J. : Enclosed for your review and comment is our first draft of the proposed amendment to the Personnel. Rules and Regulations for Orange County Waterworks District No. 4 . The purpose of the amendments, as you know, are to make the District' s rules comply with the Skelly decision which requires public agencies to take certain pre-diciplinary procedures. Since the Advisory Board must make its recommendations to the Board of Directors , we would recommend that a copy be sent to Bud Brand for his comments. Should you have any questions please do not hesitate to call. Very truly yours, WELPUTT & OKAZAKI By - James S. -Okazaki JSO/ji Enclosure
