male pipe threads (MPT)with barbed insert fittings, or female pipe threads (FPT)with
barbed insert fittings. All fittings shall be constructed of injection molded, brown plastic having a
nominal outside dimension of 17mm (0.56"). Female and male threaded ends shall be capable of
mating to standard PVC pipe with tapered threads. Maximum system pressure without clamps shall
be 50 psi.
Manual Line Flushing Valve.The line flushing valve shall be construction of Schedule 80 PVC plastic.
Air/Vacuum Relief Valve.The air/vacuum relief valve shall be constructed of black and/or grey plastic
with a '/2' male pipe thread capable of mating with a threaded PVC reduction bushing or 1/2" FPT
fitting.
212-2.4.2 Miscellaneous Irrigation Equipment:
Refer to the Drawings for sizes and types of miscellaneous irrigation equipment. All miscellaneous
irrigation equipment shall be as specified or approved equal.
212-3 ELECTRICAL MATERIALS—IRRIGATION SYSTEM
212-3.2 Conduit and Conductors
212-3.2.2 Conductors [Add the following paragraph]:
The electrical system shall be installed in accordance with the National Electrical Code most recently
adopted by the CITY. Connections between the automatic controllers and the electric control valves
shall be made with direct burial copper wire AWG-U.F.600 volt. Pilot wires shall be a different color
wire for each automatic controller. Common wires shall be white with a different color stripe for each
automatic controller. Install in accordance with valve manufacturer's specifications and wire chart. In
no case shall wire size be less than#14.
Wiring shall occupy the same trench and shall be installed along the same route as pressure supply
or lateral lines wherever possible. Install wires inside Schedule 40 Conduit anywhere it is not
possible to place in pipe trench,or where wires must go under pavement. Conduit size shall be large

enough to contain all necessary wires.
An expansion curl should be provided within three(3)feet of each wire connection. Expansion curls
shall be formed by wrapping at least five (5) turns of wire around a one-inch diameter pipe, then
withdrawing the pipe.
All control wire connection splices shall be made with 3M "DBY-6" and/or 3M "DBY-6" direct bury
splice kits or approved equal. Make only one splice with each splice kit.
Wire Markers shall be white,self-laminating,vinyl-impregnated cloth with printed letters and numerals
to match automatic controller sequencing shown on the drawings shall be attached to wires at
automatic controller. Legend color: black. Background color:white. Panduit PSM-1-33 or approved
equal.
212-3.3 Controller Unit[Add the following paragraphs]:

SECTION 300 - EARTHWORK
300-1 CLEARING AND GRUBBING.
300-1.1 General [Add the following].
Debris shall be disposed of at legal dumpsites.
300-1.3 Removal and Disposal of Materials
300-1.3.2 Requirements [Add the following]:
(d) Miscellaneous
In addition to the work outlined in Subsection 300-1 of the Standard Specifications,
Mobilization and the foflowino items of work are included under Clearing and Grubbing
unless otherwise covered by a specific bid item.
I. Maintain dust control at all times by watering; including developing a water supply
and furnishing and placing all water required for work done in the contract, including
water used for extra work.
II. Protection of utilities, trees, fences and other facilities within the construction zone,
except those shown on the plans and those specifically directed by the City
Engineer to be removed or relocated.
III. Remove noxious weeds by complete removal of roots and application of approved
chemicals. All removal methods to be approved by the City prior to the start of work.
IV. Clearing and removal of debris from site of work.
V. Removal of structures, as directed by City Engineer to be removed or abandoned.
VI. Other items of work as directed in these Special Provisions.
VII. Tree removal and stump grinding.
300-1.4 Payment [Replace with the following]:
Full compensation for any necessary clearing and grubbing required to perform the construction
operations specified shall be included in the cost for prices bid for the items to which they apply
and no additional compensation will be allowed therefore.
300-2 UNCLASSIFIED EXCAVATION.
300-2.6 Surplus Material [Add the following]:
All surplus material, including excavated subgrade and topsoil, shall be disposed of in a legal
manner at the expense of the Contractor.

SECTION 303—CONCRETE AND MASONRY CONSTRUCTION
303-9 Precast Modular Block Units. [Add new subsection]:
300-1.1 Surface Conditions.
A) Prior to work,carefully inspect previous grading work.Verify that all such work is complete to the
point where this installation may properly commence.
B) Verify that work of this section may be installed in strict accordance with the original design, all
pertinent codes and regulations.
C) Verify wall drainage system is coordinated with points of connection to storm drainage system or
other proper drainage device.
D) In the event of discrepancy, immediately notify the project coordinator. Do not proceed with
installation until all such discrepancies have been resolved.
300-1.2 Layout
A) Verify all staking and field engineering required to implement the work as shown on the drawings.
B) Protect all stakes and benchmarks. Replace all stakes and benchmarks damaged during the
course of construction at no cost to owner.
C) Set grade stakes using instrument technology, at 50-foot grid intervals at areas where gradients
are greater than 2 percent. Set grade stakes using instrument technology, at 25-foot intervals at
areas where grades are less than 2 percent.
D) Hand trim excavations to required elevations.Correct over-excavation with fill materials approved
by the geotechnical engineer of record.
E) Remove large stones or other hard matter, which would damage pipes or impede consistent
backfilling or compaction.
F) Provide all equipment of such type, function, and design as required to achieve specific values.
Where necessary, provide rubber-tired and vibratory sheepfoot compaction equipment.
300-1.3 Excavation
A) Contractor shall excavate to the lines and grades shown on the construction drawings. Owner's
representative shall inspect the excavation and approve prior to placement of leveling material or
fill soils. Proof roll foundation area as directed by the geotechnical engineer of record to
determine if remedial work is required.
B) Excavations will be made in a manner which will not disturb the existing construction on the site.
The Contractor will provide protection or will construct the wall in such manner to maintain the
integrity of existing improvements during construction.
C) In-situ materials excavated from the location of the retaining wall shall be stockpiled on-site at
locations designated by the owner and in locations which will not interfere with the execution of
the work.
300-1.4 Subgrade Preparation
A) Subgrade shall be excavated as required for placement of the leveling pad as shown on the
construction drawings, or as directed by the Geotechnical Engineer.

