SUBJECT: Adoption of Resolution Amending the District's Personnel Classification
and Compensation Plan
SITUATIOM
The attached Resolution amends the District's Personnel Classification and
Compensation Plan by instituting the salary provisions of the Memoranda of
Understanding (MOU) with the District's General Employees Association (General
Employees) and Management Employees for the 1994-95 and amends the General
Manager's compensation. The new salary schedule is attached to the Resolution as
Exhibit A. These salary provisions are based on the results of the Classification and
Compensation Study by Ralph Andersen & Associates.

The compensation increase will constitute a total additional cost to the District of
approximately $29,000. Although not specifically budgeted, funds are available in
the District's Operating Fund to fund this expense without any adverse impact on the
1994-95 budget.

On August 25, 1994, the Water Advisory Commission unanimously approved the
salary adjustments in line with the study's recommendations including an increase for
the General Manager (see attached letter).
ALTERNATE ACTION

2. Request additional information from staff.

MEMORANDUM

SUBJECT: Compensation Report by Ralph Andersen & Associates
On August 25, 1994, the Water Advisory Commission reviewed the Final
Compensation Report prepared for the District by Ralph Andersen and Associates.
This review was made in accordance with the Commission's duties to advise the
Board of Directors "on matters concerning the budget, water rates, personnel and
other matters as may concern the government of the District."
Upon review of the Anderson report, the Commission endorses an adjustment in total
compensation for District employees in an average amount of 2.6% to bring their
compensation to the median of the surveyed agencies. It is recommended that these
adjustments be administered by the General Manager. Additionally, the Commission
strongly endorses that out of this average increase of 2.6%, the General Manager be
given an increase, his first in three years.

A RESOLUTION OF THE BOARD OF DIRECTORS
OF THE CAPISTRANO VALLEY WATER DISTRICT
AMENDING THE DISTRICT'S PERSONNEL
CLASSIFICATION AND COMPENSATION PLAN
WHEREAS, the Board of Directors of the Capistrano Valley Water District is authorized
and directed under the District's Personnel Rules and Regulations to adopt and amend a Personnel
Classification and Compensation Plan; and
WHEREAS, the Personnel Classification and Compensation Plan was last revised on
February 1, 1994; and
WHEREAS, the Board of Directors has accepted the Classification and Compensation
Study conducted by Ralph Andersen and Associates effective November 1, 1994; and
WHEREAS, the Board of Directors has approved the 1994-95 Memoranda of
Understanding for General and Management Employees; and
WHEREAS, the Board of Directors desires to modify the compensation of the General
Manager; and
WHEREAS, the Board of Directors now desires to amend the Personnel Classification
and Compensation Plan in order to implement the provisions of said Memoranda of
Understanding.
NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of the
Capistrano Valley Water District does hereby amend the District's Classification and
Compensation Plan as set forth in Exhibit A.
PASSED, APPROVED AND ADOPTED this 6th day of December, 1994 by the
