MEMORANDUM OF UNDERSTANDING
BETWEEN
ORANGE COUNTY WATERWORKS DISTRICT #4
AND THE
ORANGE COUNTY WATERWORKS DISTRICT ##4 EMPLOYEES ASSOCIATION
WHEREAS, representatives for the District and the Association
have met and conferred and have reached a mutual understanding
concerning certain employer-employee matters,
NOW THEREFORE, it is mutually agreed by Orange County Waterworks
District ##4 and the District' s Employees Association that the
following shall constitute their Memorandum of Understanding:
1. Salary
The District will provide a cost-of-living increase of 8 . 4%
effective July 1, 1977 .
2. Performance Pay Plan
The District and the Association will jointly develop a perfor-
mance pay plan which will have the following features :
a. A 2-step salary increase (approximately 50) to no more than
100 of the District employees (currently equal to 1 person)
that shall be in addition to .regular step increases and
cost-of-living increases.
b. Selection to be based can peer evaluation during June of each
year.
C. Peer evaluations to be made based on merit, productivity
and outstanding work performance.
d. First selection shall be effective July 1, 1977, and sub-
sequent selections shall be effective on July 1 of each
year thereafter.
e. Employees who are selected shall retain the performance pay
so long as supervisorial performance evaluations demonstrate
continued meritorious service.

3. Continuation of Present Terms and Conditions of Employment
That all terms and conditions of employment for District
employees shall remain in full force and effect for the term
of this Memorandum.
4 . This Memorandum of Understanding shall be in effect from
July 1, 1977 to June 30, 1978.

Re : Proposed Amendment to Personnel Rules and
Regulations
Dear T. J. :
Enclosed for your review and comment is our first
draft of the proposed amendment to the Personnel. Rules and
Regulations for Orange County Waterworks District No. 4 . The
purpose of the amendments, as you know, are to make the
District' s rules comply with the Skelly decision which requires
public agencies to take certain pre-diciplinary procedures.
Since the Advisory Board must make its recommendations to the
Board of Directors , we would recommend that a copy be sent to
Bud Brand for his comments.