B) Subgrade shall be examined by the Geotechnical Engineer to confirm that the actual foundation
conditions meet or exceed assumed design assumptions.As a minimum,soil shall be prof-rolled
before construction proceeds. Subgrade conditions mot meeting the required strength shall be
removed and replaced with acceptable material.
C) Over-excavated areas shall be replaced with compacted granular backfill material or soils
approved by the Geotechnical Engineer to the lines and grade shown on the construction
drawings.
D) Native foundation soils shall be compacted to a minimum relative density of 90%of the maximum
density as determined in accordance with ASTM D-1557.
300-1.5 Base Leveling Pad
A) Leveling Pad shall be placed to the lines and grades shown on the construction drawings, to a
minimum thickness of 8 inches,and extend laterally a minimum of 12 inches in front and behind
the modular wall units.
B) Leveling Pad shall be placed on compacted foundation soils.
C) Leveling Pad shall be compacted to 95%relative compaction to ensure a level, hard surface on
which to place the first course blocks. Pad shall be constructed to the proper elevation to
ensure the final elevation shown on the plans.
D) Leveling Pad shall be prepared to provide full contact to the base surface of the modular wall
units.
E) Geotechnical Engineer of Record shall inspect foundation prior to placement of first block.
300-1.6 Drainage Fill
A) The minimum recommended thickness of the gravel fill placed behind the modular wall units is 12
inches. See Section 2.02, Item A for materials and gradation. A properly designed drainage fill
will do the following:
B) Facilitates compaction of fill directly behind the modular units.
C) Prevents the build up of hydrostatic pressure behind the face of the wall.
D) Prevents retained soils from washing through the face of the wall.
300-1.7 Precast Modular Unit Installation
A) The first course of wall units shall be placed on the prepared Leveling Pad with the aesthetic
surface facing out and the front edges tight together. All units shall be checked for level and
alignment as they are placed.
B) Ensure that units are in full contact with Leveling Pad. Proper care shall be taken to develop
straight lines and smooth curves on base course as per wall layout.
C) The backfill in front and back of entire base row shall be placed and compacted to firmly lock
them in place. Check all units again for level and alignment. All excess material shall be swept
from top of units.
D) Install next course of wall units on top of base row. Position blocks to be offset from seams of
blocks below. Blocks shall be placed fully forward so shear connections are engaged. Check
each block for proper alignment and level. Backfill to 12 inch width behind block with Drainage
Gravel. Spread backfill in uniform lifts not exceeding 9 inches. Employ methods using
lightweight compaction equipment that will not disrupt the stability or batter of the wall. Hand-

operated plate compaction equipment shall be used around the block and within 3 feet of the wall
to achieve consolidation.
E) Install each subsequent course in like manner. Repeat procedure to the extent of wall height.
F) Allowable construction tolerance at the wall face is 2 degrees vertically and 1 inch in 10 feet
horizontally.
G) All walls shall be installed in accordance with local building codes and requirements.
300-1.8 Backfill Placement
A) Wall backfill shall be compacted to 90% relative compaction as determined by ASTM D-1557.
The moisture content of the backfill material prior to and during compaction shall be uniformly
distributed throughout each layer and shall be a minimum of 2% above optimum.
B) Only lightweight hand-operated equipment shall be allowed within 1 foot from the back of the
PMB units.
C) At the end of each day's operation,the contractor shall slope the last lift of backfill away from the
wall units to direct runoff away from the wall face. The contractor shall not allow surface run-off
from adjacent areas to enter the wall construction site.
300-1.9 Field Quality Control
A) Agency will provide inspection and testing services, including independent laboratories, to
provide quality assurance and testing services during construction. This does not relieve the
contractor from securing the necessary construction control testing during construction.
B) As a minimum, quality assurance testing will include foundation soil inspection, backfill soil
testing,verification of design parameters,and observation of construction for general compliance
with design drawings and specifications.
C) Field inspection and testing will be performed by the geotechnical engineer of record.
D) A certification for 90% compaction of backfill from geotechnical engineer of record will be
provided to the building inspector prior to final sign off and acceptance of the modular block wall.
300-1.10 Payment
Payment for gravity wall foundation shall be made at the Contract Unit Price per linear foot as shown
on the bid and shall include excavation and preparatory work; layout;subgrade preparation;and base
leveling pad and no additional compensation will be allowed therefore.
Payment for precast modular block gravity wall shall be made at the Contract Unit Price per square
foot as shown on the bid and shall include furnishing and installing modular block units; placement of
drainage fill and piping; placement of backfill;and all other work necessary to install gravity wall;and
no additional compensation will be allowed therefore.

SECTION 304—METAL FABRICATION AND CONSTRUCTION
304-2 METAL RAILINGS.
304-2.2 Flexible Metal Guard Rail. [Delete subsection in total and substitute with the following.]
All equipment, materials, and components for metal beam guardrail,and the installation thereof,shall
conform to the Caltrans Standard Plans and Standard Specifications, Section 83: "RAILINGS AND
BARRIERS" dated May 2006, except as noted in the Special Provisions and on the Plans. These
Plans and Specifications are hereinafter referred to as State Standard Plans and State Standard
Specifications. Copies of these documents are available from Caltrans, District 7 office at 120 South
Spring Street, Los Angeles, California 90012 or from Caltrans, Publication Distribution Unit, 1900
Royal Oaks Drive, Sacramento, California 95815, Telephone (916)445-3520.
Metal beam guardrail shall be treated with Natina Steel weathering agent distributed by Natina
Products, (877) 762-8462, or equal in accordance, with manufacturer's specifications.
SECTION 308—LANDSCAPE AND IRRIGATION INSTALLATION
308-1 GENERAL. [Add the following paragraph].
Work shall consist of clearing and grubbing, weed abatement, fine grading, and installation of a
complete and operable irrigation system where designated on the irrigation plans.
308-2 EARTHWORK AND TOPSOIL PLACEMENT.
308-2.2 Trench Excavation and Backfill. [Replace the last paragraph with the following]:
The trenches shall not be backfilled until all required tests are performed. Trenches shall be carefully
backfilled with the excavated materials approved for backfilling,consisting of earth, loam,sandy clay,
sand, or other approved materials, free from large clods of earth or stones. Backfill shall be
mechanically compacted in landscaped areas to a dry density equal to adjacent undisturbed soil in
planting areas. Backfill will conform to adjacent grades without dips, sunken areas, humps, or other
surface irregularities.
A fine granular material backfill will be initially placed on all lines. No foreign matter larger than one-
half(1/2) inch in size will be permitted in the initial backfill.
Flooding of trenches will be permitted only with the approval of the City, in accordance with
subsection 306-1.3.3.
If settlement occurs and subsequent adjustments in pipe, valves, sprinkler heads, planting, or other
construction are necessary, the Contractor shall make all required adjustments without cost to the
City.
308-5 IRRIGATION SYSTEM INSTALLATION.
308-5.1 General. [Add the following]:
Before work is commenced, hold a conference with General Contractor,and CITY to discuss general
details of the work.
Verify dimensions and grades at job site before work is commenced.
During the progress of the work,a competent superintendent and any assistants necessary shall be
on site, all satisfactory to CITY. The superintendent shall not be changed, except with consent of
CITY, unless that person proves unsatisfactory and ceases to be employed. The superintendent

shall represent CONTRACTOR in its absence and all directions given to the superintendent shall be
as binding as if given to CONTRACTOR.
All work indicated or noted on Drawings shall be provided whether or not specifically mentioned in the
Specifications.
If there are ambiguities between Drawings and Specifications, and specific interpretation or
clarification is not issued prior to bidding, the interpretation or clarification will be made only by CITY,
and CONTRACTOR shall comply with the decisions. In the event the installation contradicts the
directions given, the installation shall be corrected by CONTRACTOR at no additional cost to City.
Layout of sprinkler lines shown on Drawings is diagrammatic only. Location of tree root watering
systems and drip equipment is contingent upon and subject to integration with all other underground
utilities. CONTRACTOR shall employ all data contained in the Contract Documents and shall verify
this information at the construction site to confirm the manner by which it relates to the installation.
Coordinate the installation of all tree root watering systems and drip materials,including pipe,with the
Drawings to avoid conflict with proposed trees, shrubs, or other planting.
Do not proceed with the installation of the tree root watering systems and drip system when it is
apparent that obstructions or grade differences exist or if conflicts in construction details, legend, or
specific notes are discovered. All such obstructions, conflicts, or discrepancies shall be brought to
the attention of CITY.
Replace, or repair to the satisfaction of CITY, all existing paving disturbed during the course of this
work. New paving shall be the same type, strength, texture,finish, and be equal in every way to the
material removed.
CITY reserves the right to make temporary repairs as necessary to keep equipment in operating
condition without voiding CONTRACTOR's guarantee or relieving CONTRACTOR of its
responsibilities during the guarantee shall not be allowed.
Tree root watering systems and drip line may require installation of anti-drain devices,as directed by
the City,to prevent low head drainage. Coordinate the installation of all sprinkler materials, including
pipe, with the Drawings to avoid conflict with the trees, or other planting.
308-5.1.1 Observation of Site Conditions.
All scaled dimensions are approximate. The CONTRACTOR shall check and verify all size dimensions
and receive approval from the City's Authorized Representative priorto proceeding with work underthis
Section.
Exercise extreme care in excavating and working near existing utilities. The CONTRACTOR shall be
responsible for damages to utilities which are caused by his operations or neglect. Check existing
Drawings for existing utility locations.
Coordinate installation of sprinkler irrigation materials including pipe,so there shall be NO interference
with utilities or other construction, or difficulty in future planting of trees, shrubs,and/or ground covers.
The CONTRACTOR shall carefully check all grades to satisfy himself that he may safely proceed
before starting work on the irrigation system.
308-5.1.2 Preparation.
Physical Layout:
Prior to installation,the CONTRACTOR shall stake out all pressure supply lines,routing and location of
tree root watering systems and dripline supply headers.
All layout shall be reviewed by the City's Authorized Representative prior to installation.

Water Supply:
The irrigation system shall be connected to water supply point of connection as indicated on the
Drawings.
Connections shall be made at the approximate location shown on the Drawings.The CONTRACTOR is
responsible for minor changes caused by actual site conditions. Location shall be reviewed by the City's
Authorized Representative prior to installation.
Electrical Supply:
Automatic controller shall be battery-powered and does not require an electrical connection.
308-5.2 Irrigation Pipeline Installation.
308-5.2.1 General. [Insert the following paragraphs before the first paragraph].
Site Conditions. All scaled dimensions are approximate. The CONTRACTOR shall check and verify
all size dimensions and receive CITY's approval prior to proceeding with work under this section.

Routing of sprinkler irrigation lines as indicated on the drawings is diagrammatic. Install lines(and
various assemblies)in such a manner as to conform with the details and plans. All nomenclature on
PVC pipe shall be installed facing up and visible and shall be readable.
Install NO multiple assemblies on plastic lines. Provide each assembly with its own outlet.
Install ALL assemblies specified herein in accordance with respective detail. In absence of detail
drawings or specifications pertaining to specific items required to complete work, perform such work
in accordance with best standard practice, and with prior approval of the CITY.
PVC pipe and fittings shall be thoroughly cleaned of dirt, dust, and moisture before installation.
Installation and solvent welding methods shall be as recommended by the pipe and fitting
manufacturer.
On PVC to metal connections, the CONTRACTOR shall work the metal connections first. PVC to
metal connections shall only be accomplished by PVC male adapters screwed into metal fittings.
Teflon tape or approved equal shall be used on all threaded PVC to metal joints. Light wrench
pressure is all that is required. Where threaded PVC connections are required, use threaded PVC
adapters into which the pipe may be welded.
Temporary Repairs. The CITY reserves the right to make temporary repairs as necessary to keep
the sprinkler system equipment in operating condition. The exercise of this right by the CITY shall
not relieve the CONTRACTOR of his responsibilities under the terms of the guarantee as herein
specified.

Line Clearance. All lines shall have a minimum clearance of six(6)inches from each otherand from
lines of other trades. Parallel lines shall not be installed directly over one another. Installation of
lines for other trades shall not be laid in irrigation trenches, but shall be installed in a separate trench.
Trenching. Dig trenches straight and support pipe continuously on bottom of trench. Lay pipe to an
even grade. Trenching excavation shall follow layout indicated on the Drawings and as noted.
Provide for a minimum of eighteen(18)inches cover for all pressure supply lines of 21/2-inch nominal
diameter or smaller.
Provide for a minimum of twelve(12) inches for all non-pressure lines.
Provide for a minimum cover of eighteen (18) inches for all control wiring.
Backfilling. The trenches shall not be backfilled until all required tests are performed. Trenches shall
be carefully backfilled with the excavated materials approved for backfilling,consisting of earth, loam,
sandy clay,sand,or other approved materials,free from large clods of earth or stones. Backfill shall be

Install tree root watering systems and dripline on plastic pipe as indicated on Drawings.
Prepare all welded joints with manufacturer's primer prior to applying solvent.
Allow welded joints at least 15 minutes set-up/curing time before moving or handling.
Partially center load pipe in trenches to prevent arching and shifting when water pressure is on.
Do not permit water in pipe until a period of at least four hours has elapsed for solvent weld setting and
curing, unless recommended otherwise by solvent manufacturer.
Do backfilling when pipe is cool.
Pipe can be cooled by operating the system for a short time before backfill, or by backfilling in the early
part of the morning before the heat of the day.
Curing:
When the temperature is above 801F.,allow soluble weld joints at least 24 hours during the time before
water is introduced under pressure.
When temperature is below 801F., follow manufacturer's recommendations.
Assemblies:

at least twelve(12)inches between valves. Install each remote control valve in a separate valve box.
Testing of pressure mainlines shall occur prior to installation of remote control valves.
Each valve number shall be heat branded on valve box lid with 1'/z'tall letters. Branding unit available
from Hydroscape Products, Inc., phone number(714)639-1850.
Flushing of System:
After all new pressure main lines, manifolds and remote control valves are in place and connected, all
necessary diversion work has been completed,and prior to installation of tree root watering systems or
dripline, the control valves shall be opened and full head of water used to flush out the system.
Tree root watering systems and dripline supply headers shall be installed only after flushing of the
system has been accomplished to the complete satisfaction of the City's Authorized Representative.
308-5.4 Sprinkler Head Installation and Adjustment.
308-5.4.1 General. [Insert after last paragraph]:
Tree Root Watering Systems. Install the tree root watering systems as designated on the drawings.
Tree root watering systems to be installed in this work shall be equivalent in all respects to those
itemized on plans and in details. In no case shall the spacing exceed the maximum recommended by
the manufacturer. All tree root watering systems shall beset perpendicular to finish grade of the area to
be irrigated.

308-5.5 Drip Installation and Adjustment.
308-5.5.1 General.
CONTRACTOR shall layout dripline, etc. for approval from CITY.
Install drip system as designed on the drawings. Layout drip system and make minor adjustments
required due to differences between site and drawings. Where piping is shown on drawings under
paved areas, but running parallel and adjacent to planted areas, install piping in the planted areas.
Dripline. Keep all driplines and headers free of dirt during installation because any contamination in
these lines could plug the dripline emitters. Check headers and driplines for leaks before covering
with soil and mulch. After installation, open flush valves (one at a time) and collect some water to
check to be sure that the installation is clean. Allow for expansion and contraction of tubing.
Tie-Down Stakes. Stagger stakes every 4 feet.At fittings where there is a change in direction such as
tees or elbows, use tie-down stakes close to the fittings on each leg of change of direction.
Air/Vacuum Relief Valves. Locate at the highest point(s)of the dripline zone. Install the valve in an
exhaust header or a line that runs perpendicular to the lateral rows to ensure all rows of the dripline
can take advantage of the air/vacuum relief valve.
Manual Flush Valve. Location of manual flush valves shown on the drawings is approximate. Install
flush valves at a low point in the exhaust header of a grid layout. Manual flush points are normally
installed as far away from the water source as possible.
Dripline Flushinq. After all dripline feeder lines and risers are in place and connected all necessary
diversion work has been completed prior to the installation of any dripline, the control valves
shall be opened and a full head of water used to flush out the lines and fittings. Dripline shall be
flushed prior to the installation of all flush valves. Flush the system every two weeks for the first 5
weeks and check the water that is flushed out for cleanliness. Flush the system well after any repairs
are made.
308-5.6 Flushing and Testing
308-5.6.1 General [Add after last paragraph]:
Flushing of System.After all new sprinkler pipelines,dripline supply headers, and risers are in place
and connected,all necessary diversion work has been completed,and priorto installation of sprinkler
heads and driplines, the control valves shall be opened and a full head of water used to flush out the
system. Sprinkler heads shall be installed only after flushing of the system has been accomplished to
the complete satisfaction of the CITY.
308-5.6.2 Pipeline Pressure Test. [Insert before first paragraph]:
The CONTRACTOR shall request the presence of the CITY at least 48 hours (2 working days) in
advance of testing.
All mainline piping shall be tested under hydrostatic pressure of 150 pounds per square inch, and
proved watertight prior to backfill.
Sustain pressure in lines for not less than four(4) hours. If leaks develop, replace joints and repeat
test until entire system is proven watertight.
All hydrostatic tests shall be made only in the presence of the authorized representative of the CITY.
No pipe shall be backfilled until it has been inspected, tested, and approved.
CONTRACTOR shall furnish necessary force pump and all other test equipment.

308-5.6.3 Sprinkler Coverage Test. [Replace with the following]:
When the irrigation system is completed, perform a coverage test in the presence of the City
representative to determine if the water coverage for (future) planting areas is complete and
adequate. Furnish all materials and perform all work required to correct any inadequacies of
coverage due to deviations from plans, or where the system has been willfully installed as indicated
on the drawings when it is obviously inadequate without bringing this to the attention of the CITY.
Adjustment of the System. The CONTRACTOR shall flush and adjust all tree root watering systems
and dripline for optimum performance and to prevent runoff.
If it is determined that adjustment in the irrigation equipment will provide proper and more adequate
coverage, the CONTRACTOR shall make such adjustments to the satisfaction of the City's
Authorized Representative. Adjustments may also include changes in dripline layout and additional
dripline(s) as required.
All tree root watering systems and air/vacuum relief valves shall be set perpendicular to finished
grades.
Upon completion of each phase of work, entire system shall be tested and adjusted to meet site
requirements, and requirements in accordance with subsection 308-5.4.4.
308-5.6.4 Operational Test. [Insert before first paragraph]:
Inspection Schedule: CONTRACTOR shall be responsible for notifying CITY in advance for the
following inspections, according to the time indicated.
Pre-job conference-2 days
Pressure supply line installation and testing -2 days
Coverage tests -2 days
Final inspection -2 days
No work shall be backfilled until appropriate inspections and testing have been completed and
approved by the CITY.
[Add on after last paragraph]:
The City may elect to place the entire sprinkler irrigation system under full automatic operation for a
period of seven (7) days (maximum) prior to acceptance. The CITY reserves the right to waive or
shorten the operation period.
Irrigation CONTRACTOR shall fully maintain sprinkler system for Ninety (90) days following
installation and acceptance by CITY.
308-5.7 Temporary Repairs.[Add new subsection]:
The CITY reserves the right to make temporary repairs as necessary to keep the irrigation system
equipment in operating condition. The exercise of this right by the CITY shall not relieve the
CONTRACTOR of his responsibilities under the terms of the guarantee as herein specified.
308-5.8 Field Quality Control.[Add new subsection].
Adjustment of the System:
The CONTRACTOR shall flush and adjust tree root watering systems and dripline for optimum
performance and to prevent runoff as much as possible.

If it is determined that adjustment in the irrigation equipment will provide proper and more adequate
coverage, the CONTRACTOR shall make such adjustments to the satisfaction of the City's
Authorized Representative. Adjustments may also include changes in dripline layout and additional
dripline(s) as required.
All tree root watering systems and air/vacuum relief valves shall be set perpendicular to finished grades
unless otherwise designated on the Drawings.
Testing of the Irrigation System:
The CONTRACTOR shall request the presence of the City's Authorized Representative in writing at
least 48 hours in advance of testing.
Test all pressure lines under hydrostatic pressure of 150 pounds per square inch and prove watertight.
Note: Testing of pressure main lines shall occur prior to installation of the electric control
valves.
Sustain pressure in lines for not less than two(2)hours. If leaks develop,replace joints and repeat test
until entire system is proven watertight.
All hydrostatic tests shall be made only in the presence of the City's Authorized Representative. No
pipe shall be backfilled until it has been observed, tested, and approved in writing.
Furnish necessary force pump and all other test equipment.
When the irrigation system is completed, perform a coverage test in the presence of the City's
Authorized Representative to determine if the water coverage is complete and adequate. Furnish all
materials and perform all work required to correct any inadequacies of coverage due to deviations from
the Drawings,or where the system has been willfully installed as indicated on the Drawings when it is
obviously inadequate, without bringing this to the attention of the City's Authorized Representative.
308-7 GUARANTEE FOR IRRIGATION SYSTEM. [Add on after last paragraph]:

IRRIGATION SYSTEM AND WATER SOURCE CONNECTION
FOR CITRUS GROVE TREE PLANTING (CIP NO. 11202)
DETAIL TECHNICAL SPECIFICATIONS AND METHOD OF PAYMENT
GENERAL
Each respective bid item as shown on the Schedule of Work Items shall comply with the respective section of
the Standard Specifications for Public Works Construction, 2012 Edition, and any other publication as
specified or listed in the General Conditions.
Submittals - Prior to construction, the Contractor shall submit shop drawings of construction details per
Section 2-5.3 of the Standard Specifications for Public Works Construction ("The Greenbook").
BID ITEM A-1 -MOBILIZATION AND DEMOBILIZATION
Mobilization shall consist of preparatory work and operations, including, but not limited to those necessary for
the movement of personnel, equipment,supplies, and incidentals to the project site; for the establishment of
all offices, buildings, offsite storage and other facilities necessary for work on the project; and for all other
work and operations which must be performed or costs incurred prior to beginning work on the various
contract items on the project site.
Mobilization shall conform to the provisions of Section 9-3.4, Mobilization,of the Standard Specifications.The
maximum price for this item shall not exceed five (5) percent of the total contract price at the time of award.
Measurement and Payment-"Mobilization and Demobilization"will be paid for at the Contract Lump Sum
Price in accordance with Section 9-3 of the "The Greenbook". The lump sum price shall be considered full
compensation for furnishing all labor, materials,tools,equipment,apparatus and incidentals for doing all the
work required. Payment shall be considered full compensation for obtaining all business licenses and
permits, as required for the entire project, from all related agencies including but not limited to utility
companies, private and public agencies. The compensation shall include the compliance with the
requirements specified in those licenses and permits;and incidentals necessary to perform all related items of
work. Payment for mobilization and demobilization shall be based on the completion percentage of the entire
project. No additional compensation will be allowed.
BID ITEM A-2-OFF SITE STORAGE OF EQUIPMENT AND MATERIALS
The work for this item shall consist of complying with the modified requirements of Section 7-10.2, Storage of
Equipment and Materials in Public Streets, in the contract Special Provisions.
Measurement and Payment-"Off Site Storage of Equipment and Materials"will be paid for at the Contract

accordance with Section 9-3 of"The Greenbook".The lump sum price shall be considered full compensation
for furnishing all labor, materials, tools, equipment, apparatus and incidentals for doing all work required as
specified and no additional compensation shall be made therefore.
BID ITEM A-4-UNCLASSIFIED EXCAVATION
This work for unclassified excavation consists of removing material unsuitable for its planned use or in conflict
with proposed improvements, including buried wall foundation or other concrete structures, and shall be

Measurement and Payment—"Unclassified Excavation"will be paid for at the Unit Price bid per cubic yard in

BID ITEM A-5—REMOVE AND DISPOSE OF EXISTING PEPPER TREE
This work for remove and dispose of existing pepper tree consists of removing those trees indicated on the
plans or as directed by the ENGINEER, including felling of tree, grinding the stump, removal of all wood
(unless otherwise designated), limbs and debris, and area cleanup.
Measurement and Payment—"Remove and Dispose of Existing Pepper Tree"will be paid for at the Contract
Unit Price in accordance with Section 9-3 of "The Greenbook". The unit price shall be considered full
compensation for furnishing all labor, materials,tools,equipment,apparatus and incidentals for doing all work

BID ITEM A-6—REMOVE AND DISPOSE OF EXISTING CHAIN LINK FENCE
This work for remove and dispose of existing chain link fence consists of removing existing fencing which
interfere with construction as shown on the contract plans. .
Measurement and Payment—"Remove and Dispose of Existing Chain Link Fence" will be paid for at the
Contract Unit Price in accordance with Section 9-3 of"The Greenbook".The unit price per linear foot shall be

BID ITEM A-7—REMOVE AND DISPOSE OF EXISTING CONCRETE BLOCK WALL AND FOOTING
This work for remove and dispose of existing concrete block wall and footing consists of sawcutting and
removing existing concrete block wall and footing as shown on the contract plans, including disposal and
backfill to subgrades required for permanent improvements. .
Measurement and Payment—"Remove and Dispose of Existing Concrete Block Wall and Footing"will be paid
for at the Contract Unit Price in accordance with Section 9-3 of"The Greenbook".The unit price per linear foot
shall be considered full compensation for furnishing all labor, materials, tools, equipment, apparatus and
incidentals for doing all work required as specified and no additional compensation shall be made therefore.
BID ITEM A-8—REMOVE AND DISPOSE OF EXISTING ROCK RETAINING WALL AND FOOTING
This work for remove and dispose of existing rock retaining wall and footing consists of sawcutting and
removing existing rock retaining wall and footing as shown on the contract plans, including disposal and
backfill to subgrades required for permanent improvements. .
Measurement and Payment—"Remove and Dispose of Existing Rock Retaining Wall and Footing"will be paid
for at the Contract Unit Price in accordance with Section 9-3 of"The Greenbook".The unit price per linear foot

The work for this item shall consist of saw-cutting, removing, and disposal of existing asphalt concrete
pavement including base material to the depth as required to construct the proposed improvements where it
is shown on the Contract Plans. The work shall be performed in accordance with Section 300-1.3 of"The
Greenbook".
Measurement and Payment—"Saw-cut and Remove Existing Asphalt Concrete Pavement"will be paid for at
the Contract Unit Price in accordance with Section 9-3 of"The Greenbook".The unit price bid per square foot
shall include all labor, material, backfill, excavation, tools, incidentals and equipment necessary for doing all
the work required as specified and no additional compensation shall be made therefore.

BID ITEM A-11 —INSTALL 1"WATER SERVICE INCLUDING HOT TAP AND 1" METER
The work for this item shall consist of potholing existing water main;saw-cutting;trench excavation;control of
ground and surface waters; preparation of subgrade; placing water service later; installing hot tap to existing
main; installing meter and meter box and adjusting to grade; backfilling the trench; temporary resurfacing;
permanent resurfacing;and all other work necessary to install the water service including hottap and 1"meter
as shown on the Contract Plans. The work shall be performed in accordance with Section 306 of "The
Greenbook".
Measurement and Payment—"Install 1"Water Service Including Hot Tap and 1"Meter'will be paid for at the
Contract Unit Price in accordance with Section 9-3 of"The Greenbook". The unit price bid shall include all
labor, material, backfill,excavation,tools, incidentals and equipment necessary for doing all the work required
as specified and no additional compensation shall be made therefore.
BID ITEM A-12—FURNISH AND INSTALL 1" REDUCED PRESSURE PRINCIPAL ASSEMBLY
The work for this item shall consist of furnishing and installing a 1" reduced pressure principal assembly as
shown on the Contract Plans.
Measurement and Payment — "Install 1" Reduced Pressure Principal Assembly" will be paid for at the
Contract Unit Price in accordance with Section 9-3 of"The Greenbook". The unit price bid shall include all
labor, material, backfill,excavation,tools, incidentals and equipment necessary for doing all the work required
as specified and no additional compensation shall be made therefore.
BID ITEM A-13—FURNISH AND INSTALL METAL BEAM GUARD RAIL WITH WEATHERING AGENT
The work for this item shall consist of furnishing and installing metal beam guard rail and terminal ends as
shown on the Contract Plans, including treatment with weathering agent in accordance with the specifications.
Measurement and Payment—"Furnish and Install Metal Beam Guard Rail with Weathering Agent'will be
paid for at the Contract Unit Price in accordance with Section 9-3 of"The Greenbook". The unit price per
linear foot shall include all labor, material, backfill, excavation,tools, incidentals and equipment necessary for
doing all the work required as specified and no additional compensation shall be made therefore.
BID ITEM A-14—CONSTRUCT 6" ASPHALT CONCRETE (AC) BERM
The work for this item shall consist of constructing 6" AC berm as shown on the Contract Plans.

Unit Price in accordance with Section 9-3 of"The Greenbook". The unit price per linear foot shall include all

BID ITEM A-15—CONSTRUCT 2"WIDE CONCRETE V-GUTTER
The work for this item shall consist of constructing 2"wide concrete v-gutter as shown on the Contract Plans.

The work for this item shall consist of constructing 48" high pedestrian wood fencing with 3"x 2"Yard-Guard
fence fabric manufactured by Jackson Wire, or approved equal, as shown on the Contract Plans.
Measurement and Payment — "Construct 48" High Pedestrian Wood Fencing With 3" X 2" Yard-Guard
Mesh"will be paid for at the Contract Unit Price in accordance with Section 9-3 of"The Greenbook".The unit
price per linear foot shall include all labor, material, backfill, excavation, tools, incidentals and equipment
necessary for doing all the work required as specified and no additional compensation shall be made
therefore.
BID ITEM A-17—CONSTRUCT FULL DEPTH ASPHALT CONCRETE(AC) PAVEMENT
The work for this item shall consist of full-depth AC pavement as shown on the Contract Plans. Asphalt
Concrete material requirements and construction shall conform to section 203-1, and 203-6,of the Standard
Specifications for Public Works Construction (APWA Green Book, 1997 Edition), and these special
provisions.
Asphalt Concrete Work shall conform to sections 302-5, and 400-4 of the Standard Specifications for Public
Works Construction (APWA Green Book, 1997 Edition), the plans, and these special provisions.
Asphalt Concrete Base Course shall be Type III- B3-AR-4000 at 6" thick.
Tack coat shall be Grade SS-1 h emulsified asphalt applied at 0.10 gal/yd2.
Contractor shall be responsible for checking of grades to eliminate low spots prior to capping and also
checking for proper drainage prior to placing the base course and tack coats prior to placing the leveling
course.
Measurement and Payment—"Construct Full Depth Asphalt Concrete(AC)Pavement"will be paid for at the
Contract Unit Price in accordance with Section 9-3 of"The Greenbook".The unit price per ton shall include all
labor, material, backfill,excavation,tools, incidentals and equipment necessary for doing all the work required
as specified and no additional compensation shall be made therefore.
BID ITEM A-18—CONSTRUCT GRAVITY WALL FOUNDATION
The work for this item shall consist of constructing the foundation for the precast modular block gravity
retaining wall, inclusive of excavation and preparatory work; layout;subgrade preparation;and base leveling
pad, as shown on the Contract Plans and in accordance to the Special Provisions and Sections 300-3 and
300 of the Standard Specifications.
Measurement and Payment—"Construct Gravity Wall Foundation"will be paid for at the Contract Unit Price
in accordance with Section 9-3 of "The Greenbook". The unit price per linear foot shall include all labor,
material, backfill, excavation, tools, incidentals and equipment necessary for doing all the work required as
specified and no additional compensation shall be made therefore.
BID ITEM A-19—CONSTRUCT PRECAST MODULAR BLOCK GRAVITY WALL
The work for this item shall consist of furnishing and installing the precast modular block gravity retaining wall,
inclusive of structural excavation, placement of gravel drainage fill and piping; placement of structural backfill
(native soil); and all other work necessary to install gravity wall, as shown on the Contract Plans and in
accordance to the Special Provisions and Sections 300-3 and 303 of the Standard Specifications.
Measurement and Payment—"Construct Precast Modular Block Gravity Wall"will be paid for at the Contract
Unit Price in accordance with Section 9-3 of"The Greenbook".The unit price per square foot shall include all
labor, material, backfill,excavation,tools, incidentals and equipment necessary for doing all the work required
as specified and no additional compensation shall be made therefore.

Bid Items B-1 thru B-11 and Alt. C-1 through C-3— Landscape and Irrigation Items
The work for these items shall consist of furnishing and installing landscaping and irrigation,as shown on the
Contract Plans and per these specifications.
Measurement and Payment—Landscape and Irrigation items will be paid for at the Contract Unit Prices bid
and shall include full compensation to complete and maintain the landscape and irrigation work shown on the
plans or in the specifications in accordance with Section 9-3 of"The Greenbook".The unit prices shall include
all labor, material, backfill, excavation, tools, incidentals and equipment necessary for doing all the work
required as specified and no additional compensation shall be made therefore
INCIDENTALS
The following items are considered incidentals to the bid items shown above and will not be paid for
separately. Accordingly, these costs should be prorated to the appropriate bid items.
A. DUST CONTROL AND CLEANUP
Dust control and construction cleanup shall conform to Section 7 of"The Greenbook".
Measurement and Payment—"Dust Control and Cleanup" will not be measured and paid for directly, but
shall be considered as a subsidiary obligation of the Contractor with costs included in the prices bid for the
items to which they apply. "Dust Control and Cleanup" shall include furnishing all labor, materials, tools,
transportation, signs, sign support structures, equipment and incidentals necessary to carry out the work as
specified, and no additional compensation shall be made therefore.
B. REMOVAL AND DISPOSAL OF MATERIAL
Removal and disposal of materials shall include all removal and disposal of materials for construction
necessary to construct the proposed improvements as indicated on the Contract Plans,oras instructed by the
Engineer.
Removal and disposal of materials shall conform to the provisions in Subsection 300-1.3, "Removal and
Disposal of Materials," of the Standard Specifications.
The Contractor shall comply with the requirements set forth in Section 7-10.2, "Storage of Equipment and
Materials in Public Streets," of the Standard Specifications for storage of materials in public streets.
All removed materials shall become property of the Contractor and shall be disposed of outside of the right-of-way
in accordance with Section 300-2.2, "Unsuitable Materials," and Section 300-2.6, "Surplus Material," of the
Standard Specifications.
Except as otherwise specifically authorized by the City, all self-propelled equipment used by the Contractor in
excavation, breaking and removal operations for improvement work shall be equipped with rubber tires.
The Contractor shall take all necessary measures in order to avoid the nuisance of excessive dust resulting
from the process of breaking, reconstructing and removing any materials on the project site. Such measures
shall be employed for the duration of the contract work. Refer to Section 7-8.1 of the Standard Specifications.
Measurement and Payment—"Removal and Disposal of Material'will not be measured and paid for directly,
but shall be considered as a subsidiary obligation of the Contractor with costs included in the prices bid for the
items to which they apply. "Removal and Disposal of Material' shall include furnishing all labor, materials,
tools, transportation, equipment and incidentals necessary to carry out the work as specified, and no
additional compensation shall be made therefore.
C. OFF SITE STORAGE OF EQUIPMENT AND MATERIALS
The work for this item shall consist of complying with the modified requirements of Section 7-10.2, Storage of

Equipment and Materials in Public Streets, in the contract Special Provisions.
Measurement and Payment—"Off Site Storage of Equipment and Materials"will not be measured and paid
for directly, but shall be considered as a subsidiary obligation of the Contractor with costs included in the
prices bid for the items to which they apply. "Off Site Storage of Equipment and Materials" shall include
furnishing all labor, materials,tools,transportation,equipment, apparatus and incidentals necessary to carry
out the work as specified, and no additional compensation shall be made therefore.
D. PROJECT SITE MAINTENANCE
The work for this item shall consist of complying with the requirements of Section 10, Project-Site
Maintenance, in the Contract Special Provisions (Part I —General).
Measurement and Payment—"Project Site Maintenance"will not be measured and paid fordirectly, but shall
be considered as a subsidiary obligation of the Contractor with costs included in the prices bid for the items to
which they apply. "Project Site Maintenance" shall include furnishing all labor, materials, tools, equipment,
incidentals,for doing all work involved in storm-water and erosion control practices;achieving and maintaining
compliance with all applicable regulations,as applicable;and for doing all work involved in the implementation of
an effective combination of erosion and sediment controls, waste and materials management controls,and other
BMPs, as required to prevent transport of pollutants from the site to streets, drainage facilities or adjoining
property by wind or runoff,to the maximum extent practicable,and no additional compensation shall be made
therefore.
E. PUBLIC SAFETY AND CONSTRUCTION TRAFFIC CONTROL
The work for this item shall include providing and maintaining safety and/or traffic control devices to ensure
public safety during the entire period of construction in accordance to the provisions of Section 7-10 of the
Standard Specifications for Public Works Construction or"Green Book"dealing with Public Convenience and
Safety,All traffic control shall be in accordance with the California Manual on Uniform Traffic Control Devices
(MUTCD).
Measurement and Payment—"Public Safety and Construction Traffic Control'will not be measured and paid
for directly, but shall be considered as a subsidiary obligation of the Contractor with costs included in the
prices bid for the items to which they apply. "Public Safety and Construction Traffic Control' shall include
furnishing all labor, materials,tools,transportation, signs,sign support structures, equipment,apparatus and
incidentals necessary to carry out the work as specified, and no additional compensation shall be made
therefore.
F. AS-BUILT CONSTRUCTION PLANS
On or before the date of the final inspection, the Contractor shall deliver the final corrected and completed
Drawings-of-Record Delivery of the final Drawings-of-Record in accordance to the Special Provisions.
Submission of Drawings-of-Record and aperture cards will not relieve the Contractor of the responsibility of
furnishing required information that may be omitted.
Measurement and Payment—"Furnishing As-built/Drawings-of-Record"and other deliverables as specified
within these Contract Specifications will not be measured and paid for directly, but shall be considered as a
subsidiary obligation of the Contractor with costs included in the prices bid for the items to which they apply.
"Furnishing As-built / Drawings-of-Record" shall include furnishing all labor, materials, tools, equipment,
apparatus and incidentals necessary to carry out the work as specified,and no additional compensation shall
be made therefore.
